Hai Phong proactively responds to storm Ragasa early and from afar

The work of preventing and responding to storm Ragasa was deployed by all levels, sectors, localities and units in Hai Phong city with the motto of starting early and from afar.

According to a quick report from the Department of Agriculture and Environment, as of 5:00 p.m. on September 23, the Hai Phong Border Guard Command had coordinated to count and notify 1,604 vehicles/4,481 workers, 271 cages/233 workers; 3 watchtowers/6 workers that were operating and anchored to know the storm's developments so that they could proactively take precautions.

All 114 communes, wards and special zones have developed plans and solutions to respond to natural disasters according to the level of natural disaster risk; developed response scenarios; proactively organized field inspections at key points, ensuring timely handling of incidents according to the "4 on-site" motto.

In the field of agricultural production, by September 23, the whole city had a total of 96,120 hectares of rice and vegetables; 9,491 hectares of fruit trees; 3,890 livestock farms; 728 livestock facilities outside the dike; 23,900 hectares of aquaculture... that were guaranteed safety and had prevention plans. Key points of dikes, embankments, and culverts were inspected, reviewed, and specific protection and prevention plans were developed by communes, wards, special zones, and irrigation companies according to the "4 on-site" motto.

Up to this point, the single-member LLCs exploiting irrigation works in the city have drained buffer water, prepared machinery, equipment, and personnel to operate pumping stations to drain water as required.

Departments, branches and localities focus on implementing tasks according to the telegram of the Prime Minister and Chairman of the City People's Committee. The Department of Agriculture and Environment assigns and arranges to strengthen leadership and staff on duty 24/24 hours to promptly grasp the situation of rain, floods and storm developments. Focus on guiding and directing irrigation companies to implement solutions for pumping and draining buffer water to prevent flooding; reinforce and brace livestock and aquaculture barns, plans to protect rice and crops, etc.

The Department of Construction directs its agencies and units to implement pruning and bracing of urban trees, ensuring that they are not broken, obstructing traffic, and affecting the power system; review and be ready to implement plans to ensure drainage in urban areas in case of heavy rain; warn of landslide-prone areas; prepare forces, vehicles, and materials to handle incidents and natural disasters; organize control of ferry terminals, proactively stop operations when safety is not guaranteed. Organize inspection, monitoring, and prepare machinery and equipment to promptly handle landslide locations.

Department of Industry and Trade Direct Hai Phong Electricity Company to proactively inspect the electrical system, have a plan to prioritize stable power supply at state agency headquarters, especially the central headquarters of the operation center to serve the command work in all situations...

Hai Phong Maritime Port Authority, Northern Maritime and Waterway Sub-Department coordinate with localities and relevant units to direct and guide ships and watercraft to anchor in waters managed by the unit, without affecting other infrastructure works when an incident occurs.

Communes, wards and special zones closely monitor the storm's developments and the city's instructions, deploying storm response plans according to the scenario. Be ready to mobilize forces, materials, means and equipment in the area to promptly deploy according to the "four on-the-spot" motto...

* According to Chairman of Kien Hai Commune People's Committee Vu Huy Thuong, by 5:00 p.m. on September 23, 101 out of 116 vessels (related to more than 200 workers) in the commune had safely entered the port. The locality coordinated with Doan Xa Border Guard Station to contact and call on all vessels to take shelter.

Kien Hai people collect seafood, proactively prevent storms

The commune established a Command Committee for natural disaster prevention, search and rescue, and civil defense, built 3 response command clusters, mobilized 269 members of the shock team, coordinated with vehicle owners, parking lots, and grocery businesses to supply essential supplies for storm prevention.

The Commune People's Committee organized inspections and reviews of vulnerable points on the sea dike, waterways, low-lying areas, and residential areas along the dike with 316 households (including 122 households outside the dike) to develop response plans and evacuate people to safety.

* Kien Hung Commune has notified 22 boats to move to shelters. Through screening, the entire commune has 190 households in unsafe areas. Of these, 137 households (283 people) live in areas with degraded and unsafe houses; 53 households (121 people) live in guardhouses, camps along rivers, dikes, and low-lying areas. The locality has developed a plan to be ready to evacuate people, focusing on 2 locations: Dai Ha Secondary School and Ngu Doan Secondary School.

The commune has stepped up propaganda work, continued to inspect the dike system and irrigation works, proactively provided materials, human resources, and vehicles at key points; based on the storm's developments, implemented plans to evacuate people from unsafe areas...
