In fire prevention and fighting, mobilizing local strength always plays a very important role in protecting people's lives and property, minimizing the risk of incidents and possible damage. Therefore, in recent times, propaganda activities, training, and building self-management models on fire prevention and fighting in the community have been carried out by the whole province.
Notably, in the province, nearly 1,600 models of "Fire Prevention and Fighting Safety Inter-Family Teams" have been built and maintained; over 500 public fire stations have been built; the movement "My house has a fire extinguisher" and the program "Exchange weapons, explosives and support tools for fire extinguishers" have been well implemented... For example, when participating in the Fire Prevention and Fighting Safety Inter-Family Team, each household is equipped with at least 1 portable fire extinguisher, 1 demolition tool (crowbar, pliers, hammer, axe...), and a fire alarm is installed in a suitable location. Households are trained and understand fire prevention measures, emergency handling, and support each other in basic first aid...
The public security camera model is one of the solutions that has received the support of the majority of people. In many localities in the province, cameras are installed at intersections and crossroads with many potential risks related to traffic safety and order. The funding comes from a part of the budget along with socialized sources, or mobilizing 100% of voluntary contributions from local people. Thanks to effective propaganda and mobilization work, transparent and democratic implementation, it has created a very high level of support and consensus.
All captured image data will be transmitted directly and stored in the server located at the ward and commune police headquarters. Therefore, each installed camera cluster has added "eyes and ears" to support local authorities to better grasp all developments arising daily at the grassroots level 24/7. Many households are willing to adjust the installation direction, share their family camera images, and connect to the commune-level police on duty. From this model, people's awareness of strictly abiding by the law and maintaining a civilized lifestyle at the grassroots level has also been significantly raised.
Promoting the movement of All People Protecting National Security in the province, it is also necessary to mention the important role of the grassroots mediation teams that have contributed to promptly resolving small conflicts arising in the community, preventing violations of the law. Currently, the whole province has nearly 1,500 grassroots mediation teams, with a total of nearly 9,200 mediators; the results of grassroots mediation work have become one of the annual emulation criteria of localities. During the mediation process, the mediators integrate propaganda and dissemination of laws, policies and guidelines of the Party, policies and laws of the State, raising people's understanding and awareness of law compliance.
The movement of the entire people to protect national security has always been one of the important factors contributing to building a solid people's security posture. Thanks to the core role of the police force, it has helped to arouse the spirit of active, proactive, and responsible participation of all classes of people. Currently, the whole province maintains 65 grassroots security models, which are bright spots achieved thanks to the implementation of the movement of the entire people to protect national security. From border areas, ethnic minorities, mountainous areas, to islands, fishing grounds, rural areas, urban areas, or in schools, state agencies, private enterprises... all make national security protection a regular and continuous task. The way each model is implemented is not duplicated, but always has flexible and creative adjustments to suit each unit and facility, placing the requirement of real effectiveness as the top criterion. The people's security posture and national defense are increasingly consolidated.
In response to the requirements of the task of protecting national security in the period of globalization and international economic integration; implementing the conclusion of the Party Central Committee Secretariat, in Official Dispatch No. 6917-CV/VPTW dated April 6, 2005, it was agreed to take August 19 every year as "National Day for Protecting National Security". On June 13, 2005, the Prime Minister issued Decision No. 521/2005/QD-TTg, designating August 19 every year as the “National Day for National Security Protection”. Since then, August 19 has become a major festival, with activities focusing on the theme of protecting national security and building a revolutionary, disciplined, elite, and modern People's Public Security force. |
