
According to the synthesis of the Provincial Branch of the Social Policy Bank, up to now, the whole province has disbursed loans to 82 customers, with a total outstanding loan of more than 6 billion VND. Many localities have quickly caught up and implemented the policy effectively, typically the Tien Lu and An Thi Social Policy Bank Transaction Offices.
Last September, Tien Lu Social Policy Bank Transaction Office was the first unit in the province to disburse capital according to Decision 29. The unit completed the documents and disbursed to the first two students, including: a student majoring in Computer and Information Technology at the University of Transport Technology with a total loan amount of 315 million VND; a student majoring in Computer and Information Technology at the Hanoi University of Science and Technology with a total loan amount of 475 million VND.
Pham Minh Tu, a student majoring in Computer Science and Information Technology at Hanoi University of Science and Technology, shared: “I feel very happy and grateful to have access to preferential loans under Decision No. 29 of the Prime Minister . This loan is really meaningful to my family, helping me to study with peace of mind, without worrying much about tuition and living expenses. This is the motivation for me to make more efforts in studying, researching, and practicing knowledge and skills in information technology - the field that I love. After graduating, I hope to work in digital transformation projects, contributing a small part to the development of the country.”
Mr. Pham Trung Kien, Director of Tien Lu Social Policy Bank Transaction Office, said: The loan program for STEM students is a very practical policy, contributing to supporting children from disadvantaged families to have the opportunity to study in key fields of the technology era. The transaction office has proactively coordinated with socio- political organizations and local authorities to propagate, guide procedures, and ensure capital reaches the right subjects and for the right purposes.
In An Thi district, there are currently 5 households with 8 students receiving loans from this program with a total outstanding debt of 578 million VND. Loans are disbursed based on the total tuition fees confirmed by the school (after deducting scholarships or other support) and a maximum of 5 million VND/month to cover living and study expenses.
According to regulations, the loan interest rate is 4.8%/year, a preferential rate much lower than the market interest rate. The repayment period is calculated after the student graduates, the amount to be paid is divided into periods suitable to the financial capacity of the borrower, helping to reduce the pressure of debt repayment, creating conditions for students to stabilize their jobs before repaying the capital.

The implementation of a credit policy specifically for STEM fields demonstrates the Party and State's interest in developing high-quality human resources to meet the requirements of digital transformation and national innovation.
This preferential capital source not only helps students feel secure in studying and researching, but also contributes to expanding access to higher education for poor, near-poor, and disadvantaged students - those with capacity and passion in the field of science and technology. Thereby, gradually forming a team of young, creative intellectuals, contributing to the sustainable development of the country in the digital age.
