According to Nguyen Le Quoc Toan, Vice Chairman of the People's Committee of Phu Quoc Special Economic Zone, the locality has just issued a notice regarding land registration and declaration; encroachment on land managed by state agencies and organizations; and improper use of land.

Recently, within the special economic zone, the encroachment on land managed by state agencies and organizations (forest land, land along coastal corridors, rivers, streams, etc.) has become increasingly complex. Through inspections, land management agencies have discovered numerous cases of dishonest declarations of land use origins and the use of documents with signs of fraud in land registration and initial land use right certificate applications.
Specifically, providing false information about the origin and time of land use; submitting applications with illegal documents, documents lacking legal basis, forged documents, or transfer documents not certified by the competent authority; arbitrarily creating handwritten documents or sales agreements contrary to land law regulations.
These actions complicate land management, affect the legitimate rights of households, and disrupt the state's land management order within the special economic zone.
In addition, some households are using land arbitrarily for purposes other than those stated on their land use rights certificates, house ownership certificates, and other property certificates. Specifically, this includes constructing residential buildings; building concrete pathways on agricultural land or land not yet permitted for conversion; and simultaneously carrying out procedures to subdivide land into multiple plots for land use rights transfer.
This is contrary to the land use principles stipulated in Article 5 of the Land Law and leads to the risk of spontaneous land subdivision, disrupting construction and urban planning, and causing difficulties in land management and urban order at the local level.

To ensure effective state management of land, construction, urban order, and the timely issuance of land use right certificates according to plan, the People's Committee of Phu Quoc Special Economic Zone requests all land users in the special economic zone to use land within the boundaries and purposes stated on their certificates, and absolutely not to encroach upon or occupy land managed by state agencies or organizations (forest land, land along the coast, rivers, streams, etc.).
Acts of using land improperly, encroaching on boundaries, or occupying land managed by state agencies or organizations; making dishonest declarations; or using illegal documents will be handled according to the law.
