Decree 147/2024/ND-CP contributes to supplementing and perfecting legal regulations on the management of the Internet and online information.

The Ministry has submitted to the Government Decree No. 147/2024/ND-CP on the management, provision, and use of Internet services and online information to strengthen the management of cross-border social networks and prevent illegal activities in cyberspace.

Decree 147/2024/ND-CP contributes to supplementing and perfecting legal regulations on Internet and online information management to overcome obstacles and shortcomings arising from practical management in recent years, notably: clarifying the management responsibilities of ministries, sectors, and localities in cyberspace; strengthening the management of domestic electronic information websites, social networks, cross-border platforms, and application stores; identifying social network users; combating the "journalistic" nature of electronic news websites and social networks; protecting children in cyberspace; strengthening the management of online games...; simplifying administrative procedures; promoting decentralization and delegation of power; creating conditions for domestic enterprises to develop healthily and compete equally with foreign enterprises.

In addition, the Ministry has also intensified its efforts to combat cross-border platforms. It has compelled large platforms such as Facebook, Google, and TikTok to comply with Vietnamese laws and regulations, removing harmful and illegal content. As a result, the rate of blocking and removing infringing content has increased significantly.

The Ministry has deployed a technical monitoring system. The Cybersecurity Monitoring Center and the Center for Handling Fake News and Harmful Information have been put into operation to detect and promptly handle infringing information. The Ministry has also guided provinces/cities to establish local centers for handling fake news, creating a nationwide network for processing harmful information.

Strengthening coordination with relevant agencies. The Ministry has coordinated with relevant ministries and sectors to provide timely information to the press and develop coordination regulations to prevent and handle content that violates the law. The principle of "what the real world is like is what the cyberspace is like" has been thoroughly applied.

Release a guide and code of conduct for social media. The code of conduct aims to establish ethical standards on social media, while the guide to combating fake news provides skills for identifying and handling misinformation. Diverse communication activities such as articles, videos, and infographics have been widely implemented.

Strict action will be taken against violations. The Ministry has implemented a technical system to track and prosecute individuals and organizations that spread fake news and harmful information, ensuring the strict enforcement of the law.

In the coming period, the Ministry of Information and Communications will continue to implement solutions to improve the effectiveness of cyberspace management, including: Strengthening inter-agency coordination; continuing to coordinate with relevant agencies to inspect, verify, investigate, and handle violations.

Enforce regulations on user identification. Ensure effective management of social media users after the replacement decree is issued.

Strengthen communication to raise awareness. Develop public awareness campaigns to help people recognize and avoid fake news, contributing to a healthier online environment.

Through continuous efforts, the Ministry of Information and Communications is gradually gaining better control over online content, creating conditions for a healthy and safe digital environment. Current and future solutions will not only help minimize risks from harmful and toxic information but also raise public awareness of responsibility when participating in cyberspace, contributing to the sustainable development of the digital environment in Vietnam.
