Focus on responding to storm No. 10, floods and landslides

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 174/CD-TTg dated September 27, 2025 requesting ministries, branches and localities to focus on responding to storm No. 10 and floods, landslides, flash floods and landslides.

Official dispatch sent to the Secretaries and Chairmen of the People's Committees of provinces and cities in the Northern and North Central regions (from Da Nang northward); Ministers of Ministries, ministerial-level agencies, and government agencies; and the Office of the National Civil Defense Steering Committee.

Typhoon No. 10 has intensified to level 12, with gusts up to level 15, and is moving very rapidly towards the mainland of Vietnam. It will become even stronger as it gets closer to the coast, potentially reaching level 13 with gusts up to level 16 in the coming hours.

According to the National Center for Hydro-Meteorological Forecasting, from the evening of September 27th, the sea areas off the coast of provinces from Thanh Hoa to Quang Ngai could experience winds of level 6, later increasing to levels 8-9, with winds near the storm's center reaching levels 10-13, gusting to levels 14-16, and sea waves reaching 5-7 meters, threatening the safety of ships and activities at sea, on islands, and along the coast. The storm is predicted to make landfall during high tide, and combined with storm surge and large waves, it could cause overflows, breaches, and landslides of sea dikes, flooding low-lying coastal residential areas; the storm could cause heavy rain in the Northern and North Central regions (including Laos), especially in the area from Thanh Hoa to Ha Tinh, with total rainfall of approximately 200-400mm, locally exceeding 600mm, posing a high risk of flash floods, landslides, and disrupting transportation in mountainous and low-lying areas.

Following Official Dispatch No. 173/CD-TTg dated September 26, 2025, the Prime Minister requests ministries, sectors, and localities to continue focusing on seriously, decisively, and effectively implementing measures to prevent and control Typhoon No. 10, focusing on the following specific tasks:

Reinforce dikes and dams to ensure safety; secure houses; evacuate people in dangerous areas; stockpile food in areas at risk of being cut off.

1. The Secretaries and Chairpersons of the People's Committees of the provinces and cities in the Northern and North Central regions direct:

- Continue to review, urge, and guide vessels still operating at sea to move out of dangerous areas or to safe shelters to ensure safety; at the same time, implement solutions to ensure the safety of people and vessels at anchorage and shelter areas.

- Based on the specific local situation, decisions will be made to restrict activities at sea and along the coast, prohibit maritime activities, control and restrict traffic, and suspend classes for students to ensure safety during periods affected by storms and heavy rains and floods.

- Immediately implement protective and reinforcement measures to ensure the safety of dikes, dams, especially sea dikes, river mouth dikes, and vulnerable dams; proactively operate and regulate water reservoirs appropriately to be ready to receive floods, ensure the safety of dam structures, and prevent the occurrence of successive floods.

- Immediately implement measures to reinforce and protect houses, warehouses, offices, educational and medical facilities, production and business establishments, and service facilities to minimize damage to production, especially agricultural production and aquaculture in the sea and coastal areas, and to promptly restore production and business activities after storms and floods.

- Organize a review and proactively evacuate and relocate households in dangerous areas to safe locations, paying particular attention to areas where land subsidence has occurred, areas at risk of flash floods, landslides, deep flooding, and areas on boats, rafts, and aquaculture watchtowers. At the same time, proactively deploy security and patrol forces to ensure order and safety at evacuation sites, preventing people from returning until safety is guaranteed;

- Proactively deploy forces, vehicles, and stockpile food, essential supplies, and necessities in vulnerable areas at risk of being cut off due to landslides and floods, in order to be ready to support the people, ensuring that no one lacks food, clothing, hunger, thirst, or cold, and to carry out rescue and relief work when adverse situations occur,...

- Assign members of the Standing Committee, Executive Committee, and leaders of departments and agencies to key areas to directly inspect, supervise, and direct the implementation of response work to storms, heavy rains, landslides, flash floods, and mudslides.

Deploy forces and resources to be ready to assist the people in responding to storms and floods.

2. Ministers of Ministries, ministerial-level agencies, and government agencies, according to their functions, duties, and authority, shall proactively direct and supervise the implementation of response measures to ensure the safety of forces, vehicles, equipment, and facilities under their management, paying particular attention to ensuring the safety of maritime and river transport activities, dikes, reservoirs, irrigation and hydroelectric dams, power systems, telecommunications, educational and medical facilities, production and business establishments, and service facilities...

3. The Ministers of the Ministries of National Defense and Public Security shall direct the military and police forces stationed in their respective areas to review plans and proactively deploy forces and resources to be ready to assist the people in responding to storms and floods, assisting in evacuation and relocation of residents, and conducting rescue operations when required.

4. The Minister of Agriculture and Environment shall direct and organize the close monitoring, forecasting, and timely dissemination of information on the developments of storms and floods; direct and urge the implementation of storm and flood response work within his/her authority; and advise the Prime Minister and the National Civil Defense Steering Committee on matters exceeding his/her authority.

5. The Chief of the Office of the National Civil Defense Steering Committee shall closely monitor the situation, coordinate and mobilize forces and resources to support localities in responding to storms and floods within their authority, paying particular attention to areas that have experienced heavy rainfall, subsidence, and unusual landslides.

6. Director General: Vietnam Television, Vietnam Radio, and Vietnam News Agency, in coordination with relevant agencies, should continue to do a good job of communication, increasing the broadcast time so that people have full information about the developments of storms and floods, the directives of the Government, the Prime Minister, and relevant agencies, and proactively prevent, avoid, and minimize damage.

Establish forward command centers in provinces affected by the typhoon.

7. Deputy Prime Minister Tran Hong Ha is tasked with establishing a forward command center in the provinces affected by the storm to focus on addressing, preventing, and mitigating the consequences of storms, floods, and landslides; and continuing to direct ministries, sectors, and localities to promptly implement response measures to storms, floods, subsidence, and landslides.

8. The Government Office shall monitor and urge ministries and localities to strictly implement this Official Dispatch; and promptly report to the Prime Minister and the Deputy Prime Minister in charge of any unexpected or emerging issues./.
