The Ministry of Industry and Trade held a conference to contribute ideas to amend Decree 69/2018/ND-CP

Implementing the direction of Deputy Prime Minister Bui Thanh Son in Official Dispatch No. 6906/VPCP-KTTH dated July 24, 2025 of the Government Office , the Ministry of Industry and Trade is currently presiding over the drafting of a Decree detailing a number of articles and measures to organize and guide the implementation of the Law on Foreign Trade Management (replacing Decree No. 69/2018/ND-CP).

On September 12, 2025, the draft Decree was posted on the Electronic Information Portal of the Ministry of Industry and Trade for agencies, organizations and individuals to comment in accordance with the provisions of the Law on Promulgation of Legal Documents.

On September 25, at the General Confederation Guest House ( Ho Chi Minh City), the Import-Export Department - Ministry of Industry and Trade will chair the conference "Summary of 6 years of implementation and proposal to amend and supplement Decree 69/2018/ND-CP". This is an opportunity for ministries, branches, localities, associations and enterprises to evaluate the implementation practices, point out shortcomings and give comments on the draft replacement decree.

During the program, the conference will hear reports on the implementation of the current decree, introduce new points of the replacement draft and spend most of the time on discussion. The main content revolves around the list of prohibited and conditional goods, administrative procedures, decentralization mechanisms, and international trade activities such as temporary import for re-export, transit, and border transfer.

The Ministry of Industry and Trade held a conference to review 6 years of implementing Decree 69/2018/ND-CP and solicit opinions on amendments to perfect the legal framework on foreign trade.

According to the Ministry of Industry and Trade, after 6 years of application, Decree 69/2018 has created an important legal corridor for foreign trade activities, but has also revealed a number of problems. This amendment is expected to remove barriers, reduce procedural costs, and at the same time increase transparency, in line with the requirements of deep integration.
