Through the propaganda work of patriotic emulation movements, new factors, typical advanced factors in all fields of the Industry have been discovered and encouraged, creating a new atmosphere and new motivation for the implementation of political tasks of the Ministry, agencies, units, all cadres, civil servants, public employees, artists, athletes, and exemplary coaches of the Ministry of Culture, Sports and Tourism.

Improving the quality of the Ministry's Emulation and Reward Council

The Ministry of Culture, Sports and Tourism always focuses on improving the quality of the Ministry's Emulation and Reward Council and the Ministry's Initiative Council in the direction of streamlining, efficiency, and reducing the number of members, while at the same time increasing the collection of written opinions from relevant agencies and functional units on collective and individual profiles proposed for rewards.

Innovate the method of appraisal, summarize the content of achievements, and organize meetings of the Emulation and Reward Council appropriately. The organization of meetings of the Emulation and Reward Council and the Ministry of Culture, Sports and Tourism's Initiative Council shall comply with the provisions of the law on emulation and rewards.

Every year, the Ministry organizes meetings of the Ministry-level Initiative Council and the Ministry's Emulation and Reward Council to consider awarding the title of "Ministry-level Emulation Fighter" and considering State-level rewards for collectives and individuals under the Ministry. In order to effectively implement the activities of the Emulation and Reward Council and the Initiative Council in accordance with the provisions of the 2022 Law on Emulation and Reward and documents guiding the implementation of the Law, the Ministry of Culture, Sports and Tourism has issued the Regulations on organization and operation of the two Councils.

Awarding ceremony of Ho Chi Minh Prize, State Prize for Literature and Arts 2022.

Regarding the work of considering and awarding "Ho Chi Minh Prize" and "State Prize" for literature and arts: The Ministry of Culture, Sports and Tourism has received and appraised the dossiers submitted by the grassroots Councils, including: 36 dossiers for considering and awarding "Ho Chi Minh Prize", 211 dossiers for considering and awarding "State Prize" for literature and arts of 09 specialized Literature and Arts Associations and 30/63 provinces/cities.

  The 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism: Spreading and encouraging the spirit of emulation throughout the industry

Held meetings of 09 State-level specialized councils to consider the "Ho Chi Minh Prize" and "State Prize" for literature and art in 2021. On October 17, 2022, the President signed decisions to award and posthumously award 16 "Ho Chi Minh Prizes" and 112 "State Prizes" to authors with outstanding works and clusters of works in literature and art, contributing to the cause of building socialism and defending the Fatherland.

Regarding the third consideration of the titles of "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage: The Ministry of Culture, Sports and Tourism has received and appraised the dossiers for the consideration of the titles of "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage, including: 86 dossiers for consideration of People's Artisan and 684 dossiers for consideration of Meritorious Artisan from 56/63 provinces/cities, organized meetings of the Council at the ministerial level and the Council at the State level. On September 9, 2022, the President issued decisions to award the titles of 65 People's Artisans and 563 Meritorious Artisans in the field of intangible cultural heritage.

On the work of considering and awarding the titles "People's Artist" and "Meritorious Artist" 10th time: The Ministry of Culture, Sports and Tourism has received and reviewed the records of achievements for the 10th time of proposals for conferring the titles of "People's Artist" and "Meritorious Artist" submitted by the Councils of Ministries/Provinces to the State Councils of 05 specialized fields, including: 173 records of consideration for consideration of People's Artist and 409 records of consideration of Meritorious Artist of 46/63 provinces/cities and 05 Ministries and branches.

On March 6, 2024, the Ministry of Culture, Sports and Tourism chaired and coordinated with relevant agencies and units to organize the 10th "People's Artist" and "Meritorious Artist" title awarding ceremony for 124 People's Artists and 268 Meritorious Artists at the Hanoi Opera House.

The ceremony was successfully held with the participation and direct presentation of the title by Party and State leaders. At the same time, the ceremony also received the attention and high appreciation of many artists and the public.

Focus on building, replicating, praising and honoring advanced models

Regarding the work of building, replicating, praising and honoring advanced models, the Ministry of Culture, Sports and Tourism focuses on discovering and replicating advanced models, good models, creative and effective methods; mobilizing resources and the participation of the whole society in cultural, sports and tourism activities.

At the same time, strengthen the work of discovering, fostering and propagating typical collective and individual examples in various fields to encourage, set examples, create development motivation and spread widely in the Industry.

Every year, the Ministry organizes a public vote to select outstanding events and outstanding individuals in the fields of culture, arts, sports, tourism and family. Initiatives in organizing and implementing emulation movements.

Based on the subjects and criteria for selecting delegates according to the instructions of the Central Emulation and Rewards Committee on the occasion of the 75th Anniversary of President Ho Chi Minh's Call for Patriotic Emulation (June 11, 1948 - June 11, 2023), the Ministry of Culture, Sports and Tourism has established a delegation of the Ministry of Culture, Sports and Tourism consisting of 13 official delegates to attend the Conference to commend and honor advanced models and propose to award a Certificate of Merit from the Prime Minister to 01 individual of the Ministry, athlete Nguyen Thi Oanh, to honor at the Conference.

On August 28, 2023, the Ministry of Culture, Sports and Tourism held a Conference to commend typical advanced models in the field of culture nationwide in 2023. The Conference was an opportunity to evaluate the implementation process of 06 tasks and 04 solutions to build and develop Vietnamese culture and people in the new period according to the conclusion of the General Secretary at the National Cultural Conference in 2021, and at the same time commend and reward 78 typical examples of the Industry in consulting, managing, organizing and implementing cultural activities nationwide. Prime Minister Pham Minh Chinh attended the Conference and delivered a congratulatory speech to the Culture Industry on the occasion of its 78th anniversary.

It can be affirmed that in recent years, the Ministry of Culture, Sports and Tourism has always directed the promotion of emulation and reward work, considering emulation as an important measure, a driving force and a lever to successfully carry out the political tasks of the Industry.

Vietnam Women's Football Team Coach Mai Duc Chung was honored to be awarded the title Hero of Labor by the President.

General Secretary To Lam, on behalf of the Party and State leaders, presented the First Class Labor Medal to the Ministry of Culture, Sports and Tourism.

In particular, on August 23, 2025, the Ministry of Culture, Sports and Tourism held a ceremony to celebrate the 80th anniversary of the Cultural Sector's Traditional Day, receiving the First Class Labor Medal for the Ministry and the Minister of Culture, Sports and Tourism Nguyen Van Hung.

At the same time, 80 typical examples of the Industry in consulting, managing, organizing and implementing cultural activities nationwide were commended and rewarded. General Secretary To Lam attended the ceremony and delivered a congratulatory speech to the Culture Industry on the occasion of its 80th anniversary.

Implementing the Project "Propaganda of typical advanced examples for the period 2022 - 2025" according to Decision No. 1526/QD-TTg dated December 9, 2022 of the Prime Minister, on August 30, 2024, agencies and units under the Ministry deployed the Plan to organize the Patriotic Emulation Congress at the grassroots level towards the 4th Patriotic Emulation Congress of the Ministry in 2025, thereby discovering and selecting collectives and individuals with outstanding achievements, truly exemplary examples for commendation.

At the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism in 2025, the Ministry selected more than 300 delegates as typical advanced models in various fields of work and sent an official dispatch to the agencies and units under the Ministry to select 01 individual from each unit to submit for commendation (Certificate of Merit from the Minister).
