At the end of August 2025, the Prime Minister signed Decision No. 29/2025/QD-TTg on credit for students, master's students, and biological researchers in STEM fields. This outstanding credit policy further demonstrates the necessity and demand of society for human resources in the STEM field.

Opportunities for STEM students

Decision No. 29/2025/QD-TTg brings great benefits to STEM students through preferential credit policies, helping to cover study, living and tuition costs with low interest rates. Thereby, contributing to encouraging students to pursue science, technology, engineering and mathematics, creating conditions for students to study and research with peace of mind during their time at higher education and vocational training institutions.

Including training fields and sectors: Life sciences , Natural sciences, Computers and information technology, Engineering technology, Engineering, Architecture and construction, Production and processing, Mathematics and statistics, Financial technology.

Previously, mainly only students from poor, near-poor households, and those with financial difficulties were able to borrow capital from the Social Policy Bank with an interest rate of 6.6%/year. As of September 14, 2025, the total outstanding debt of the student loan program in Da Nang was 637,097 billion VND, with 13,171 customers. Now with the new credit program, loan opportunities are extended to students in STEM fields.

Director of the Vietnam Bank for Social Policies, Da Nang City Branch, Doan Ngoc Chung, said that the new policy implements a loan program for students based on their field of study, not based on their subjects as before. The credit policy responds to Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in a quick and timely manner, with high loan amounts and low interest rates, creating conditions for students to confidently pursue and contribute in the STEM field, meeting the demand for highly qualified human resources in the current context.

Universities in the city have STEM training programs and the city branch of the Vietnam Bank for Social Policies has had many activities to support students in accessing this policy. Accordingly, for a STEM student who borrows capital for a 5-year course, the maximum loan term can be up to 11 years.

In addition, the policy also specifically stipulates the mechanism for the Social Policy Bank to consider and decide on debt extension for borrowers in case of difficulties, creating conditions for students to feel secure during their studies and start-ups. The loan term includes the disbursement period plus 12 months after graduation and the repayment period.

Attracting learners, improving training quality

In the 2025-2026 school year, Danang University of Technology will enroll more than 3,900 students in 41 STEM training majors/specializations. With the new policy, most first-year students of the school meet the conditions for loans to cover tuition fees and up to 5 million VND/month for living expenses, with a preferential interest rate of 4.8%/year.

Associate Professor, Dr. Dang Cong Thuat, Head of Training Department, Danang University of Technology, said that Decision No. 29/2025/QD-TTg is truly an important turning point, opening up a special preferential credit mechanism for students of STEM majors, including key areas such as artificial intelligence, digital economy and semiconductors.

“For Danang University of Technology, Decision No. 29 helps stabilize enrollment and training quality. In reality, many candidates pass the entrance exam to high-tech majors but do not enroll because of cost concerns. This new policy almost eliminates that barrier, helping to increase the actual enrollment rate. When students have a stable financial source, they are less likely to drop out of school, increasing the rate of completing courses on time.

On the administrative side, because tuition fees have been confirmed as the basis for borrowing, the school also reduces the situation of outstanding tuition fees, has more stability to invest in facilities, laboratories and improve the quality of teaching. From a long-term development perspective, this decision also expands support for graduate students and researchers, which is an important tool to encourage students to continue pursuing in-depth research.

It can be said that Decision No. 29 is a strategic financial “lever”, helping students feel secure in their studies, helping parents reduce economic worries and helping schools have more conditions to improve training quality,” said Dr. Dang Cong Thuat.

According to Dr. Nguyen Linh Nam, Vice Principal of Danang University of Technology and Education, the preferential credit policy helps increase students’ interest in the school’s technical training programs. The school will have more advantages in recruiting students, especially in improving the quality of input when the source of students is increased.

This policy also helps increase students' access to higher education and postgraduate education, thereby helping schools attract and retain students, reducing the number of dropouts due to financial difficulties. At the same time, when students are confident in focusing on studying and researching, the results achieved will be better, contributing to improving the quality of training and improving the school's performance.
