Minister of Culture, Sports and Tourism Nguyen Van Hung issued Official Dispatch No. 4887/CD-BVHTTDL dated September 2025 to the Directors of the Departments of Culture, Sports and Tourism, Departments of Culture, Sports and Tourism, and Departments of Tourism in provinces and cities from Quang Ngai to the North; Heads of agencies and units under the Ministry on proactively responding to super typhoon Ragasa.

The telegram stated: The storm, internationally named Ragasa, is a very strong storm, moving at a fast speed, has reached super typhoon level and is active in the sea east of Luzon Island (Philippines). Ragasa is forecast to move into the East Sea on the evening of September 22 and become the 9th storm in the East Sea, the strongest storm in the East Sea since the beginning of the 2025 storm season.

Pursuant to Official Dispatch No. 170/CD-TTg dated September 22, 2025 of the Prime Minister on proactively responding to super typhoon Ragasa, in order to promptly respond, proactively and early, from a distance, the Minister of Culture, Sports and Tourism requests:

Directors of the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Departments of Tourism in provinces and cities from Quang Ngai to the North: Continue to be ready and proactively deploy storm response measures from the beginning of the 2025 storm season until now, paying special attention and being vigilant at the highest level, not being negligent or subjective.

Focus on leading and directing with the most urgent and drastic spirit, organize monitoring, update, and grasp the situation of the storm and the local situation. Develop specific storm and flood response plans early and from afar, anticipate possible scenarios, prepare available resources, and deploy immediately before the storm makes landfall.

Organize and closely coordinate with functional agencies and local authorities to review and inspect all tourist accommodation establishments and tourist sites, especially coastal areas, islands, and areas at risk of landslides and flash floods; coordinate and organize information, propaganda, and evacuate tourists to safe places; deploy necessary measures, count and call on tourist vehicles operating at sea to know about the developments and situation of the storm, not to enter or exit dangerous areas. At the same time, support and guide ships and vehicles operating at sea to safe anchorages, deploy measures to ensure the safety of ships and boats, and prevent sinking at shelters.

Based on the specific situation of risks and the level of impact of the storm, proactively decide or advise competent authorities to direct the temporary suspension of festival, entertainment, and tourism activities in the locality to ensure the safety of people and tourists.

Immediately deploy measures to protect and reinforce cultural and sports facilities, historical and cultural relics, scenic spots, tourist areas and spots in the area, to minimize property damage caused by storms.

Direct press, radio and television agencies and grassroots information to update storm forecasts from the National Center for Hydro-Meteorological Forecasting, promptly notify people and tourists to proactively respond early, from afar, and not be negligent or subjective.

The Minister also requested the Heads of agencies and units under the Ministry, based on their assigned functions and tasks, to proactively organize and implement storm response measures, ensuring the safety of people and property at the agencies and units. For projects and construction works managed by the unit, promptly direct contractors to deploy work to ensure safety for construction works, prepare plans, forces, means and materials during the storm.

The Vietnam National Administration of Tourism, the Department of Grassroots Culture, Family and Library focus on directing and coordinating with functional agencies and local authorities to guide agencies, units and businesses in tourism and festival activities to organize and implement storm response plans, ensuring safety for people and tourists, especially at sea, on islands and in coastal areas.

The Press Department, the Department of Radio, Television and Electronic Information, the Department of Grassroots Information and Foreign Information direct press, media and grassroots information agencies nationwide to organize propaganda, increase broadcasting time, report news promptly and regularly so that people can grasp the situation and developments of the storm, focusing on information and directions from the Government and the Prime Minister, and contents on skills to prevent and respond to storms, heavy rains, floods, landslides and flash floods that may occur in dangerous areas and areas at risk of flash floods and landslides to minimize damage caused by the storm's impact.

Directors of the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism, Heads of units under the Ministry in provinces and cities from Quang Ngai to the North arrange forces, materials, means, assign leaders and officers to be on duty 24/7 to update and monitor the storm's developments, and organize timely response when situations occur in the area. Timely inform and report to the Ministry of Culture, Sports and Tourism on the situation of storm response, damage occurring in the management area of ​​the Industry before, during and after the storm (if any) at the address:
