Local cooperation makes important contributions to the substantive development of Vietnam-Japan relations

On September 25, within the framework of his visit and working visit to Japan, Senior Lieutenant General Tran Quang Phuong, member of the Party Central Committee, Vice Chairman of the National Assembly, and a high-ranking delegation of the Vietnamese National Assembly visited Fukuoka province.

Vice Chairman of the National Assembly Tran Quang Phuong met with Governor of Fukuoka Prefecture Hattori Seitaro, Chairman of the Fukuoka Prefectural Assembly Kurauchi Isao, and Director of the Japan Energy and Technology Innovation Organization.

Thanking the leaders of Fukuoka province for their warm and respectful welcome to the delegation, Vice Chairman of the National Assembly Tran Quang Phuong expressed his joy at visiting Fukuoka province, a locality considered a cultural and economic center, the "silicon valley of southwestern Japan" right in the month of the 52nd anniversary of the establishment of Vietnam-Japan diplomatic relations, and highly appreciated the good development with high political trust of the Vietnam-Japan Comprehensive Strategic Partnership in all fields, in which local cooperation is a bright spot.

The Vice Chairman of the National Assembly affirmed that Vietnam always considers local cooperation an effective channel, making important contributions to the substantive development of the Vietnam-Japan cooperative relationship.

Sharing Vietnam's determination to achieve development goals and become a high-income developed country by 2045, including the strong implementation of the lean revolution and the implementation of a two-level local government, Vice Chairman of the National Assembly Tran Quang Phuong suggested that Fukuoka Prefecture increase sharing of Japan's experience in legislation, two-level government administration, and digital transformation in the province; emphasizing the efforts of the Vietnamese National Assembly in perfecting institutions, building a synchronous, unified, stable, transparent legal system, ensuring the legitimate rights and interests of the people, and creating favorable conditions for investment, production and business.

Assessing the relationship between Fukuoka and Vietnam as a successful example of bilateral relations at the local level, Vice Chairman of the National Assembly Tran Quang Phuong thanked the efforts of the Governor of Fukuoka Prefecture and the provincial leadership in promoting cooperation in many fields with Vietnam.

Vice Chairman of the National Assembly Tran Quang Phuong suggested that Fukuoka Prefecture continue to increase exchanges and delegations with Vietnam, promote substantive cooperation with Vietnamese localities, not only with Hanoi but also continue to expand to other localities in Vietnam such as Quang Ngai, Da Nang, Can Tho, Hai Phong, etc., especially in areas where the province has strengths such as heavy industry, processing, manufacturing, smart agriculture, semiconductors, digital transformation, green transformation, wastewater treatment, etc.; and promote enterprises of the province to increase investment in Vietnam.

The Vice President of the National Assembly asked the leaders of Fukuoka Prefecture to support and create favorable conditions for the Vietnamese community to live, study and work in the province, thereby actively contributing to the development of the province as well as the friendly and cooperative relationship between Fukuoka and Vietnam.

On this occasion, the Vice Chairman of the National Assembly invited the Governor of Fukuoka Prefecture to lead a delegation of provincial businesses to visit Vietnam and attend the first Vietnam-Japan Local Cooperation Forum in November 2025 in Quang Ninh, and invited the Chairman of the Fukuoka Prefectural Council of Representatives and the Chairman of the Vietnam-Japan Friendship Parliamentary Alliance of Fukuoka Prefecture to soon visit Vietnam.

At the meetings, Fukuoka provincial leaders expressed their joy and welcomed the first visit to Japan by National Assembly Vice Chairman Tran Quang Phuong and the high-ranking delegation of the Vietnamese National Assembly.

Governor Hattori Seitaro informed the Vice President of the National Assembly about the progress of cooperation between Fukuoka Prefecture and Vietnam in recent times, emphasizing the close cooperation with Hanoi City in the fields of youth exchange, waste treatment, environment, etc.; affirming that Fukuoka Prefecture attaches special importance to expanding Japanese language training and cooperation and exchange with Vietnam.

Accepting the opinion of Vice Chairman of the National Assembly Tran Quang Phuong, highly appreciating the positive contributions of the community of more than 23,000 Vietnamese people in Fukuoka province, the Governor affirmed that Fukuoka province always makes every effort to create a favorable, safe and secure environment for foreigners, including Vietnamese people living in Japan; said that Japanese enterprises, including Fukuoka province enterprises, are ready and willing to receive more Vietnamese workers to work in the province...

Chairman of the Fukuoka Prefectural Assembly Kurauchi Isao informed that the Prefectural Assembly always pays great attention to promoting relations with Vietnam. He said that the Fukuoka Prefectural Parliamentary Friendship Union was established in 2016 to promote cooperation between Fukuoka Prefecture and Vietnam, including cooperation with Vietnamese localities.

Informing about the prefecture’s “One Health” initiative to promote people’s health protection through the creation of a comprehensive healthcare system, the Chairman of the Fukuoka Prefectural Assembly expressed his wish to promote cooperation with Vietnam in the fields of medicine, health care, education, and people-to-people exchange; and said that he will soon visit Vietnam to witness the signing ceremony of cooperation between the two sides in this field.

Reporting to Vice Chairman of the National Assembly Tran Quang Phuong, Chairman of the Japan Energy and Technology Innovation Organization (IETI) expressed his wish to promote cooperation with Vietnam in training high-quality human resources and transferring technology in the field of innovation such as developing renewable energy, hydrogen power, developing independent power plant systems, etc., and is ready to support Vietnam in taking advantage of Japan's strengths in capital and technology in the above fields.

Also in the evening of the same day, Vice Chairman of the National Assembly Tran Quang Phuong attended the ceremony to celebrate the 80th anniversary of Vietnam's National Day and the 15th anniversary of the establishment of the Vietnamese Consulate General in Fukuoka.

Speaking at the celebration with the participation of more than 300 people and numerous friendship associations and socio-economic organizations that are actively working and contributing to maintaining solidarity and connecting the Vietnamese community in the region, Vice Chairman of the National Assembly Tran Quang Phuong affirmed the historical significance of the Declaration of Independence on September 2, 1945 - the document that gave birth to the Democratic Republic of Vietnam, opening an era of national independence, freedom and happiness for the Vietnamese people; emphasizing the great victory of the Vietnamese revolution in the struggle for independence and national unification.

The Vice President of the National Assembly praised the efforts and important contributions of the Vietnamese Consulate General in Fukuoka in promoting cooperation between Vietnam and the Kyushu and Okinawa regions, including Fukuoka Prefecture; and expressed sincere thanks for the support, companionship and assistance of the Japanese Government, the Kyushu provincial authorities, organizations, friendship associations, the Vietnamese community in Kyushu and Japanese friends to Vietnam, as well as the Vietnam-Japan relationship over the past years.

Vice Chairman of the National Assembly Tran Quang Phuong also took time to meet with officials and staff of the Vietnamese Consulate General in Fukuoka and representatives of Vietnamese community leaders in the Kyushu, Okinawa and Central-South Japan regions.

Representatives of the Vietnamese community in Japan thanked the Party, State and National Assembly for their attention, and hoped for policies to create more favorable conditions for Vietnamese citizens abroad; and at the same time reported to the Vice Chairman of the National Assembly about their wishes and plans to strengthen and expand Vietnamese language teaching in Japan in the coming time.
