Review and revise textbooks after province and city mergers from July 1

Textbooks with related content that must be revised when Vietnam has 34 provinces and cities are mainly History and Geography books.

After the arrangement of provincial administrative boundaries and the implementation of a two-tier government from July 1, many textbooks are no longer suitable for reality and need to be revised. Among them, textbooks with related content that need to be revised when Vietnam has 34 provinces and cities are mainly History and Geography books.

Associate Professor, Dr. Nguyen Van Tung, Deputy Editor-in-Chief of Vietnam Education Publishing House (VNEP), said that VNEP has directed member units to organize manuscripts and editorial boards to review and compile content on requirements, knowledge, data, place names, maps, charts, socio-economic information, related to changes in administrative boundaries and 2-level government, and report to the Ministry of Education and Training for guidance on corrections.

"After the Ministry of Education and Training issues the revised and updated content in the curriculum of a number of subjects as announced by the Ministry on June 14, the Vietnam Education Publishing House will revise the textbooks and submit them to the Ministry for review according to the correct procedure," said Mr. Tung.

According to Mr. Tung, the principle is to update the content of the requirements to be achieved, knowledge, data, place names, maps, charts, socio-economic information... so as to minimize the need to correct the content of the textbook.

“While waiting for textbooks to be revised and updated according to administrative boundaries and 2-level authorities, under the direction of the Ministry of Education and Training, teachers and students will continue to use current textbooks.

The Ministry of Education and Training will have specific instructions on this matter, with the spirit that schools and teachers will be proactive in adjusting language materials, lesson content, and teaching topics based on local realities and the two-level government. From the perspective of the Vietnam Education Publishing House, we will actively support schools and teachers in using current textbooks in accordance with the direction of the Ministry of Education and Training," said Mr. Tung.

A representative of the Vietnam Education Publishing House added that textbooks for the 2025-2026 school year are being printed and stored for supply to schools. It is expected that by July, the textbook needs of students and teachers in the new school year will be basically met.

Previously, the Ministry of Education and Training said that in 2025, the review of the curriculum and textbooks will be carried out in the context of the whole country implementing the arrangement of provincial-level administrative units. Based on the review, the Ministry of Education and Training has identified a number of subjects that are directly affected by the change of administrative boundaries, including: History and Geography for grades 4, 5, and 9; Geography for grade 12; History and Economic and LegalEducation for grade 10. These subjects will take steps according to regulations to edit the subject curriculum as a basis for editing textbooks, such as updating requirements to be achieved, knowledge content, place names, data, maps, charts, and socio-economic information, etc.

According to the Ministry of Education and Training, the revision of subject programs is carried out on the principle of minimizing changes to textbooks and strengthening guidance so that teachers and schools can proactively implement the program according to their authority to suit reality.

The Ministry of Education and Training said that textbooks specify the content of the Program and are identified as important learning materials and documents for schools to choose to organize teaching.

Teachers and schools are given the right to proactively arrange learning topics, update and supplement content to suit the target students, teaching and learning conditions and practical conditions. Therefore, in the 2025-2026 school year, teachers and schools will continue to use the current curriculum and textbooks, while also being responsible for proactively selecting and adjusting teaching materials, lessons and topics to suit local realities and the two-tier government model.

In the coming time, the Ministry of Education and Training will issue documents directing and guiding localities and schools to implement continuously, without interruption and in accordance with reality.

The Ministry of Education and Training is urgently completing the review and evaluation of the implementation of the 2018 General Education Program to update and adjust a number of subjects to ensure that the Program is implemented in accordance with reality, better meeting the requirements of innovation and the country's socio-economic development through each period; including subjects affected by administrative boundary adjustments.

Localities proactively develop local educational content suitable for the new administrative unit, based on the framework program of the Ministry of Education and Training.
