In 2022, the Ministry of Culture, Sports and Tourism (MOCST) continued to implement the action motto set for the entire term: "Decisive Action - Aspiration for Contribution," launching and implementing the theme of the year's work for the sector: "Building a grassroots cultural environment and personnel organization work."
I. RESULTS OF TASK IMPLEMENTATION DURING THE FIRST SIX MONTHS OF 2022
1. Culture and Family Sector
- Protecting and promoting the value of cultural heritage: Submitting to the Prime Minister for approval the task of developing a plan for the preservation, restoration, and rehabilitation of the Hue Imperial Citadel complex until 2030, with a vision to 2050; authorizing the submission of the dossier "Via Ba Chua Xu Festival at Sam Mountain" to UNESCO for nomination for inscription on the Representative List of Intangible Cultural Heritage of Humanity. Coordinating with localities to build scientific dossiers in the fields of relics, intangible cultural heritage, and documentary heritage for submission to UNESCO for inscription in 2022. Organizing a seminar on International Museum Day 2022 with the theme "the power of museums" and some activities of the International Museum Association (ICOM) Vietnam. Signing a cooperation program with the Ministry of Education and Training on traditional education for students through cultural heritage for the period 2021-2026.
- Building grassroots cultural life and the "All People Unite to Build a Cultural Life" Movement: Submitting to the Prime Minister for approval the regulations on criteria, procedures, and processes for recognizing civilized cities (Decision No. 04/2022/QD-TTg dated February 18, 2022); Implementing the Plan for the 2022 work theme of the Culture, Sports and Tourism Sector "Building a grassroots cultural environment and personnel organization"; Organizing: The 3rd National Traditional Music and Singing Festival - Can Tho 2022; The 9th Southern Traditional Cake Festival in Can Tho; The 3rd Folk Performance Festival of Ethnic Cultures in the Truong Son - Tay Nguyen region 2022 in Kon Tum; The competition for creating stage scripts and propaganda posters commemorating the 75th anniversary of the Day of War Invalids and Martyrs (July 27, 1947 - July 27, 2022); The Festival of Folk Performing Arts of Ethnic Groups in the Truong Son - Tay Nguyen region; the 18th "Singing Rendezvous of Nine Rivers" Festival; the Red River Convergence Festival; and the Exhibition of large-format propaganda posters promoting "Vietnamese culture, ethics, lifestyle, and people"...
- Building the culture of ethnic minority and mountainous regions: Issuing guidelines for implementing Project 06 "Preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development"; developing a plan for inspection, monitoring, and evaluation of the results of implementing the National Target Program for socio-economic development of ethnic minority and mountainous regions giai đoạn 2021-2030 (Phase I: from 2021 to 2025); the Project "Preserving and promoting the value of folk literature of ethnic minorities until 2030"; Decisions on organizing: the 8th Southern Khmer Ethnic Culture Festival; the 2nd Dao Ethnic Culture Festival; the 15th Northwest Region Ethnic Groups' Culture, Sports and Tourism Festival; the 3rd Vietnam-Laos Border Region Cultural, Sports and Tourism Exchange Festival; The first Northern Region Festival of Ethnic Minority Costumes of Vietnam, 2022.
- Libraries: Developing the Project "Promoting lifelong learning activities in libraries, museums, cultural centers, and clubs by 2030"; the Prime Minister's Directive on promoting innovation in library activities in serving and developing reading skills, information access, and processing for children; the Circular regulating mobile library activities and information resource circulation; the Code of Conduct for librarians; the Plan for organizing Vietnam Book and Reading Culture Day in 2022; the Plan for implementing the Project on Building a Learning Society in the period 2021-2030. Organizing the Reading Culture Ambassador Contest in 2022 with the theme "Aspiration for National Development"; implementing the Online Book Introduction Contest in 2022 with the theme "Books and the Aspiration for Contribution".
- Cinema: Submitted to the National Assembly for approval the Law on Cinema (amended) on June 15, 2022; Submitted to the Government for promulgation Decree No. 22/2022/ND-CP amending and supplementing a number of articles of Decree No. 32/2012/ND-CP on the management of export and import of cultural products not intended for commercial purposes. Organized a film screening to commemorate the 92nd anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2022), celebrating the Lunar New Year 2022, and commemorating major holidays on April 30, May 1, May 7, and May 19, 2022.
- Performing Arts: Developing a dossier for a draft Decree on literary activities; Drafting a Decree on certain regimes and policies for civil servants and professional workers in public art institutions; promulgating the Regulations for the National Cheo Festival - 2022. Organizing: Art program for the Peace Festival "From the fiery summer of 1972 to peaceful summers" commemorating the 50th anniversary of the liberation of Quang Tri province (May 1, 1972 - May 1, 2022); Opening and Closing ceremonies of the 31st Sea Games; National Tuong and Folk Opera Festival - 2022; National Music and Dance Festival - 2021 (Phase 2); Art program "The Immortal Epic" commemorating the 75th anniversary of the Day of War Invalids and Martyrs (July 27, 1947 - July 27, 2022).
- Fine Arts, Photography, and Exhibitions: Construction: Drafting a proposal for amending and supplementing Government Decree No. 113/2013/ND-CP dated October 2, 2013, on fine arts activities; the project "Exhibition to promote and introduce traditional Vietnamese lacquerware products in South Korea" to implement the project "Building and promoting the national brand 'Vietnamese Lacquer Art'" for the period 2020-2030. Organizing the National Young Artists Festival; the Vietnam Art Photography Competition and Exhibition; and the National Applied Fine Arts Competition and Exhibition.
- Protecting copyright and related rights: Coordinating the completion of the draft Law amending and supplementing a number of articles of the Law on Intellectual Property for submission to the National Assembly for approval at the 3rd Session of the 15th National Assembly. Developing a Decree detailing a number of articles of the Law amending and supplementing a number of articles of the Law on Intellectual Property concerning copyright and related rights. Continuing to finalize the Project on the Development of Vietnam's Cultural Industries until 2030. Advising competent authorities on completing accession to the Treaty on Performances and Phonograms of the World Intellectual Property Organization (WPPT Treaty).
- State management of family affairs: Submitting to the National Assembly for comments on the draft Law on Prevention and Control of Domestic Violence (amended). Issuing the Code of Conduct within the Family; the Plan for implementing the Family Development Strategy until 2030. Coordinating with the United Nations Population Fund (UNFPA) in Vietnam to organize a conference to implement the Program on Prevention and Control of Domestic Violence in the new context until 2025 and the Prime Minister's Decisions on family affairs; Organizing activities to celebrate International Happiness Day on March 20th with the theme "Love and Sharing"; commemorating Vietnamese Family Day on June 28th and the National Action Month on Prevention and Control of Domestic Violence with the theme "Peaceful Family - Happy Society".
2. Physical Education and Sports Sector
Develop and finalize the Strategy for the Development of Physical Education and Sports in Vietnam until 2030, with a vision to 2045, and the Project for the 9th National Sports Games.
- Mass sports and physical education: Guiding sectors and localities in organizing the Olympic Run for Public Health, sports festivals at all levels, the Summer Opening Ceremony, Children's Olympic Day; launching a nationwide campaign to encourage swimming practice to prevent drowning; mobilizing and guiding the entire population to actively practice physical exercise and sports to improve health and prevent diseases.
- High-performance sports: Focusing on participating in ASIAD 19, SEA Games 31, and other regional, continental, and world-level sports competitions; organizing and participating in sports competitions both domestically and internationally.
- Organizing the 31st SEA Games: Coordinating with ministries, sectors, localities, and relevant units to implement plans and successfully organize the 31st Southeast Asian Games. The Vietnamese sports delegation achieved outstanding results, making history by winning 446 medals, including 205 gold medals, 125 silver medals, and 116 bronze medals, breaking 21 out of 41 records at the Games in swimming, athletics, diving, cycling, and weightlifting. Notably, the men's football team successfully defended their SEA Games gold medal and the women's football team won their 7th SEA Games gold medal.
3. Tourism sector
Issued Plan No. 829/PA-BVHTTDL dated March 15, 2022, on reopening tourism activities under the new normal conditions and focused on directing and organizing activities to reopen tourism safely and effectively in the spirit of the Government and the Prime Minister's directive to "adapt flexibly, safely, and effectively control the COVID-19 pandemic". Submitted to the Government for promulgation Decree No. 30/ND-CP dated May 19, 2022, on the management model of national tourist areas; the Vietnam Tourism Development Program for the period 2022-2026; and the Project on some models for developing night tourism products.
Participated in activities within the framework of the ASEAN Tourism Forum (ATF) and the Travex 2022 Fair in Cambodia. Coordinated with Quang Nam province to successfully organize the Opening Ceremony of the National Tourism Year 2022; Implemented promotional activities during Vietnam's hosting of the 31st Southeast Asian Games (SEAGames 31). Continued to implement the "Live fully in Vietnam" communication campaign and other promotional activities; connected with partners; and collaborated on building a new interface for the website vietnam.travel.
In the first six months of 2022, the total number of international tourists to Vietnam was estimated at 413,400; domestic tourists were estimated at 60.8 million; and total tourism revenue was estimated at 265 trillion VND.
II. KEY TASKS FOR THE LAST SIX MONTHS OF 2022
1. Cultural and family sphere
- Submit to the Prime Minister for approval the Plan for the network of cultural and sports facilities for the period 2021-2030, with a vision to 2045.
- Prepare a dossier proposing amendments to the Law on Cultural Heritage; Develop a Decree on the Management, Protection, and Promotion of the Value of Intangible Cultural Heritage in the National List and Intangible Cultural Heritage inscribed by UNESCO.
- Finalize the Report on the Implementation of the Advertising Law and the dossier for proposing amendments and additions to the Advertising Law. Finalize the Project "Preserving and Promoting the Value of Folk Literature of Ethnic Minorities until 2030".
- Finalize the Decree detailing certain provisions of the Cinema Law. Organize the 6th Hanoi International Film Festival.
- Finalize the Project "Promoting lifelong learning activities in libraries, museums, cultural centers, and clubs by 2030"; Issue the Code of Conduct for Library Professionals; and the Regulations on the Reading Culture Development Award (revised). Implement the Project "Developing a reading culture in the community".
- Prepared the draft Decree on literary activities; the Decree on certain labor regimes and retirement age for artists in public performing arts institutions; and issued 7 projects.
- Completing the dossier proposing amendments and additions to Government Decree No. 113/2013/ND-CP dated October 2, 2013, on fine arts activities; Organizing the National Young Artists Festival, the Vietnam Art Photography Competition and Exhibition, and the National Applied Fine Arts Competition and Exhibition.
- Draft a Decree detailing certain provisions of the Law amending and supplementing certain provisions of the Law on Intellectual Property concerning copyright and related rights, and issue one Circular.
- Continue to coordinate closely with the Committees of the National Assembly to receive feedback, revise, and finalize the draft Law on Prevention and Control of Domestic Violence (amended) for submission to the National Assembly for voting and approval at the 4th session of the 15th National Assembly.
2. Sports and Physical Education Sector
- Submit to the Prime Minister for approval the Strategy for the Development of Sports and Physical Education in Vietnam until 2030, with a vision to 2045.
- Issued: The Project for the 9th National Sports Games; the Project for the Development of Key Sports in Preparation for Participation in the Olympic Games and ASIAD Games in the period 2022-2045.
- Continue to promote the "National Movement for Physical Training Following the Example of the Great President Ho Chi Minh"; and the Safe Swimming and Drowning Prevention Program for Children in the period 2021-2030 of the Ministry of Culture, Sports and Tourism.
- Preparing the team to participate in the 7th Asian Youth Games in Russia; the Francophone Cultural Games in Congo, ASIAD 19 in 2023, and other regional, continental, and world-level sports competitions.
- Organize the 9th National Sports Games in 2022 (expected to be held at the end of 2022 in Quang Ninh province).
3. Tourism Sector
- Submit to the Prime Minister for approval the Master Plan for Tourism Development in Vietnam for the period 2021-2030, with a vision to 2045.
- Organize a conference to review the first five years of implementing Resolution No. 08-NQ/TW dated January 16, 2017, of the Politburo on developing tourism into a key economic sector.
- Develop a plan and prepare for organizing the National Conference on Tourism.
- Summarizing the National Tourism Year 2022 in Quang Nam province and implementing preparations for organizing the National Tourism Year 2023 in Binh Thuan province.
