DNO - On the afternoon of September 22, Vice Chairman of the People's Committee of Da Nang City Tran Anh Tuan inspected a number of schools about the situation of the new school year 2025 - 2026 and worked with the People's Committee of Duy Xuyen commune on the progress of disbursement of national target programs for poverty reduction.

During the field inspection at Duy Trung Kindergarten, Duy Trung Primary School, Luong The Vinh Secondary School and working with the People's Committee of Duy Xuyen Commune, Vice Chairman of the City People's Committee Tran Anh Tuan acknowledged and highly appreciated the proactive and positive spirit of the local government in implementing the tasks after the merger.

Regarding the poverty reduction program, Vice Chairman of the City People's Committee Tran Anh Tuan requested the locality to urgently review and reassign tasks to staff in a reasonable manner; strengthen supervision, inspection and speed up the disbursement of funds after the city allocates them. Investors also need to promptly complete documents and procedures to properly implement the process, ensuring that related issues are completely handled before November.

Besides, it is necessary to promote propaganda work, production linkage, maintenance and repair of essential infrastructure, to improve the living standards of poor and near-poor households.

In the field of education , Vice Chairman of the City People's Committee Tran Anh Tuan requested the locality to review the management team, teachers and staff at schools to have plans to supplement and adjust according to the right authority. At the same time, it is necessary to re-evaluate the autonomy of educational institutions to build a roadmap to improve standards in terms of staff, facilities and teaching equipment. Thereby, clearly identify the advantages and limitations of each school to build a specific development plan, closely following the requirements of innovation and the city's instructions.

The Vice Chairman of the City People's Committee also requested relevant units to listen to the opinions of the teaching staff, share difficulties with schools and parents, aiming to comprehensively improve the quality of teaching and learning. He emphasized the need to strongly innovate teaching methods, increase the application of information technology and digital transformation in school management and operation.

Vice Chairman of the City People's Committee Tran Anh Tuan assigned relevant departments and branches to review and re-evaluate the remaining tasks and difficulties in the locality to promptly have plans for adjustment and supplementation. Specifically, the Department of Education is assigned to coordinate with localities to raise standards at all levels of education, advise on mechanisms and policies suitable for each region; at the same time, provide specific instructions on allowance regimes, especially seniority allowances for teachers. The Department of Finance is responsible for researching and allocating reasonable resources to support educational development and poverty reduction programs. The disbursement of capital sources also needs to be urged, implemented in accordance with the process, ensuring efficiency, contributing to the successful implementation of socio -economic goals in the last months of 2025.

According to the report of Duy Xuyen Commune People's Committee, the commune was established on the basis of merging three communes Duy Trinh, Duy Trung and Duy Son, with a population of 32,243 people and an area of ​​125.78 km². The commune has potential for development in agriculture , industry and cultural tourism, with an economic growth rate of over 11%/year. Average income per capita reaches 67 million VND/year.

By the end of 2024, the commune's multidimensional poverty rate was 1.37% (106/7,699 households); it is expected to decrease to 1.28% (99/7,699 households) by September 2025. The near-poor household rate is currently 0.54% (42 households). During the 2021-2025 period, the commune has implemented three production support projects for 53 vulnerable households (including poor, near-poor, newly escaped poverty and people with disabilities) through models of raising free-range chickens and breeding cows. The total budget to support vulnerable groups by 2025 is 1.7 billion VND.

In the field of education, the whole commune currently has 11 educational institutions, including 9 schools under the management of the Commune People's Committee, 1 private kindergarten and 1 Nguyen Hien High School. Out of the total 320 positions assigned by the City People's Committee, the commune is still short of 22 teachers, forced to sign contracts to ensure teaching and learning. The Commune People's Committee has submitted a proposal to the city to support more than 59 billion VND to invest, repair and upgrade school facilities.

The commune also proposed that the City People's Committee allocate public funds for 2025 and provide guidance on procedures for implementing production models. At the same time, the commune proposed to add service contracts for each school, develop a charter for appointing principals, along with a policy to support seniority allowances and invest in educational infrastructure in the coming time.
