On the afternoon of June 3, the Department of Ethnic Minorities and Religions organized a scientific workshop on "Assessing the current status of the implementation of the National Target Program (NTP) on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025; proposing solutions to improve the quality and effectiveness of program implementation for the period 2026 - 2030".

The National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period demonstrates the Party and State's concern for ethnic minorities. This is an important policy with huge investment resources to achieve the goal of comprehensive, fast and sustainable development of ethnic minority and mountainous areas.

The program is designed with 10 component projects, including 14 sub-projects, 14 contents and over 60 activities in all social fields from investment in building essential infrastructure to serve life and production; stabilizing settlement, creating livelihoods and income; social security such as housing, production land, domestic water; issues of health, education - training, cultural preservation associated with sustainable tourism development; gender equality; digital transformation, honoring prestigious people; disseminating legal education, legal aid, foreign information; assessment, monitoring...

Regarding the implementation target, ethnic minorities, focusing on poor and near-poor households and individuals participating in the direction, management and implementation. Regarding the implementation area, it covers the whole province, focusing on extremely difficult areas, ATK communes including 125 communes/161 communes, wards and towns and 62 extremely difficult communes/546 communes in region I and region II.

The total central budget capital allocated for the 2021-2025 period to implement the program is expected to be VND 5,801,640 million, of which investment capital is VND 2,679,114 million; public service capital is VND 3,122,526 million. Local budget counterpart capital is VND 288,839 million.

The province considers this an important opportunity to positively change the ethnic minority areas. The program's goal is to exploit the potential and advantages of localities in ethnic minority and mountainous areas; innovate, promote economic development, ensure social security; reduce poverty quickly and sustainably, gradually narrow the gap in living standards and average income of ethnic minority areas with special difficulties compared to the average of the whole province; arrange and stabilize the population, build a synchronous socio-economic infrastructure system, connecting with developed areas; develop the education, training, health and cultural systems; significantly improve people's lives; improve the quantity and quality of cadres, civil servants, public employees and workers who are ethnic minorities; preserve and promote the good cultural identity of ethnic minorities along with eliminating backward customs and practices; Implement gender equality and resolve urgent issues for women and children; build a strong grassroots political system, maintain political security, social order and safety, ensure national border security; consolidate and strengthen the great solidarity bloc of ethnic groups, enhance the trust of ethnic people in the Party and State.

Over the past 5 years, the Provincial People's Committee has directed departments, branches, sectors, People's Committees of districts and cities to resolutely and synchronously implement, mobilize, manage and effectively use resources to focus on implementing the program to complete and exceed the plan of 12/21 targets assigned by the National Assembly in Resolution No. 120/2020/QH14; Decision 652/QD-TTg of the Prime Minister; continue to strive to complete 9/21 targets that have not yet met the plan.

By May 5, 65% of the plan was achieved, and the disbursement target was 100% by December 31; currently, the combined capital disbursed is 321,541 million VND, reaching 100% of the plan.

However, there are still many difficulties and obstacles affecting the disbursement progress of projects and sub-projects, such as: The guiding documents issued by the Central Government have been relatively complete but slow and not synchronous from the beginning of the period, causing difficulties for implementation and low disbursement, especially annual career capital. The total capital allocated in the period is very large, but it is not until 2022 that capital is allocated for implementation, leading to low disbursement each year, having to transfer resources over the years. The arrangement of local counterpart capital and other capital sources to implement the program is still limited. The leadership and direction of implementation by some local Party committees, authorities, agencies and units is not really drastic; the responsibility of the head has not been linked to the assessment of implementation results; The capacity of staff at the grassroots level is still limited and uneven. The synthesis of project needs from the grassroots level is sometimes formal and of low quality. Meetings must be held many times to thoroughly understand the implementation, which takes a lot of time. There is no initiative to carefully study documents to advise on implementation. There is still a mentality of waiting and relying on others, leading to difficulties in implementation...

At the workshop, delegates exchanged and discussed to clarify some contents on the implementation results, difficulties and obstacles in implementing the program; shared experiences on good, creative and effective ways to implement the program to ensure the requirements; helped delegates and localities have a deeper understanding of the necessity of the program. From there, proposed to the central and provincial governments solutions in implementing the program, especially in the context of implementing the arrangement of administrative units at district and commune levels in the coming time.
