Project recovery spans nearly two decades
The People's Committee of Hue City has just issued Notice No. 169/TB-UBND on land reclamation of the Hue Golf Course Complex Project in Thuy Duong Ward, Huong Thuy Town (Hue City). According to the content of this notice, Thien An Joint Stock Company - the project investor is allowed to continue using the land for another 24 months from the date the project is terminated (April 18, 2025 to April 18, 2027) to handle assets attached to the land according to the provisions of Decree 102/2024/ND-CP of the Government. If after this period, the enterprise does not complete the handling, the State will repossess the land without compensation for both the land and assets on the land.

The Hue Golf Course Complex is only about 5km from the city center, with a scale of more than 78 hectares and a total investment of up to 1,885 billion VND. The project was licensed in 2007 and has undergone 3 adjustments to its investment certificate. However, after nearly 2 decades, items such as: 18-hole golf course according to international standards; central club; golf practice area, golf course; resort villas serving golfers, combined with high-class eco-resorts... are still not completed for operation. This has led to many consequences, including waste of land resources.
Mr. Ngo Huu Thuan, Chairman of Thuy Duong Ward People's Committee, said that the Hue Golf Course Complex Project was expected to create a tourist highlight for the ward, but until now it has brought disappointment because it took too long to build and has gone through many generations of leaders. Over the years, people in the project area have repeatedly expressed their frustration and complained about the impact on their lives, traffic routes, and compensation for production land, etc.
Previously, at the end of 2022, the Government Inspectorate concluded that at the Hue Golf Course Complex and accompanying services: The work of counting and approving compensation for site clearance was slow and lasted nearly 4 years. Due to having to redo the procedures for changing and adjusting the design many times, especially re-approving the 1/500 planning, the implementation progress did not meet the commitment and had to request an extension of the progress. At the time of the inspection, the project was behind schedule in completing phase 1 and phase 2 by about 12 months according to the second amended Investment Registration Certificate.
“Sluggish” tourism projects
In Hue City, there are still many tourism projects that are still "shelved" after a decade of construction. For example, the Mediterranean Legend Resort Project in Loc Vinh Commune (Phu Loc District) located in Chan May - Lang Co Economic Zone was licensed for investment by Vinacoland Construction and Housing Development Corporation (Vicoland Group) in 2009 with a capital of about 750 billion VND. After many years of unfinished construction and abandonment, the project is now more than 60 months behind schedule in completion and operation.

One day in mid-May 2025, when present at this project, CAND Newspaper reporters recorded that many detached villas, although completed, had seriously degraded due to being abandoned for many years. Notably, this project was recently put up for auction by a bank (with a starting price of 500 billion VND) to recover debt. The auctioned assets include 3 resorts and services, 12 3-room villas with swimming pools and 40 villas without swimming pools, tennis courts, souvenir shops, and reception areas. Along with that are all rights arising from the operation and exploitation of the project and all other assets and rights belonging to the project according to its current status...
Minh Vien Lang Co International Resort Project started construction in 2018 with an area of up to 102 hectares and an investment of about 368 million USD (about more than 9,000 billion VND), expected to be put into operation from the first quarter of 2024. However, after completing some rough houses and installing initial equipment, the entire project has been suspended until now.
Or the Suoi Voi Tourist Area Project (Loc Tien Commune, Phu Loc District) invested by Hoa Lu - Hue Investment, Trade and Service Company Limited, with an initial total investment of VND 1,020 billion on an area of over 51 hectares; the Management Board of the Provincial Economic and Industrial Zone (now Hue City) granted the first investment decision in 2017 and adjusted it in 2020. According to the plan, the project officially started phase 1 at the end of March 2019 and was put into operation in 2021. However, up to now, the project is still in a "shelved" state.
Mr. Phan Van Cuong, Chairman of Loc Tien Commune People's Committee, said that before the investment policy of Suoi Voi Tourist Area Project, this stream was the source of livelihood for dozens of households with hundreds of workers in Loc Tien Commune for decades. When the project was implemented, for the past 6-7 years, many people lost their income. For a long time, the project did not move, only a few locals were hired to guard the project. Currently, this project is also included in the special supervision list of the City People's Council due to the prolonged slow progress. A representative of the Management Board of Hue City Economic and Industrial Zone said that they are studying and considering the revocation of phases 3 and 4 of the project.
Recently, the People's Committee of Hue City requested relevant departments and agencies to review and resolutely handle slow-progressing projects. The authorities were assigned the responsibility of coordinating to remove bottlenecks in procedures, site clearance, compensation, support and resettlement; thereby, speeding up the progress of key projects. In addition, the city is also urgently completing legal documents, assessing the capacity of investors, as a basis for making decisions to continue, adjust or revoke projects in accordance with legal regulations. Mr. Ho Huy Hinh, Head of Investment Management Department, Hue City Economic and Industrial Zone Management Board, said that the Board is reviewing slow-progressing projects in the Chan May - Lang Co Economic Zone area, to have appropriate handling plans. For projects that are slow-progressing due to investors' lack of capacity, the City People's Committee will advise the People's Committee to revoke and terminate investment activities.
