On September 23, Mr. Nguyen Dinh Thang, Vice Chairman of the People's Committee of Bac Gia Nghia ward ( Lam Dong province ), said that after receiving reports about five children in residential area 5 of Dak Ha commune not yet having birth certificates, the local authorities directed the prompt processing of birth registration procedures to ensure the rights of citizens.
The People's Committee of Bac Gia Nghia Ward has instructed the Ward People's Committee Office to coordinate with relevant agencies to carry out the necessary procedures for registering the birth of Hang A Tho and similar cases.
In addition, the relevant authorities are urgently determining the marital status in order to register the marriage of the child's parents.
After completing the paperwork, the ward police will issue a citizen identification card so that the child can access social welfare policies as prescribed.

On September 23rd, the leaders of Bac Gia Nghia ward People's Committee directly visited the families of five children who have not yet been registered at birth.
Upon inquiry, local authorities determined that Hạng A Thò (born in 2010) and four other children are the offspring of Hạng A Cha (born in 1980) and Phàng Thị Ly (born in 1982).
Because Ms. Ly and Mr. Cha are not legally married, all five children have not been registered at birth and cannot attend school.
Hạng A Thò's family is in very difficult circumstances. His mother, Ly, has a mobility disability, and his father, Cha, is illiterate and frequently works far from home, so they are not familiar with the regulations regarding marriage and birth registration for their child.
The fact that they were not registered at birth meant that Thò and his siblings could not attend school and were not entitled to the same welfare and social security benefits as other children.
