Solemn opening of the 1st Congress of Thai Nguyen Provincial Party Committee, term 2025 - 2030

On the morning of September 23, the 1st Congress of Thai Nguyen Provincial Party Committee, term 2025 - 2030, solemnly opened at the Provincial Cultural Center. This is a particularly important political event, a turning point, of historical significance in the process of building and developing the new Thai Nguyen province after the merger of Thai Nguyen and Bac Kan provinces; a milestone on the development path of the province, together with the whole country entering an era of rising up, developing richly and prosperously.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, attended and directed the Congress. Attending the Congress were comrades: Nong Duc Manh, former General Secretary of the Central Committee of the Communist Party of Vietnam; comrades of the Central Committee of the Party: Pham Thi Thanh Tra, Deputy Head of the Central Organization Committee, Minister of Home Affairs; Nguyen Thanh Hai, member of the National Assembly Standing Committee, Chairman of the National Assembly Delegation Affairs Committee, Deputy Head of the Central Organization Committee; Tran Hong Minh, Minister of Construction ; leaders of the Central Party Building Committees; ministries, branches, sectors, agencies, and central units; delegates of Military Region 1 and leaders of neighboring provinces and cities.

On the side of Thai Nguyen province, there were comrade Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor; comrades of the Provincial Party Standing Committee; members of the Provincial Party Standing Committee; leaders and former leaders of Bac Thai, Bac Kan and Thai Nguyen provinces through the periods, and 443 official delegates representing over 140,000 party members of the Provincial Party Committee.

On behalf of the Presidium, the Provincial Party Secretary delivered the opening speech of the Congress. The speech emphasized that the 1st Congress of Thai Nguyen Provincial Party Committee, term 2025 - 2030 is a particularly important milestone, of historical significance in the process of building and developing the new Thai Nguyen province after the merger of Thai Nguyen and Bac Kan provinces, deciding on major and important policies for the development of the province in the coming term and the following years, meeting the expectations of cadres, party members, compatriots and people of all ethnic groups in the whole province.

Comrade Secretary of the Provincial Party Committee Trinh Viet Hung emphasized that, in parallel with the task of implementing the policy of innovation, streamlining the organizational apparatus, operating the 2-level local government model from July 1, 2025, ensuring stable, effective, efficient and effective operations; towards the 1st Thai Nguyen Provincial Party Congress for the 2025-2030 term and the 14th National Party Congress, for many months now, Party committees at all levels in the province have focused on leading and directing the successful completion of political tasks in all fields, while successfully organizing Party congresses at all levels.

With a high sense of responsibility, the documents submitted to the Congress were prepared seriously, thoroughly, thoughtfully, promoting collective intelligence, fully and deeply absorbing valuable and enthusiastic contributions from the Central Committee, Party organizations, unions, veteran revolutionaries, former provincial leaders, cadres, Party members, intellectuals, armed forces and people of all walks of life in the province. The documents submitted to the Congress are the crystallization of political will, steadfast belief and aspiration for innovation of the entire Party Committee, government and people of all ethnic groups in the province; demonstrating the vision and aspiration to rise strongly, creating a solid foundation for Thai Nguyen province to develop rapidly and sustainably. Personnel preparation work was carried out scientifically, methodically, and in accordance with regulations. The work of organizing and serving the Congress was carefully prepared, ensuring tightness, safety, economy and efficiency. The preparations for the Provincial Party Congress were highly appreciated by the Politburo and agreed to allow the Thai Nguyen Provincial Party Committee to hold the Congress.

The Provincial Party Secretary affirmed that the Congress takes place at a time when the country is undergoing epochal changes; opportunities, advantages and challenges are intertwined. With the position and strength accumulated after 40 years of renovation, with the consensus of the entire Party, people and army under the leadership of the Party; with a new scale, new stature, new spirit, new aspirations, the Congress will decide on major, important policies with overall and comprehensive orientation for the development of Thai Nguyen province in the coming term and vision for the following years. Promoting the revolutionary tradition, the spirit of solidarity and unity, the Party Committee and the people of all ethnic groups in the province are determined to build Thai Nguyen to become increasingly prosperous and strong, the people's lives to become increasingly happy and prosperous, striving to turn Thai Nguyen into a large and modern economic and industrial center not only of the Northern midland and mountainous region but also of the Hanoi capital region by 2030, joining the country in entering a new era, the era of national growth.

The report stated: In the 2020 - 2025 term, with the high will and determination of the entire Party Committee, the leadership and direction of Party committees at all levels, the dynamic, flexible, creative and drastic management of authorities at all levels, the efforts of the business community and the people of all ethnic groups in the province, the implementation of the goals of the Resolution of the Provincial Party Congress for the 2020 - 2025 term has achieved important and quite comprehensive results with many outstanding highlights. Party building work has been promoted, implemented synchronously, comprehensively and harmoniously among fields. The Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Party Executive Committee of the two provinces of Thai Nguyen and Bac Kan and the Party Committee of Thai Nguyen province (after the merger) are always united, make efforts, and strictly implement the principle of democratic centralism to comprehensively lead and direct Party building work in all aspects of politics, ideology, organization, ethics and cadres.

The provincial economy has developed strongly, achieving an average growth rate of 7.3%/year. The proportion of industry, construction, and services has increased, while agriculture has decreased. By 2025, GRDP will reach VND 202,925 billion, 1.6 times higher than in 2020. Industry plays a key role, with industrial production and export value growing strongly. Budget revenue will reach VND 24,735 billion, 1.7 times higher than in 2020. Agricultural and forestry production has shifted strongly towards commodities, with 575 OCOP products, of which 10 products have reached the national level. National target programs such as new rural construction and sustainable poverty reduction have been effectively implemented. Education, health care, social security, and national defense continue to be strengthened and developed.

The results achieved in the 2020 - 2025 term are the inheritance of achievements from previous periods and demonstrate the determination to rise up of the Party Committee, government and people of Thai Nguyen province.

Congratulations to the Congress

To achieve the goals and tasks of the 2025 - 2030 term, General Phan Van Giang suggested that the Thai Nguyen Provincial Party Committee needs to correctly assess the general situation and context, clearly identify the potential and advantages of the locality, select key tasks and breakthroughs to focus on leadership and direction, and create a new shift in socio-economic development.
The General welcomed the Thai Nguyen Provincial Party Committee when drafting the Political Report to be submitted to the 1st Congress. On the basis of continuing to implement the strategic breakthroughs identified by the Central Committee and actively implementing the resolutions of the 13th Politburo, the Thai Nguyen Provincial Party Committee has flexibly and specifically applied the 3 development breakthroughs in the coming time.
With these breakthroughs, immediately after the Congress, the Provincial Party Executive Committee needs to issue an action program, develop projects and plans, and concentrate resources to implement the Resolution discussed and approved by the Congress.
Thai Nguyen needs to pay attention to planning and planning management; clearly define the role and position in the Northern key economic region, the Hanoi capital region; attach importance to regional linkages to create development momentum, affirming its role as the center of the Northern midland and mountainous region. Focus on developing high-tech industries with competitive advantages and environmental friendliness; link local industries with foreign-invested industries; develop infrastructure of industrial zones and clusters to attract investment; continue restructuring the agricultural sector towards increasing added value and sustainable development, safe, organic agricultural production, applying high technology; maintain and enhance the brand "Thai Nguyen Tea".
The province needs to continue exploiting its potential and strengths to make tourism and services an important economic sector of the province; closely combine economic development with solving social issues, constantly improving the material and spiritual life of the people; improve the quality of education and training; the quality of care and protection of people's health; pay attention to regimes and policies for people with meritorious services, ethnic minorities, social security issues and sustainable poverty reduction; ensure national defense, maintain political security and social order and safety...
The Congress announced the Politburo's Decisions on appointing the Thai Nguyen Provincial Party Committee (including 65 comrades), the Provincial Party Committee Standing Committee (including 17 comrades), the Provincial Party Committee Secretary, and the Deputy Secretary of the Thai Nguyen Provincial Party Committee for the 2025-2030 term . Accordingly, the Politburo appointed comrade Trinh Viet Hung, alternate member of the Party Central Committee, Provincial Party Committee Secretary for the 2020-2025 term, to hold the position of Provincial Party Committee Secretary for the 2025-2030 term; comrade Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee for the 2020-2025 term, to hold the position of Standing Deputy Secretary of the Provincial Party Committee for the 2025-2030 term; comrade Pham Hoang Son, Deputy Secretary of the Provincial Party Committee for the 2020-2025 term, to hold the position of Deputy Secretary of the Provincial Party Committee for the 2025-2030 term; Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, holds the position of Deputy Secretary of the Provincial Party Committee for the 2025 - 2030 term.
