Ms. Ngo Thi Ngọt, residing in Nga Bat hamlet, An Minh commune, said with trembling hands as she counted the 30 million VND she had just received: "With the capital, I will buy more shrimp seeds, so the shrimp crop for Tet will be better." Ms. Ngọt has just received a loan to create jobs to improve the land and buy seeds for 7 hectares of rice-shrimp fields. In recent years, thanks to hard work, Ms. Ngọt and her husband have had a profit of about 40 million VND/year.
In the early October sunshine, the atmosphere at Nga Bat hamlet headquarters was filled with laughter, where the charitable funds reached the poor in Nga Bat, Thanh Hung, Can Gao, Vam Xang, and Muoi Lam hamlets. In the morning alone, the An Minh Social Policy Bank Transaction Office coordinated with socio -political organizations to disburse 230 million VND to 9 poor households.
Head of the Thanh Hung Hamlet Savings and Loan Group, Quach Tuan Kiet, said: “I manage a savings and loan group with a loan balance of more than 1.5 billion VND, 51 households, mainly veterans. Most of the households borrow money to buy water tanks and invest in rice production. Anyone in need is considered publicly by the group and their proposal is sent to the bank. Every month on the 8th, bank staff come to the hamlet for a meeting, making it easy for people to access.”
In the front row, Ms. Dang Thi Dot - Head of the Savings and Loan Group of Vam Xang Hamlet carefully checked the books before paying interest to the borrowers. Her group has 49 borrowers, with outstanding loans of more than 1 billion VND. People borrowed money to raise shrimp, grow rice, buy jars and tanks to store fresh water for use. "If business is profitable, people save 50,000 - 100,000 VND each month to make it easier to pay off the debt. Thanks to preferential social policy capital, many households in the hamlet have risen out of poverty, people believe in the Party and the government," Ms. Dot said.
TDCS loans are not only money but also sharing, a lever to help the poor proactively rise up. After the merger of communes, the system of savings and loan groups was consolidated, regular activities were more orderly, debt management, interest collection, and guidance on proper capital use were closely implemented.
Not only in An Minh, many localities in the region are also promoting the delivery of TDCS capital to the right people and for the right purposes. According to the Director of the Provincial Social Policy Bank, Doan Cong Thiet, the total TDCS capital of the province by October 2025 reached nearly 13,000 billion VND, an increase of more than 1,100 billion VND compared to the beginning of the year; of which, central capital accounted for more than 10,396 billion VND, mobilized capital and savings of group members was more than 1,409 billion VND, and entrusted capital from the local budget reached 1,191 billion VND.
Thanks to abundant resources, in September 2025, nearly 64,000 poor households and policy beneficiaries received loans, with a turnover of more than 3,100 billion VND. The total outstanding debt of the whole province reached 12,949 billion VND, an increase of more than 9% compared to the beginning of the year. The rate of overdue debt and debt suspension was 2.74%, showing good management efficiency and high debt repayment awareness of the people.
According to Mr. Doan Cong Thiet, in the coming time, the sector will continue to coordinate with the Vietnam Fatherland Front Committee and socio-political organizations to bring TDCS capital to the right people and the right needs. Localities need to strengthen propaganda, inspection and supervision of capital use, especially in places where savings and loan groups are weak and overdue debts are high. In addition, it is necessary to focus on technical guidance and replication of effective loan models to help poor households escape poverty sustainably. Strengthening savings and loan groups, selecting reputable and dedicated group leaders and urging timely debt collection are key solutions to improve the quality of TDCS at the grassroots level.
