Comments on the Draft Circular on training and certification of energy managers and energy auditors

Pursuant to the provisions of the Law on Promulgation of Legal Documents and guiding documents, the Ministry of Industry and Trade issued Official Dispatch No. 1754/BCT-DCK requesting comments on the Draft Circular regulating training and certification of energy management and energy auditors.

Pursuant to Decision No. 1526/QD-TTg dated July 14, 2025 of the Prime Minister promulgating the List and assigning the agency to preside over the drafting of documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Session, the Ministry of Industry and Trade was assigned to preside over the drafting of a Circular regulating the training and certification of energy management and energy auditors. To date, the Ministry of Industry and Trade has completed the Draft Circular of the Minister of Industry and Trade regulating the training and certification of energy management and energy auditors (replacing Circular No. 39/2011/TT-BCT dated October 28, 2011 of the Minister of Industry and Trade).

Pursuant to the provisions of the Law on Promulgation of Legal Documents and guiding documents, the Ministry of Industry and Trade requests that your agencies and units study and provide written comments on the above Draft Circular. Your agencies and units' written comments are requested to be sent to the Ministry of Industry and Trade (through the Department of Innovation, Green Transformation and Industrial Promotion) before September 30, 2025.

The Draft Circular dossier includes: (1) Draft Submission to the Minister, (2) Draft Circular and (3) Comparison table and accompanying explanatory notes.
