On October 6, 2025, the 13th Conference of the 13th Party Central Committee opened in "a rising revolutionary spirit, the people's trust is increasingly consolidated". General Secretary To Lam's comments not only reflect the political atmosphere, but also touch the depths of spirit, morality and national pride - cultural values ​​that have permeated the souls of Vietnamese people over thousands of years of history.

The year 2025 has passed 3/4 of the way with the mark of a Vietnam that has been renewed from its cultural foundation to its development model. With the revolutionary spirit forged from the tradition and belief of the People, the 13th Central Conference has a special mission: connecting the glorious past, the innovative present and the aspirational future, to affirm that the strength of Vietnam - past, present and future - all originate from the Party's culture, the culture of the people, and the culture of the nation.

Among the important issues put on the table at the 13th Central Conference, the personnel work of the 14th Party Congress was especially emphasized by General Secretary To Lam as "a particularly important task - the key of the key". In particular, the General Secretary requested that "the selection of personnel must be based on qualities, capacity, prestige, integrity, efficiency; daring to think, daring to do, daring to take responsibility for the interests of the nation and people; close to the people, respecting the people, for the people". That is not only a political criterion, but also a cultural standard of cadres in the new era - where "virtue" and "talent" blend, where ethics and work efficiency go hand in hand.

Culture in personnel work, according to the General Secretary, is first of all a culture of integrity - taking purity as the root, taking dedication as the measure. Therefore, the General Secretary emphasized: "The Central Inspection Committee needs comrades who are brave, impartial, knowledgeable about the law, proficient in their profession, clear as a mirror, sharp as a sword , truly a sword to maintain Party discipline". This is a cultural symbol of the new era - where the "sword of the law" goes hand in hand with the "mirror of morality", where governing the country by virtue and managing by law are harmoniously combined. Personnel work is therefore not just a matter of organization, but a matter of trust, of political culture, of public ethics. Once leadership culture is placed in the right position - as the "heart" of every development strategy - then every policy will carry the breath of the people, reflecting the spirit of "acting for the people, serving for the people".

If personnel work is the “heart” of the 14th Congress, then the Congress Documents are the “brain” of the Party, where the nation’s intelligence, mettle and vision crystallize. According to the General Secretary, the Draft Documents of the 14th Congress have been carefully prepared and revised many times, reflecting new thinking on national development until the mid-21st century - from summarizing practices to planning visions.

The concept of “strategic autonomy” added in the document has a profound meaning: not only economic or defense autonomy, but also cultural and intellectual autonomy - that is, the ability to shape identity and a development path in accordance with Vietnamese values. Only with a solid cultural foundation can a nation maintain its independence in integration and development.

In the draft, the spirit of “weighing - measuring - measuring - counting during the implementation process” is also included as a guiding principle. This reflects the culture of action, responsibility and efficiency, clearly demonstrating the new leadership style: talk less, do more, linking policies with specific results. The 14th Congress documents therefore not only orient socio-economic development, but also open up a vision for a new era - an era in which Vietnam will develop sustainably with the endogenous strength of national culture.

In his opening speech, General Secretary To Lam described the socio-economic picture in 2025 with three words: “bright colors”. And indeed, the numbers that the General Secretary cited not only show economic strength, but also reflect the cultural vitality, beliefs and aspirations of the Vietnamese people. As the General Secretary said, “revolutionary spirit does not come from words, but from concrete results - from the meals of each family, from the actions of “milk for children, silk for the elderly” - a simple but profound saying, encapsulating the spirit of a humane development model: the economy must be linked to people, growth must go hand in hand with happiness.

The opening speech of General Secretary To Lam is therefore not only a political orientation, but also a cultural declaration of the new era. There, culture does not stand outside of politics, but becomes the soul of all national development decisions. The General Secretary called on Central Committee members to "work substantively, maintain discipline, do not leave today's work for tomorrow, say and do" - that is a cultural standard of leadership, because "saying goes hand in hand with doing" is the root of trust.

The General Secretary’s speech evoked three great values: a leadership culture that dares to think, dares to do, and dares to take responsibility; a development culture that focuses on people and takes creativity as the driving force; and a culture of trust, transparency, efficiency, and accompanying the people. These three values ​​are forming a modern, humane, and action-oriented Vietnamese political culture, where all policies originate from the people and aim for their happiness.
