In 2022, the Ministry of Culture, Sports and Tourism (MOCST) continues to implement the action motto set for the entire term "Decisive action - Aspiration to contribute", launching and implementing the annual working theme of the Industry: "Building a grassroots cultural environment and personnel organization work".

I. RESULTS OF TASKS IMPLEMENTATION IN THE FIRST 6 MONTHS OF 2022

1. Cultural and family fields

- Protect and promote the value of cultural heritage: Submit to the Prime Minister for approval the Task of developing a Plan for the preservation, restoration and rehabilitation of the Complex of Hue Monuments until 2030, with a vision to 2050; allow the submission to UNESCO of the dossier "Via Ba Chua Xu Sam Mountain Festival" for nomination to the List of Intangible Cultural Heritage of Humanity. Coordinate with localities to develop scientific dossiers in the fields of relics, intangible cultural heritage, and documentary heritage to submit to UNESCO for registration in 2022. Organize the International Museum Day Seminar in 2022 with the theme "the power of museums" and some activities of the International Association of Museums (ICOM) Vietnam. Sign a Program of coordination with the Ministry of Education and Training in traditional education for students through cultural heritage for the period 2021-2026.

- Building grassroots cultural life and the Movement "All people unite to build a cultural life": Submit to the Prime Minister for approval the regulations on criteria, order and procedures for considering recognition of civilized urban areas (Decision No. 04/2022/QD-TTg dated February 18, 2022); Deploy the Plan to implement the 2022 working theme of the Culture, Sports and Tourism Sector "Building a grassroots cultural environment and organizing cadres"; Organize: The 3rd National Don Ca Tai Tu Festival - Can Tho in 2022; The 9th Southern Folk Cake Festival in Can Tho; The 3rd Cultural Folk Performance Festival of Ethnic Groups in the Truong Son - Tay Nguyen region in 2022 in Kon Tum; Contest for composing stage scripts and propaganda posters to celebrate the 75th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2022); Festival of Folk Cultural Performances of Ethnic Groups in the Truong Son - Tay Nguyen region; The 18th "Dating Songs of Nine Rivers" Performance; The Red River Convergence Performance; Exhibition of large-scale propaganda paintings on "Culture of Behavior, Ethics, Lifestyle, and Vietnamese People"...

- Building culture in ethnic minority and mountainous areas: Issue guidelines for implementing Project 06 "Preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development"; develop a plan to inspect, monitor and evaluate the implementation results of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 (phase I: from 2021 to 2025); Project "Preserving and promoting the folklore values of ethnic minorities to 2030"; Decide to organize: The 8th Southern Khmer Ethnic Cultural Festival; The 2nd Dao Ethnic Cultural Festival; The 15th Cultural, Sports and Tourism Festival of ethnic groups in the Northwest region; The 3rd Cultural, Sports and Tourism Exchange Festival in the Vietnam - Laos border area; The first Northern Vietnam Ethnic Minority Costume Show Festival, 2022.

- Library: Develop the Project "Promoting lifelong learning activities in libraries, museums, cultural houses, and clubs by 2030"; Directive of the Prime Minister on promoting innovation in library activities in serving, developing reading skills, accessing and processing information for children; Circular regulating mobile library activities and circulating information resources; Code of conduct for librarians; Plan to organize Vietnam Book and Reading Culture Day in 2022; Plan to implement the Project on Building a Learning Society for the period 2021-2030. Organize the Reading Culture Ambassador Contest in 2022 with the theme "Aspiration for National Development"; Implement the organization of the Online Book Introduction Contest in 2022 with the theme "Books and Aspiration for Contribution".

- Cinema: Submit to the National Assembly for approval of the Cinema Law (amended) on June 15, 2022; Submit to the Government for promulgation of Decree No. 22/2022/ND-CP amending and supplementing a number of articles of Decree No. 32/2012/ND-CP on management of export and import of cultural products not for business purposes. Organize a film series to celebrate the 92nd anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2022), celebrate the Year of the Tiger 2022, and celebrate major holidays April 30, May 1, May 7, and May 19, 2022.

- Performing arts: Develop a dossier to propose the development of a Decree on literary activities; Develop a Decree on a number of regimes and policies for civil servants and professional workers in public art units; promulgate the Regulations for the National Cheo Festival - 2022. Organize: Art program Festival for Peace "From the fiery summer of 1972 to the peaceful summers" to celebrate the 50th anniversary of the liberation of Quang Tri province (May 1, 1972 - May 1, 2022); Opening and Closing Ceremony of the 31st Sea Games; National Tuong and Folk Drama Festival - 2022; National Music and Dance Festival - 2021 (Phase 2); Art program "Immortal epic" to celebrate the 75th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2022).

- Fine arts, photography and exhibitions: Construction: Dossier proposing to amend and supplement Decree No. 113/2013/ND-CP dated October 2, 2013 of the Government on fine arts activities; Project "Exhibition to promote and introduce traditional Vietnamese lacquer products in Korea" to implement the Project to build and promote the national brand "Vietnamese lacquer art" for the period 2020-2030. Organizing the National Youth Fine Arts Festival; Vietnam Art Photography Competition and Exhibition; National Applied Fine Arts Competition and Exhibition.

- Protection of copyright and related rights: Coordinate to complete the draft Law amending and supplementing a number of articles of the Law on Intellectual Property to submit to the National Assembly for approval at the 3rd Session of the 15th National Assembly. Develop a Decree detailing a number of articles of the Law amending and supplementing a number of articles of the Law on Intellectual Property on copyright and related rights. Continue to complete the Project on developing Vietnam's cultural industries until 2030. Advise competent authorities to complete the accession to the World Intellectual Property Organization's Performance and Phonogram Treaty (WPPT Treaty).

- State management of family: Submit to the National Assembly for comments on the Draft Law on Domestic Violence Prevention and Control (amended). Issue a set of criteria for family conduct; Plan to implement the Family Development Strategy until 2030. Coordinate with the United Nations Population Fund (UNFPA) in Vietnam to organize a Conference to deploy the Program on Domestic Violence Prevention and Control in the new situation until 2025 and the Prime Minister's Decisions on family work; Organize activities in response to the International Day of Happiness on March 20 with the theme "Love and Share"; celebrate Vietnamese Family Day on June 28 and the National Action Month on Domestic Violence Prevention and Control with the theme "Peaceful Family - Happy Society".

2. Sports and Physical Education

Building and completing the Strategy for the Development of Vietnam's Physical Training and Sports to 2030, with a vision to 2045, and the Project for the 9th National Sports Congress.

- Mass sports: Guiding sectors and localities to organize Olympic Running Day for the health of all people, Sports Congresses at all levels, Summer Opening Ceremony, Children's Olympic Day, launching the mass practice of Swimming to prevent drowning; mobilizing and guiding the whole population to actively practice physical exercise and sports to improve health and prevent diseases.

- High-performance sports: Focus on participating in ASIAD 19, SEA Games 31 and regional, continental and world sports tournaments; organize and participate in domestic and international sports tournaments.

- Organizing the 31st SEA Games: Coordinate with ministries, branches, localities and related units to deploy plans and strategies to successfully organize the 31st Southeast Asian Games. The Vietnamese Sports Delegation participating in the Games achieved excellent results, marking a historic milestone, winning 446 medals, including 205 gold medals, 125 silver medals, 116 bronze medals, breaking 21/41 records at the Games in Swimming, Athletics, Diving, Cycling, Weightlifting. In particular, successfully defending the SEA Games gold medal for men's football and the 7th SEA Games gold medal for the women's football team.

3. Tourism sector

Issue Plan No. 829/PA-BVHTTDL dated March 15, 2022 on reopening tourism activities under new normal conditions and focus on directing and organizing activities to reopen tourism safely and effectively in the spirit of the direction of the Government and Prime Minister "flexibly adapt, safely, and effectively control the COVID-19 epidemic". Submit to the Government for promulgation Decree No. 30/ND-CP dated May 19, 2022 on the national tourism area management model; Vietnam Tourism Development Program for the period 2022-2026; Project on a number of models for developing night tourism products.

Participate in activities within the framework of the ASEAN Tourism Forum ATF and Travex Fair 2022 in Cambodia. Coordinate with Quang Nam province to successfully organize the opening ceremony of the National Tourism Year 2022; Implement promotional activities during the time Vietnam hosts the 31st Southeast Asian Games (SEAGames 31). Continue to implement the "Live fully in Vietnam" communication campaign and promotional activities; connect with partners; coordinate to build a new interface for website.vietnam.travel.

In the first 6 months of 2022, the total number of international tourists to Vietnam is estimated at 413,400; domestic tourists are estimated at 60.8 million; total revenue from tourism is estimated at 265 trillion VND.

II. KEY TASKS IN THE LAST 6 MONTHS OF 2022

1. Cultural and family fields

- Submit to the Prime Minister for approval the Planning of the cultural and sports facilities network for the 2021-2030 period, with a vision to 2045.

- Prepare a dossier to propose amendments to the Law on Cultural Heritage; Develop a Decree on Management, Protection and Promotion of Intangible Cultural Heritage in the National List and Intangible Cultural Heritage recognized by UNESCO.

- Complete the Summary Report on the implementation of the Advertising Law and the dossier for proposing amendments and supplements to the Advertising Law. Complete the Project "Preserving and promoting the folklore values of ethnic minorities until 2030".

- Complete the Decree detailing a number of articles of the Cinema Law. Organize the 6th Hanoi International Film Festival.

- Complete the Project "Promoting lifelong learning activities in libraries, museums, cultural houses, and clubs by 2030"; Issue the Code of Conduct for librarians; Regulations on the Reading Culture Development Award (amended). Implement the Project "Developing reading culture in the community".

- Develop a dossier to propose the development of a Decree on literary activities; Decree on a number of labor regimes and retirement ages for artists in public performing arts units; issue 07 Projects.

- Complete the dossier to propose amending and supplementing Decree No. 113/2013/ND-CP dated October 2, 2013 of the Government on fine arts activities; Organizing the National Youth Fine Arts Festival, Vietnam Art Photography Competition and Exhibition, National Applied Fine Arts Competition and Exhibition.

- Develop a Decree detailing a number of articles of the Law amending and supplementing a number of articles of the Law on Intellectual Property on copyright and related rights and issue 01 Circular.

- Continue to closely coordinate with the National Assembly Committees to receive, revise and complete the draft Law on Domestic Violence Prevention and Control (amended) to submit to the National Assembly for voting and approval at the 4th session of the 15th National Assembly.

2. Sports field

- Submit to the Prime Minister for approval the Strategy for Vietnam's Sports Development to 2030, with a vision to 2045.

- Issued: Project for the 9th National Sports Congress; Project for developing key sports to prepare for participation in the Olympics and ASIAD in the period 2022-2045.

- Continue to promote the Campaign "All people exercise following the example of great Uncle Ho"; Safe swimming program to prevent drowning of children in the period 2021-2030 of the Department of Culture, Sports and Tourism.

- Prepare forces to attend the 7th Asian International Children's Games in Russia; the Francophone Cultural Sports Games in Congo, the 19th ASIAD in 2023 and regional, continental and world sports tournaments.

- Organize the 9th National Sports Festival in 2022 (expected at the end of 2022 in Quang Ninh province).

3. Tourism Sector

- Submit to the Prime Minister for approval the Master Plan for Vietnam tourism development for the 2021-2030 period, with a vision to 2045.

- Organize a conference to review 5 years of implementing Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector.

- Develop a plan and prepare to organize a National Conference on Tourism.

- Summarize the National Tourism Year 2022 in Quang Nam province and deploy preparations to organize the National Tourism Year 2023 in Binh Thuan province./.
