Presenting a speech at the congress, comrade Nguyen Long Bien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee said that according to the plan, the province strives to achieve a growth rate of 8.1% or higher in 2025, and an average GRDP growth rate of 11 - 12% in the 2025 - 2030 period. To realize this goal, the Provincial Party Committee and People's Committee focus on implementing 5 key groups of tasks, including: Maximizing development potential; solving 3 bottlenecks in strategic infrastructure - human resources - backlog projects; developing breakthroughs in science and technology; innovating the growth model associated with regional linkages, restructuring economic sectors; focusing on leading urban development to ensure criteria and standards to soon turn Khanh Hoa into a centrally-run city. One of the breakthroughs is implementing specific mechanisms and policies, strongly improving the investment and business environment and actively accompanying and removing difficulties for businesses; By 2030, the private economy will contribute 60-65% of the province's GRDP. In particular, the province aims to develop tourism into a spearhead economic sector by 2030, contributing 15% of GRDP, the digital economy contributing 35% of GRDP, and at the same time, building the province into a national clean energy center and an international tourism center...
Many delegates made practical proposals to promote economic breakthroughs. Delegate Nguyen Dac Tai - Chairman of the Provincial Union of Science and Technology Associations expressed: "Khanh Hoa has the longest coastline in the country, the province also determined to promote the development of the marine economy. Therefore, the province needs to study and submit to competent authorities a project to reclaim the sea to expand the development space". Delegate Tran Xuan Tay - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nha Trang Ward suggested paying attention to investing in infrastructure to organize sports events, contributing to attracting tourists. Associate Professor, Dr. Phan Quoc Anh - delegate of Dong Hai Ward commented that the tourism potential along the coastal route from Cam Ranh to the south of the province is very large but development is still limited. He suggested promoting regional linkages to distribute and guide the flow of tourists to the southern region of the province; at the same time, linking tourism development with research on marine environmental protection, especially coral reefs and turtle nesting grounds in Vinh Hai.
Improve the business investment environment
One of the breakthroughs identified in the Congress Resolution is to synchronously complete and effectively implement mechanisms and policies, especially specific mechanisms and policies to unblock and liberate all resources, and promote economic development. To improve the provincial competitiveness index, delegate Chau Ngo Anh Nhan - Party Secretary, Director of the Department of Finance proposed that the province synchronously deploy solutions on 10 indicators. In particular, it is necessary to continue reviewing and researching to shorten the time for processing administrative procedures (TTHC) in the field of business registration to a maximum of 1.5 days; ensuring that 100% of TTHC in the field of business registration are processed online. At the same time, continue to complete and publicly and transparently publicize land use plans with online digital maps; establish an open land information portal; research to shorten the time for carrying out land allocation and leasing procedures to a maximum of 20 days; Establish a mechanism for a "land rapid response team" to handle land-related problems within 7 days; review and strive to reduce at least 30% of records and forms in administrative procedures related to enterprises. In addition, research and deploy camera applications and software to monitor the process of handling administrative procedures; have an anonymous reporting mechanism and protect whistleblowers against harassment; continue to review and eliminate incentives and business conditions that create unfair advantages; promote decentralization, empower and take responsibility for leaders of departments, branches, and commune-level People's Committees to promptly resolve difficulties and recommendations of enterprises; encourage the development of business support services...

Administrative reform and improvement of the investment and business environment are 1 of 10 groups of tasks and solutions in the economic sector in the Action Program to implement the Congress Resolution. Resolution No. 01 of the Provincial Party Committee on double-digit economic growth in the period 2025 - 2030 has determined that by 2030, the province will be among the top 10 provinces and cities in the country in terms of administrative reform index and satisfaction index of people and organizations with the service of administrative agencies. This is a key political task, demonstrating the province's sense of responsibility and strong aspiration to rise.
Immediately after the congress, Mr. Vo Chi Vuong - Party Secretary, Director of the Department of Home Affairs said that in order to effectively implement the Action Program, ensuring that administrative reform is deployed synchronously, drastically and more effectively, the Party Committee of the Department of Home Affairs will advise the province to identify a system of solutions according to the major pillars: Institutions - governance; digital infrastructure - administrative modernization; human resources - service, ensuring feasibility, synchronization and direct impact on the two indexes. Leaders of some commune and ward party committees determined to focus on promoting comprehensive digital transformation to help improve management and operation capacity and innovate the Party's leadership methods; quickly innovate, shift from the mindset of "urban management" to the mindset of "creating smart cities".
Improve people's lives
The Congress Resolution emphasized: “Effectively implement economic development policies and guidelines associated with social progress and equity; create development opportunities for all people, especially ethnic minority and mountainous areas, reduce the gap between rich and poor, social inequality, contribute to improving and increasing people's income”. The implementation of the Action Program to implement the Congress Resolution must follow the motto: “Development for stability, stability to promote development and continuously improve people's lives”.
At the congress, many delegates proposed that economic development must be associated with improving people's lives, especially in ethnic minority and mountainous areas; continuing to invest in the western mountainous areas of the province, especially inter-regional and inter-commune traffic routes that create new development momentum; planning the development of the western mountainous areas in a multi-sectoral, integrated, and interconnected direction between communes associated with improving people's lives.
In the period of 2025 - 2030, in the province, there will be many key national and provincial projects that require site clearance, affecting people's lives. The province's consistent policy in site clearance and resettlement is to ensure that people have new housing that is better than or equal to their old housing.
