When policy capital goes to the right place

After the administrative unit merger, policy credit activities in the province were effectively implemented, helping preferential capital reach the right beneficiaries quickly. From border areas to coastal areas, the charitable capital helped the poor to rise up and improve their lives.

With trembling hands, Ngo Thi Ngọt, a resident of Nga Bat hamlet, An Minh commune, counted the 30 million dong she had just received. She said, "With this capital, I'll buy more shrimp fry, and the shrimp harvest for Tet will surely be better." Ngọt had just received a job creation loan to improve her land and buy shrimp fry for her 7 acres of rice-shrimp fields. Over the years, thanks to hard work, Ngọt and her husband have earned a profit of about 40 million dong per year.

Amidst the early October sunshine, the atmosphere at the Nga Bat hamlet headquarters was bustling with laughter and conversation, as charitable funds reached the hands of the poor in the hamlets of Nga Bat, Thanh Hung, Can Gao, Vam Xang, and Muoi Lam. In just one morning, the An Minh branch of the Social Policy Bank, in coordination with political and social organizations, disbursed 230 million VND to 9 impoverished households.

According to Quách Tuấn Kiệt, head of the Thanh Hùng hamlet's savings and loan group: “I manage a savings and loan group with outstanding loans exceeding 1.5 billion VND, involving 51 borrowing households, mainly veteran association members. Most households borrow capital to purchase water storage tanks and invest in rice production. Anyone in need is publicly reviewed by the group at meetings, and proposals are submitted to the bank. Every month on the 8th, bank staff come to the hamlet for a meeting, making it easy for residents to access the funds.”

Sitting in the front row, Ms. Dang Thi Dot, head of the Savings and Loan Group in Vam Xang hamlet, carefully checks the ledgers before paying interest to the borrowers. Her group has 49 households borrowing capital, with outstanding loans exceeding 1 billion VND. The people borrowed the capital to raise shrimp, grow rice, and buy water storage tanks for freshwater use. “When their businesses are profitable, the villagers save 50,000-100,000 VND each month to make repayment easier. Thanks to preferential social policy loans, many households in the hamlet have risen out of poverty, and the people have faith in the Party and the government,” Ms. Dot said.

Credit-based loans are not just money, but also a form of sharing and a leverage to help the poor proactively rise above their circumstances. After the commune merger, the savings and loan group system has been strengthened, regular meetings are more organized, and debt management, interest collection, and guidance on using capital for the right purposes are carried out closely.

Not only in An Minh, but many localities in the region are also actively promoting the allocation of social policy credit funds to the right people and for the right purposes. According to the Director of the Social Policy Bank of the province, Doan Cong Thiet, the total social policy credit capital of the province reached nearly 13,000 billion VND by October 2025, an increase of more than 1,100 billion VND compared to the beginning of the year; of which, central government capital accounted for more than 10,396 billion VND, capital mobilized and saved by members was more than 1,409 billion VND, and entrusted capital from the local budget reached 1,191 billion VND.

Thanks to abundant resources, in September 2025, nearly 64,000 poor households and policy beneficiaries received loans, totaling over 3,100 billion VND. The total outstanding loan balance in the province reached 12,949 billion VND, an increase of over 9% compared to the beginning of the year. The overdue and non-performing loan rate was 2.74%, demonstrating effective management and a high level of debt repayment awareness among the people.

According to Mr. Doan Cong Thiet, in the coming time, the sector will continue to coordinate with the Vietnam Fatherland Front Committee and political and social organizations to deliver grassroots credit funds to the right people and meet the right needs. Local authorities need to strengthen propaganda, inspection, and supervision of capital use, especially in areas where savings and loan groups are weak and overdue debts are high. In addition, focus should be placed on providing technical guidance and replicating effective loan models to help poor households escape poverty sustainably. Strengthening savings and loan groups, selecting reputable and dedicated group leaders, and promptly urging debt recovery are key solutions to improve the quality of grassroots credit.
