People's Committees of communes and wards manage extra teaching and learning activities in the area.

DNO - The People's Committee of Da Nang City has just issued Decision No. 32/2025/QD-UBND regulating extra teaching and learning in the city.

Extra teaching and learning activities inside and outside of school must comply with regulations of the Ministry of Education and Training and the People's Committee of Da Nang city.

Accordingly, the principles of extra teaching and learning are implemented according to the provisions of Article 3 of Circular No. 29/2024/TT-BGDDT. Cases where extra teaching and learning are not allowed are implemented according to the provisions of Article 4 of Circular No. 29/2024/TT-BGDDT. Extra teaching and learning in schools are implemented according to the provisions of Article 5 of Circular No. 29/2024/TT-BGDDT. Extra teaching and learning outside schools are implemented according to the provisions of Article 6 of Circular No. 29/2024/TT-BGDDT.

The City People's Committee assigns the Department of Education and Training to be responsible for guiding, deploying, and organizing the implementation of Circular No. 29/2024/TT-BGDDT and this regulation for educational institutions, organizations, and related individuals under its management in the area; and to be responsible for managing affiliated educational institutions regarding extra teaching and learning activities.

The Department of Education and Training organizes or coordinates with relevant agencies to inspect the activities of extra teaching and learning in the management area; handles according to authority or proposes competent agencies to handle violations. Responsible to the City People's Committee for the management of extra teaching and learning; reports when requested by the City People's Committee on the results of the implementation of the management of extra teaching and learning.

The People's Committees of communes, wards and special zones manage extra-curricular teaching and learning activities in the area. Guide and inspect the implementation of regulations on extra-curricular teaching and learning; handle or recommend competent authorities to handle violations. Monitor and inspect compliance with regulations on working hours, overtime and legal regulations on security and order...

In case of violation by schools, tutoring facilities, organizations or individuals, depending on the nature and severity of the violation, they will be handled according to the provisions of law. Heads of agencies, organizations and units whose officials, civil servants and public employees violate the provisions on tutoring and tutoring, depending on the nature and severity of the violation, will be handled according to the provisions of law.

The Decision takes effect from September 29, 2025 and replaces Decision No. 26/2025/QD-UBND dated April 16, 2025 in Quang Nam province.
