After more than four years of implementation, many of the program's targets have been basically completed, positively impacting cultural life and building the people of Hanoi in the new era, especially as the capital city, along with the rest of the country, enters a new era - the era of national progress.

Many targets were exceeded.
Program No. 06-CTr/TU set out 18 targets and groups of targets, which were further specified into 22 targets. After more than four years of implementation, 17 out of 18 targets of the Program have been completed, with many exceeding the set goals.
Typical examples include: the percentage of families recognized and maintaining the title of "Culturally Exemplary Family"; the percentage of agencies, units, and businesses recognized as meeting cultural standards; the number of heritage items included in the national list of intangible cultural heritage; the percentage of people participating in regular physical exercise and sports ; the construction of more multi-level schools on par with those in the region; the number of workers receiving vocational training annually, etc.
A highlight of the implementation of Program No. 06-CTr/TU is that the city has built a healthy cultural environment with the "All People Build a Culturally Rich Life" movement, focusing on building new rural areas, civilized urban areas, and culturally rich families, villages, and residential areas. The cultural environment within families is implemented with the motto "Building the character of Vietnamese people through education , ethics, and lifestyle within the family" and implementing the Vietnamese family value system "Prosperity - Progress - Happiness - Civilization". The cultural environment in the community is implemented concretely through models of building culturally rich villages, residential areas, and new rural communes and districts.
According to Pham Xuan Tai, Deputy Director of the Hanoi Department of Culture and Sports, many effective models for environmental protection and technology application have spread widely, such as: "Smart villages and residential areas," "Villages and residential areas with 5 no's and 3 clean's," "Drug-free residential areas and villages," and building and maintaining "Bright, green, clean, and beautiful alleyways." The cultural environment in agencies, units, and businesses is concretized through the model of "Agencies, units, and businesses achieving cultural standards" linked to "Building a cultured industrial lifestyle among workers, civil servants, and laborers in the Capital"...
School culture has significantly improved with many effective and widespread models being implemented in schools, such as: the "Say No to School Violence" model, "Hanoi Students Behaving Culturally While Participating in Traffic," "I Love Hanoi," "Hanoi Students Being Diligent and Respectful," and "Hanoi Teachers Being Elegant and Civilized." Many schools have issued criteria for building "Happy Schools"... The implementation of civilized lifestyles in weddings, funerals, and places of worship has shown clear progress. Traditional festivals are becoming increasingly civilized, safe, and attractive to locals and tourists.
Furthermore, the conservation and promotion of cultural heritage values have been effectively implemented, contributing significantly to the development of the capital's cultural industry. To date, Hanoi has completed the inventory of historical sites, continuing to be the locality with the largest number of historical sites in the country, with 6,489 sites.
A notable highlight is Hanoi's leading role nationwide in developing the cultural industry. During inspections of the implementation of Program No. 06-CTr/TU at the grassroots level, Vice Chairman of the Hanoi People's Committee Vu Thu Ha affirmed that the city has effectively implemented Resolution No. 09-NQ/TU dated February 22, 2022, of the City Party Committee on the development of the cultural industry in the capital city for the period 2021-2025, with orientations to 2030 and a vision to 2045, linked to the new brand positioning and new goals for Hanoi. In particular, Hanoi has implemented many activities to ensure the fulfillment of its commitments to participate in the UNESCO Creative Cities Network in the field of "Creative Design".
According to the Steering Committee for Program No. 06-CTr/TU, Hanoi has built five creative cultural spaces in Hoan Kiem and Ba Dinh districts, and creative parks in Long Bien, Gia Lam, Dong Anh, and Dong Da districts... Many cultural industry products have been developed in conjunction with technology applications, bringing high efficiency in attracting tourists, such as the application of 3D mapping in night tours at Ngoc Son Temple, Van Mieu - Quoc Tu Giam historical site, Thang Long Imperial Citadel, West Lake Light Festival, and Tay Ho Lotus Festival... To date, Hanoi's tourism has basically recovered since the Covid-19 pandemic. In 2024, the total number of tourists to Hanoi is estimated at 27.88 million, an increase of 12.7% compared to the same period in 2023, of which international tourists are estimated at 6.35 million. Total revenue from tourism is estimated at 110.66 trillion VND, an increase of 18.5% compared to 2023…
Culture and people are the driving forces of development.

In meetings with the Steering Committee of Program No. 06-CTr/TU, the Standing Deputy Secretary of the Hanoi Party Committee, Nguyen Van Phong, consistently emphasized: "Hanoi clearly defines the development of culture and the building of elegant and civilized Hanoi citizens as an important and ongoing task for the entire political system." After more than four years of implementing Program No. 06-CTr/TU, the development of culture, improvement of human resource quality, and the building of Hanoi citizens have left many clear marks, in line with the principle of using culture and people as the driving force for the development of the Capital city.
During the implementation process, the Steering Committee for Program No. 06-CTr/TU consistently followed the directives of the Central Committee, especially the guiding remarks of General Secretary Nguyen Phu Trong at the National Cultural Conference on the implementation of the Resolution of the 13th National Congress of the Party on November 24, 2021, and the plan for the political activity "Studying, understanding, and disseminating the guiding thoughts and major orientations of the Party and General Secretary To Lam on the new era - the era of national progress." The Standing Committee of the City Party Committee directed the political system at all levels to focus on thoroughly disseminating these directives to cadres, Party members, and the people in the area, in conjunction with the implementation of the Resolution of the 13th National Congress of the Party, the Resolution of the 17th City Party Congress, the Resolution of the 2020-2025 term, and the annual work directions and tasks of the locality and units. This emphasizes the role of Party Secretaries at all levels in directly leading the organization of propaganda, dissemination, and implementation in a spirit of innovation and practicality, avoiding superficiality and formality, focusing on fundamental content and implementation solutions, appropriate to each target group and field. In particular, the Hanoi City Party Committee issued Directive No. 30-CT/TU on February 19, 2024, on strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoi citizens.
Recognizing the global and regional trend of increasing emphasis on culture and its integration with sustainable socio-economic development, Hanoi city consistently adheres to the central government's leadership and guidance in building and protecting the nation, developing an advanced Vietnamese culture rich in national identity, and highlighting the unique characteristics of national cultural identity. The Steering Committee for Program No. 06-CTr/TU also acknowledges that the impact of globalization, international competition, and the struggle in the cultural and ideological fields will continue to be more intense and complex.
In particular, the Fourth Industrial Revolution, digital technology, digital society, digital culture... have brought both opportunities and new challenges in building and developing the culture of the Capital and the country. In recent meetings with local authorities, Vice Chairman of the Hanoi People's Committee Vu Thu Ha has consistently emphasized that localities need to implement Program No. 06/CTr-TU effectively, creatively, and in accordance with the innovation and development of the Capital and the country.
Entering a new era for the nation, Hanoi recognizes that the development of culture, the improvement of human resource quality, and the building of elegant and civilized Hanoi citizens must reflect the spirit of the times. The Steering Committee for Program No. 06/CTr-TU has identified key tasks, including continuing to effectively implement plans for building cultural life at the grassroots level; promoting the development of creative culture in the process of reform; boosting the development of the cultural industry; building a creative city with people at its center, culture as its strength and spiritual foundation, to create new impetus and resources for the development of the Capital.
One of the key tasks is the training of human resources and attracting talent, which will receive further attention and development. Hanoi will build mechanisms and policies to attract and utilize talent, attract and employ experts and scientists from both within and outside the country, implement the 2024 Capital City Law; and develop criteria for Hanoi residents who exemplify Vietnamese culture, conscience, and human dignity…
After more than four years of implementing Program No. 06-CTr/TU, the development of culture and the building of Hanoi's people have seen significant changes, profoundly impacting life and society, and contributing significantly to creating the image of a friendly, safe, civilized, and modern capital city.
