Date and month rules

According to Appendix I on the format and technical presentation of administrative documents issued with Decree 30/2020/ND-CP, the principles for recording the correct date are prescribed as follows:

The date of issue of the document must be written in full; numbers representing the day, month, and year must be in Arabic numerals; for numbers representing days less than 10 and months 1 and 2, a zero must be added in front.

According to this rule, days under 10 and months under 3 must have a zero added in front and the full day, month, and year must be written.

For example: Hanoi , February 1, 2023 or Nam Dinh, August 5, 2023

The reason for adding a zero before the numbers indicating days less than 10 (days 01 - 09) and months 1 and 2 is to limit intentional or unintentional falsification of the date of issuance of documents, and also to avoid legal risks that may occur after the issuance of the document.

Specifically, if you add the numbers 1, 2 before a date less than 10 or month 1, 2, then it will become day 11 - 19 or day from 21 - 29 (instead of day from 01 - 09), similar to month 11, 12.

And since there are no months 13, 14, 15, 16, …, there will be no need to add a zero in front of the month numbers from March onwards.

How to present the date

According to Decree 30/2020/ND-CP, the place name and date of issuance of the document go together and are required to be recorded as follows:

- Font type: Regular;

- Font size: 13-14;

The font size in the same document must increase or decrease consistently, for example: National emblem font size 13, Headline font size 14, place name and date of document font size 14 or National emblem font size 12, Headline font size 13, place name and date of document font size 13.

- Font style: Italic;

For example: Hanoi, January 5, 2020 or Ho Chi Minh City, June 29, 2019

Administrative documents are documents formed in the process of directing, operating and resolving work of agencies and organizations.

Administrative documents include the following types of documents: Resolutions (individual), decisions (individual), directives, regulations, rules, announcements, notices, instructions, programs, plans, schemes, projects, reports, minutes, submissions, contracts, official dispatches, telegrams, memoranda, agreements, authorization letters, invitations, letters of introduction, leave certificates, sending slips, transfer slips, notices, official letters.

Administrative document format

1. Text format is a set of components that make up a text, including main components that apply to all types of text and additional components in specific cases or for certain types of text.

2. The format of administrative documents includes the following main components:

- National emblem and motto.

- Name of agency or organization issuing the document.

- Number, symbol of the document.

- Place and time of document issuance.

- Type name and summary of text content.

- Text content.

- Position, full name and signature of authorized person.

- Seal and digital signature of the agency or organization.

- Place of receipt.

3. In addition to the components specified in Clause 2, the document may supplement other components.

- Appendix.

- Confidentiality and urgency indicators, and instructions on scope of circulation.

- The name of the editor and the number of copies issued.

- Address of agency, organization; email; website; phone number; fax number.

The format of administrative documents is implemented according to the provisions in Appendix I of Decree 30/2020/ND-CP.
