Quang Ninh currently has over 14% of students/total number of students in the province being ethnic minorities. In order to improve the quality of education in disadvantaged areas, in recent years, the province has seriously implemented the policies of the Central Government, and issued many resolutions and specific programs suitable to the actual conditions.
Notably, policies to support ethnic minority students such as tuition exemption and reduction, study cost subsidies, and accommodation for students in ethnic boarding schools (PTDTNT) and semi-boarding schools (PTDTBT) are all fully implemented. In parallel, Quang Ninh also pays attention to policies for teachers in disadvantaged areas, with many preferential allowances, study support, and training to encourage and motivate teachers to stay with students in mountainous and island areas for a long time.
In addition to the major policies of the Party and the State, the province also issued separate resolutions such as Resolution 204/2019/NQ-HDND, Resolution 248/2020/NQ-HDND or Resolution 22/2023/NQ-HDND... These policies not only ensure the right to education for ethnic minority children but also contribute to narrowing regional gaps, creating opportunities to access quality education, supporting facilities and developing culture and language for students.
An important highlight is that the province has allocated large resources to invest in education in ethnic minority areas. In the 2021-2025 period, more than 3,291 billion VND was invested in education, including 24 projects directly serving ethnic minority education. Thanks to that, up to now, 100% of boarding schools for ethnic minorities and boarding schools for ethnic minorities have been solidified and met national standards; 100% of preschool and primary school children in disadvantaged areas study 2 sessions/day.
In particular, the Project "Enhancing Vietnamese for preschool and primary school children in ethnic minority areas" has created a clear change. 100% of students have been taught Vietnamese language enhancement materials, participated in experiential activities such as Reading Culture Festival, Vietnamese language exchange... helping to improve language skills, become bolder and more confident in communication. Thanks to that, the rate of ethnic minority students completing primary school reached 100%, contributing to creating a solid foundation for the next levels of education.
Along with that, the province has implemented many practical programs such as the Project "Reducing child marriage and incestuous marriage"; National strategy on gender equality and prevention of gender violence; Project to improve the quality of teaching and learning foreign languages... These activities not only help ethnic minority students gain life skills and legal knowledge, but also open up opportunities to access new knowledge, ready for international integration.
Thanks to comprehensive attention, the quality of education in the ethnic minority areas of Quang Ninh is increasingly improved. The high school graduation rate of ethnic minority students has increased continuously over the years; 100% of students receive career orientation; many students achieve high results in excellent student exams, scientific research, and become role models for their peers.
Despite the achievements, education in ethnic minority areas still faces many difficulties. Economic life is still limited, many families do not have enough conditions to invest in learning facilities for their children; some parents have the idea of letting their children leave school early to work. Some educational institutions lack teachers, while the mechanism to attract human resources is not strong enough.
To overcome this, Quang Ninh province has proposed many solutions such as: Reviewing and supplementing policies suitable to reality, strengthening the connection between higher education institutions and localities to train local human resources; increasing the level of scholarship support, ensuring funding for staff serving boarding students; building a modern educational environment, associated with digital transformation and international integration.
With the determination to "leave no student behind", Quang Ninh is gradually affirming the deep concern of the Party, State and locality for the young generation of ethnic minority areas.
