We need groundbreaking mechanisms that closely link the three "stakeholders".
As a member and staff member of the Vietnam National University, Hanoi, Professor, Dr. Nguyen Van Noi, Chairman of the Association of Vietnamese Laboratories (Vietnam Union of Science and Technology Associations), former Rector of the Faculty of Natural Sciences, Vietnam National University, Hanoi, expressed his honor and pride in directly listening to the heartfelt and hopeful speech of General Secretary and President To Lam at the ceremony commemorating the 120th anniversary of the Vietnam National University, Hanoi. He believes that the speech of the General Secretary and President affirmed the core and pivotal position of Vietnam National University, Hanoi in the national higher education system.
Professor and Doctor Nguyen Van Noi believes that the philosophy of self-reflection, as directed by the General Secretary and President, is a very practical and profound requirement for Hanoi National University in the new stage of national development. "Self-reflection" is essentially a major overhaul of thinking, requiring all staff, lecturers, and students to bravely confront the truth and reassess their actual capabilities to see if they have met the stringent demands of the times.
Professor and Doctor Nguyen Van Noi analyzed that, in an organic relationship with the nation, Vietnam's greatest goal today is to innovate its economic model and apply digital technology to become a developed country by 2045. Hanoi National University cannot stand outside this grand scheme; the university must fundamentally change from university governance and teaching methods to research orientation.
Universities need to proactively review whether their current training programs are aligned with the rapid pace of technological development outside the country and whether graduates possess the necessary skills to work in a global environment. They need to invest heavily in basic science and research with no clear applications yet, as this is essential for training scientists with vision and critical thinking, and for elevating the universities' standing internationally. Scientific research topics should focus on addressing real-world problems facing the country, such as digital transformation, energy security, and climate change.
When Hanoi National University learns to "self-reflect" and make improvements, and prioritizes the interests and development of the nation, that is when we will fulfill our mission of successfully integrating Vietnamese intellect into the global community and directly contributing to the overall prosperity of the nation.
Based on his practical experience as a researcher and education administrator, particularly in the field of advanced materials for green development, Professor and Doctor Nguyen Van Noi proposed focusing on three core solutions to realize the goal of becoming a major innovation center in the region and the world . First, Hanoi National University needs to continue prioritizing resources for core technologies, green technologies, and new materials. Research projects cannot remain merely on paper; they must be commercialized and successfully transferred into practical technologies to serve the nation's sustainable development goals.
On the other hand, Hanoi National University needs groundbreaking mechanisms to closely link the three "stakeholders": the State - scientists - businesses; key laboratories must be transformed not only into places for experimentation, but also into true "incubators" for technology and startups.
Furthermore, Hanoi National University needs to innovate its philosophy of talent development because we should not only train skilled graduates and engineers, but the core principle is to instill in the younger generation a desire to contribute, sharp critical thinking skills, and the ability to integrate globally.
Leading the national higher education system.
Dr. Nguyen Ngoc Linh, from the Education Department of the Central Propaganda and Mass Mobilization Committee, assessed that the speech by General Secretary and President To Lam was not merely a timely message, but a truly strategic document, outlining the roadmap and development philosophy of the higher education system in the "era of national progress." This grand roadmap is constructed scientifically, logically, and dialectically through three fundamental core values.
First and foremost, regarding the strategic vision for human resources, it affirms that "education and training are the top national priority." Education is positioned as the key to determining the nation's destiny in the digital age. Hanoi National University is entrusted with the mission of being the pioneering nucleus, leading the national higher education system. The central goal is to train high-quality human resources in cutting-edge fields such as science and technology, and innovation, helping Vietnam break free from the middle-income trap.
Next, it is crucial to connect scientific research with practice, requiring science to break free from a "drawer-based" mindset and enhance its application to directly solve real-world problems facing the country (climate change, economic growth, etc.). To unleash creativity, the mechanism of university autonomy must be implemented decisively, coupled with accountability. Therefore, Hanoi National University needs to innovate its governance and integrate deeply according to global standards to attract talent.
Along with this is the responsibility of social responsibility and school culture, comprehensive education, and fostering a desire to contribute and national pride in the younger generation. The central task is to build a healthy, humane, and ethically sound educational environment. This will be a solid foundation for forming global citizens who are both talented and virtuous.
Dr. Nguyen Ngoc Linh believes that Hanoi National University, with its strategic mission as a "pioneer," cannot remain confined to its traditional teaching role in the context of the new era. Instead, it must become a place that dares to lead the way, daring to experiment with groundbreaking models in education, science, technology, and digital transformation.
The spirit of "daring to be the first, daring to experiment" requires Hanoi National University to overcome conventional thinking, be ready to face risks, and be a pioneer in applying advanced training methods and cutting-edge research directions that have never been seen before.
This responsibility also opens up a historic opportunity for Hanoi National University to proactively propose its own mechanisms and unique, superior policies from the Government . Mechanisms regarding autonomy, finance, and talent attraction will be the necessary legal springboard for the university to realize its bold ideas and achieve the breakthrough results it expects.
The pioneering role will transform Hanoi National University into one of the important bridges between theory and practice. The successes from the university's experiments will provide solid scientific arguments and practical foundations, helping the Party and State to refine national development policies in the new era.
