On March 28, 2024, the Supreme People's Procuracy held a conference to implement the Law on Grassroots Democracy Implementation in the People's Procuracy sector in 2024. Comrade Le Minh Tri, member of the Party Central Committee, Chief Justice of the Supreme People's Procuracy attended and directed the conference.
Comrade Nguyen Hai Tram, Deputy Chief Justice of the Supreme People's Procuracy, Head of the Steering Committee for implementing the Democratic Regulations of the People's Procuracy chaired the Conference.
Also attending the Conference were Comrade Nguyen Huy Tien, Permanent Deputy Chief Justice of the Supreme People's Procuracy; Comrade Nguyen Duy Giang, Deputy Chief Justice of the Supreme People's Procuracy.
The conference was organized in both direct and online formats, connecting from the main bridge at the Supreme People's Procuracy Headquarters to bridges in the entire sector. Attending the conference at the Supreme People's Procuracy bridge were comrades of the Supreme People's Procuracy's Procuracy; comrades of the Standing Deputy Secretary of the Party Committee of the Supreme People's Procuracy; leaders of the Department of Mass Mobilization of state agencies, the Central Mass Mobilization Committee; representatives of leaders of trade union organizations, the Youth Union, the People's Inspectorate of the Supreme People's Procuracy; members of the Steering Committee and the Working Group assisting the Steering Committee to implement the Law on Democracy Implementation at Grassroots Level in the People's Procuracy sector; leaders of units under the Supreme People's Procuracy; secretaries of the Supreme People's Procuracy's leaders; leaders of the High-level People's Procuracy in Hanoi and leaders of professional institutes under the High-level People's Procuracy in Hanoi; all civil servants, public employees and workers working at the Supreme People's Procuracy and the High-level People's Procuracy in Hanoi.
At the Conference, delegates listened to the Report on the results of implementing democracy at the grassroots level in the People's Procuracy sector from 2021 to 2023 through a video clip. In the past time, the Party Executive Committee and the Supreme People's Procuracy's leadership have directed units in the entire sector to coordinate with Party committees at the same level to continue to thoroughly grasp and strictly implement documents of the Party, the State and regulations of the sector on implementing democracy at the grassroots level, focusing on the Law on Implementing Democracy at the Grassroots Level in 2022; Conclusion No. 120-KL/TW dated January 7, 2016 of the Politburo on continuing to promote and improve the quality and effectiveness of building and implementing the Grassroots Democracy Regulations; Conclusion No. 54-KL/TW dated May 9, 2023 of the Secretariat on continuing to implement Decision No. 99-QD/TW dated October 3, 2017 of the Secretariat on promulgating the Framework Guidelines for Party committees and Party organizations directly under the Central Committee to continue promoting the role of the people in the fight to prevent and repel degradation, "self-evolution", "self-transformation" within the Party and Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on the responsibility of heads of Party committees in receiving people, having direct dialogue with people and handling people's reflections and recommendations; continuing to implement Directive No. 05-CT/TW of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with President Ho Chi Minh's teachings for cadres of the People's Procuracy: "Fairness, integrity, objectivity, prudence, modesty"; strictly implement Regulation No. 37-QD/TW dated October 25, 2021 of the Central Executive Committee on "Things that Party members are not allowed to do".
Along with that, the Chief Prosecutor of the Supreme People's Procuracy has issued Directives, Work Plans, Key Work Programs, regulations, professional regulations... to lead and direct the implementation of the functions and tasks of the Sector. This includes requiring heads of all levels of Procuracy in the entire People's Procuracy sector to strictly implement democracy at the grassroots level in conjunction with implementing the political tasks of the Sector and the locality. Promote the exemplary responsibility of heads of Party committees, agencies and units in practicing democracy at the grassroots level; take the lead and set an example in implementing the regulations of the Party and State, the internal management regulations of the People's Procuracy sector; build a united collective unit, uphold the principle of democratic centralism; regularly self-criticize, promote responsibility for work, maintain the prestige and image of Procuracy officials before the Party, State and People; Publicly and democratically implement all aspects of work activities, create conditions for civil servants, public employees, and workers to give opinions and perform the role of supervision and inspection; promptly resolve complaints, denunciations, and recommendations of cadres, civil servants, public employees, and workers.
Regarding the work of organizing and implementing democracy at the grassroots level by the Heads and Chief Prosecutors of the People's Procuracy at all levels, implementing the direction of the Party Executive Committee of the Supreme People's Procuracy, the Chief Prosecutor of the Supreme People's Procuracy and the Steering Committee for implementing the Democracy Regulations of the People's Procuracy sector; every year, the Chief Prosecutors of the People's Procuracy at all levels and the Heads of units in the Sector have promoted the spirit, responsibility and set an example in implementing democracy at the grassroots level, specifically: Amending and supplementing the regulations of agencies and units to comply with newly issued regulations; maintaining the meetings of the units; promptly disseminating and strictly implementing the regulations of the Party, the State and the Sector on implementing democracy at the grassroots level at the meetings, posting documents on the email system for civil servants, public employees and workers to exploit and study; solicit opinions and contributions from civil servants, public employees, and workers on programs, work plans, interim and final reports of agencies and units; annually coordinate with the Trade Union at the same level to organize conferences for civil servants...
Regarding the performance results of the Steering Committee for the implementation of the Democratic Regulations, based on the work requirements of the People's Procuracy sector and the direction of the Chief Justice of the Supreme People's Procuracy, the Steering Committee for the implementation of the Democratic Regulations of the People's Procuracy sector has issued a Work Program, Inspection Plan, and Guidelines for key tasks every year to deploy tasks throughout the sector, ensuring focus, key points, and substance; proactively proposing innovative and effective measures and methods of operation, such as: Timely advising the Party Executive Committee and the Chief Justice of the Supreme People's Procuracy to disseminate, thoroughly understand, lead and direct the implementation of the Party and State's regulations on implementing democracy at the grassroots level; proactively develop a Work Program and Inspection Plan, in which specific tasks are assigned to each member of the Steering Committee as heads of delegations to conduct inspections of the implementation of grassroots democracy in units throughout the Industry, assign members of the Steering Committee to monitor and be in charge of the implementation of grassroots democracy in each assigned professional field; require units throughout the Industry to develop a Special Topic on grassroots democracy and organize a Conference to disseminate and thoroughly understand the content of the Special Topic to civil servants, public employees, and workers in the unit... The results of the activities of the Steering Committee for the implementation of the Democracy Regulations of the People's Procuracy sector and of the Steering Committee for the implementation of the Democracy Regulations at the High-level People's Procuracy and the Provincial People's Procuracy have helped the implementation of grassroots democracy to receive more attention and be more fully implemented by leaders of the People's Procuracy at all levels; civil servants, public employees, and workers promote their rights to participate in giving opinions, supervising, inspecting, and taking responsibility in implementing democracy at the grassroots. Thereby, contributing to the achievements of the People's Procuracy in recent times.
Next, the delegates presented thematic reports on the implementation of basic contents of the Law on Democracy at the grassroots level; Implementation of democracy in organizational and personnel work in the People's Procuracy; Implementation of democracy in financial management, public assets, and basic construction investment in the People's Procuracy...
Speaking at the Conference, Comrade Le Minh Tri, Chief Justice of the Supreme People's Procuracy, highly appreciated the preparation of the Conference documents by the Supreme People's Procuracy Inspectorate, the Department of Organization and Personnel, the Department of Planning and Finance; and emphasized that the topics presented at the Conference are important contents that need to be thoroughly grasped, disseminated and developed into handbooks and guidelines for the entire Industry on the implementation of democracy at the grassroots level. In particular, heads of all levels of Procuracy need to pay special attention to the content of the topic on implementing democracy in the management of finance, public assets, and basic construction investment in the People's Procuracy and the topic on implementing democracy in the organization of personnel in the Industry to continue to thoroughly grasp and implement well in the coming time.
Referring to a number of contents related to regulations and guidelines on grassroots democracy; regulations on inspection, supervision and discipline of the Party, Comrade Chief Justice of the Supreme People's Procuracy Le Minh Tri emphasized that inspection, examination and supervision work is not only to prevent violations but also an effective method in management, direction and operation to strengthen discipline and order in the People's Procuracy sector; heads must organize self-inspections in their units; Heads of professional units under the Supreme People's Procuracy must be responsible to the Supreme People's Procuracy leadership, exercising the right to inspect in the assigned fields in the whole sector. Promoting democracy must be associated with strengthening discipline and order; promptly resolving legitimate and justifiable reflections and recommendations of civil servants, public employees and workers in the sector.
Heads of units and Chief Prosecutors at all levels need to continue to lead, direct, thoroughly grasp and implement Party and State documents on grassroots democracy, the Law on Grassroots Democracy Implementation in 2022, guiding documents, and directive documents of the Steering Committee for the Implementation of the Democracy Regulations of the People's Procuracy; civil servants, public employees and workers must uphold their sense of responsibility for their work, thereby ensuring that grassroots democracy in the People's Procuracy is implemented regularly, seriously, substantially and effectively.
In his concluding remarks at the Conference, Comrade Nguyen Hai Tram, Deputy Chief Justice of the Supreme People's Procuracy, Head of the Steering Committee for the Implementation of the Democratic Regulations of the People's Procuracy, accepted the instructions of Comrade Chief Justice of the Supreme People's Procuracy; at the same time, emphasizing that implementing democracy at the grassroots level is a method to promote the people's mastery, so that citizens, cadres, civil servants, public employees, and workers can be informed, express their will, aspirations, and opinions through discussion, participation in giving opinions, deciding, and inspecting and supervising issues according to the provisions of the Constitution and laws.
Properly implementing the Party's regulations and the State's laws on grassroots democracy in agencies and units aims to ensure discipline and order; ensuring that all activities from the leadership, direction and operation of the head and the collective leadership of the unit are discussed openly, transparently, and with consensus within the authority and responsibility of the unit's leadership. In addition, good implementation of regulations on grassroots democracy also reduces the situation of taking advantage of democracy to violate discipline and the law; associated with the work of Party building and rectification, administrative reform and anti-corruption and waste in agencies and units.
Deputy Chief Justice of the Supreme People's Procuracy Nguyen Hai Tram requested the entire Sector to grasp and remember the principled requirements that were directed by the Chief Justice of the Supreme People's Procuracy at the Conference; on that basis, he requested the Chief Justice and heads of all levels of the Procuracy to continue to thoroughly grasp and implement one more step to ensure the implementation of the Law is effective, timely, meets the requirements set out, and actively contributes to building the People's Procuracy to develop more and more cleanly and strongly.
