Conference summarizing the implementation of electronic medical records

On the afternoon of September 18, the Department of Health held a conference to summarize the implementation of electronic medical records at units under the Department of Health (medical examination and treatment facilities) in Cao Bang province. Attending the conference were comrades: Nong Tuan Phong, Provincial Party Committee member, Director of the Department of Health, who attended and directed the conference; Trieu Thanh Son, Deputy Director of the Department of Health; Nguyen Viet Bac, Deputy Director of VNPT Cao Bang and information technology engineers; Nguyen Thi Thanh Oanh, Deputy Director of Social Insurance Region IX - Vietnam Social Security; Lieutenant Colonel Nguyen Trung Hoa, Head of the Department of Administrative Management of Social Order of the Provincial Police, representatives of leaders and related officials of the Center for Disease Control, the Center for Social Protection and 16 Hospitals and Medical Centers under the Department of Health.

Speaking at the opening of the Conference , Comrade Trieu Thanh Son , Deputy Director S in Health ,​​ summarized the process of preparing and implementing electronic medical records at units under the Department of Health (medical examination and treatment facilities) in Cao Bang province. Up to now, 16/16 units are qualified to implement electronic medical records according to the roadmap and direction of the Ministry of Health . 05/16 units have completed the dossier, submitted it to the Ministry of Health and approved on the Step 2 Completion Portal, including: Cao Bang Provincial General Hospital of Traditional Medicine and Rehabilitation, Ha Quang General Hospital, Thach An Medical Center, Cao Bang Provincial General Hospital and Quang Uyen Hospital. At the same time, it is hoped that at the conference, we will receive comments and discussions from medical examination and treatment units in the province to better perform the tasks in the coming time.

The conference was followed by a report on the implementation process of electronic medical records, outstanding images, achieved results, some common difficulties and problems of units in the health sector and tasks to be performed in the coming time; Followed a report on the discussion process of the implementation of electronic medical records at the Traditional Medicine - Rehabilitation General Hospital, a discussion of Quang Uyen Hospital, and opinions shared by delegates attending the conference.

The policy of implementing electronic medical records follows the direction of General Secretary To Lam in Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The Resolution affirms that the development of science, technology, innovation and digital transformation is a decisive factor for the country's development, in which the health sector identifies electronic medical records as one of the key tasks. The direction of Prime Minister Pham Minh Chinh in Directive No. 07/CT-TTg dated March 14, 2025, requires 100% of hospitals nationwide to deploy electronic medical records, to be completed by September 2025, and at the same time, connect data between levels to better serve people, reduce procedures, costs and time for medical examination and treatment. And the direction of The Minister of Health in Decision No. 1150/QD-BYT dated April 3, 2025 approved the plan to deploy electronic medical records, setting out specific requirements on technology infrastructure, security, data management and unique medical identification codes for each patient. The direction of the Cao Bang Provincial People's Committee assigned the Department of Health to develop a plan, coordinate with relevant sectors such as the Public Security, Department of Finance, Department of Science and Technology, and Cao Bang Telecommunications, to speed up the implementation progress, ensuring that 100% of public health units in the province are qualified to deploy before September 30, 2025.

Concluding the Conference, Comrade Nong Tuan Phong, Provincial Party Committee member, Director of the Department of Health, thanked VNPT Cao Bang, Cao Bang Provincial Police, Cao Bang Social Insurance (SHI) for their contributions, coordination and will accompany the health sector in providing services when deploying electronic medical records. The cooperation of the units is an important foundation for the provincial health sector to develop, improve the quality of health services, enhance management efficiency, and move towards the goal of Smart Health. At the same time, he praised the results of deploying electronic medical records of the units in the sector, requiring the leaders of the units to raise awareness and responsibility in deploying electronic medical records to continue to innovate in leadership and direction, in order to effectively carry out political tasks, ensure good deployment of electronic medical records, and move towards completely replacing paper records. At the same time, priority will be given to investment resources to upgrade information technology infrastructure, train qualified medical staff, build a solid data security system and synchronously deploy technology applications in medical examination and treatment management. This will be an important foundation for the Cao Bang health sector to enter a new stage of development, more modern, more transparent, more effective, contributing to the successful implementation of the goal of improving the quality of health care for the people and promoting the socio-economic development of the province.
