For nearly two decades of dedicated service to grassroots women's association work, Ms. Tran Thi Minh Truong, Head of the Women's Association in residential area No. 18, Phu Thuong ward (Hanoi), has become a trusted pillar of support for members and the community.

Ms. Truong's persistent and humane activities have not only contributed to strengthening the women's movement but also directly supported disadvantaged households, poor women, and children. This has helped realize the sustainable poverty reduction and improved living standards that the Phu Thuong Ward Party Committee is focusing on implementing.

Having dedicated nearly 20 years to grassroots women's association work, Ms. Tran Thi Minh Truong has become one of the most active members of the association's network in Phu Thuong ward. Since retiring, she has devoted all her enthusiasm, energy, and experience to community work, not only to maintaining the movement but also to creating innovative, substantive, and lasting impactful initiatives.

Ms. Truong's extensive involvement in activities supporting vulnerable women and disadvantaged children is a concrete way of realizing the goal that the Ward Party Committee has always emphasized: "Leaving no one behind," aiming to improve the quality of life right from the residential area.

Having spent many years in business, Ms. Truong maintains a flexible and practical mindset, combined with the dedication of a grassroots official. The most prominent feature of her work style is her proactiveness: proactively seeking ways to gather members, proactively proposing activities, proactively linking branches, and expanding opportunities for interaction, even in the context of Branch No. 18 having few members, mostly elderly. For Ms. Truong, the work of the Women's Union is not just about mobilization, but also about creating an environment where women can participate in activities, share experiences, engage in cultural and sports activities, and have the motivation to live happily and healthily.

For many years, the Women's Association of Residential Area No. 18, where Ms. Minh Truong is in charge of association work, has consistently been among the top performers, receiving commendations and awards from the Ward Women's Union. This achievement stems from her persistent efforts in building the movement, especially in cultural, artistic, and sports activities—areas that are difficult to maintain in associations with a high percentage of elderly members. These activities not only care for the well-being of members but also inspire community participation, a crucial element in promoting social consensus and contributing to maintaining the political foundation at the grassroots level.

Recognizing the need for physical activity and group activities among elderly members, Ms. Truong proactively organized simple dance and folk dance classes suitable for their health, attracting a large number of members. These sessions not only helped improve physical fitness but also created a space for interaction and community bonding. This is a subtle approach by the branch leader, using joy and unity as the foundation to strengthen the association's organization.

Not content with just her own branch, Ms. Truong also expanded her interactions with other branches, including those in other wards. This inter-branch networking has made the movement of the small Women's Branch 18 more vibrant, creating opportunities for members to learn from each other and spreading a spirit of solidarity.

The image of the 77-year-old woman still diligently riding her motorbike through the streets of Phu Thuong to raise funds, transport essential goods, or visit the homes of elderly members to understand their circumstances has become clear evidence of the spirit of "being close to the people," in line with the direction that the Phu Thuong Ward Party Committee always emphasizes in building the grassroots political system: Cadres must be dedicated, responsible, have a thorough understanding of the area, and know each household well in order to provide timely support.

Her working style is not ostentatious but focuses on small details and specific circumstances, making the work of the Women's Union more accessible and effective. Women's Union officials at the grassroots level are a bridge between policy and the people, and in Ms. Truong, this is clearly and fully demonstrated through her practical daily activities.

Besides maintaining the movement, the most outstanding aspect of Ms. Tran Thi Minh Truong's legacy lies in her humanitarian and charitable activities, which have been implemented on an increasingly large scale, systematically, and with a clear impact. In any program she undertakes, from the local branch level to inter-communal and inter-provincial scope, a consistent spirit of focusing on disadvantaged women and children is evident.

This is also the priority direction of the Phu Thuong Ward Party Committee in sustainable poverty reduction, not only providing direct support but also nurturing the will to strive for improvement, creating an environment where people are cared for, supported, and have the opportunity to improve their lives. Immediately after successfully organizing the first Party Congress for the 2025-2030 term, the Phu Thuong Ward Party Committee issued Program 03 on improving the quality of life for the people. The program aims to maintain zero poor and near-poor households according to the city's standards, ensuring that all citizens have access to basic social services, and leaving no one behind.

Phu Thuong Ward also aims to improve the quality of grassroots healthcare, maintain its national standard for healthcare, ensure healthcare services, effectively control diseases, and build a safe living environment for the people. In particular, achieving a health insurance coverage rate of over 96% of the population is a mandatory target, demonstrating the political system's commitment to sustainable social security policies.

Following the direction of the Phu Thuong Ward Party Committee, Ms. Truong's activities have become a shining example in realizing the ward's policies through very concrete actions.

Within the branch association, Ms. Truong always pays close attention to each specific situation. She mobilized members to contribute funds to give gifts to two orphaned children, each worth 1,000,000 VND; and provided regular support to one child in difficult circumstances in the ward for six months with a total amount of 3,000,000 VND. These supports, though not large, were targeted and met the needs of the recipients, helping to alleviate the burden on families and aligning with the sustainable poverty reduction program being implemented by Phu Thuong ward.

On the occasion of the opening of the 2025-2026 school year, Ms. Minh Truong also donated the "Helping Children Go to School" project, demonstrating the Association's concern for education and the future of children. This approach is consistent with the goal of improving the quality of human resources at the grassroots level - one of the pillars of sustainable poverty reduction.

Ms. Minh Truong also spearheaded the effort to mobilize benefactors and philanthropists to organize a large-scale charitable trip to three primary schools in the mountainous area of ​​Tuong Duong commune, Nghe An province. The trip included 60 gift packages for disadvantaged women affected by natural disasters; 545 gift packages and 3 water filters for students at Xa Luong Primary School in Tuong Duong, with a total value of over 200 million VND. This activity had a strong ripple effect, demonstrating the role of women in Phu Thuong ward in humanitarian work extending beyond the local area.

In recent days, as storms and floods caused damage to people in Central Vietnam, Ms. Truong continued to mobilize members to donate 50 boxes of instant noodles, 3 boxes of new clothes, and personally contributed 100 kg of rice and cash to the Women's Union of the ward. Her timely response to the situation and proactive fundraising demonstrate the spirit of "mutual support and compassion" that is consistently maintained – an important factor in promoting community solidarity and contributing to social stability.

What is truly admirable is that, despite her advanced age, she always considers charitable work not only the responsibility of the Association but also the shared responsibility of the community. She persistently campaigns and persuades with sincerity and the credibility she has accumulated over many years, helping to spread the spirit of compassion and earning the trust and willingness of members to join her.

Ms. Tran Thi Minh Truong's example exemplifies the image of a dedicated, compassionate, and persistently committed women's association official. Her contributions not only help maintain the movement but also spread the spirit of sharing, strengthen neighborly bonds, and build a compassionate community – a crucial foundation for Phu Thuong ward to successfully achieve its sustainable development goals and improve the lives of its people.
