The process of building schools to meet national standards in Thang Dien commune faces many difficulties due to a lack of investment in infrastructure and limited social mobilization, leading to many schools exceeding the deadline for re-inspection and re-accreditation.

In November 2023, Binh Trung Kindergarten was inspected and recognized by the competent authority as achieving Level 3 educational quality accreditation and Level 2 national standard school status. Ms. Vo Thi My Nam, the school principal, stated that to maintain standards and improve the quality of childcare and education, the school facilitates the participation of its staff in training programs on advanced educational methods, especially STEAM education, and the flexible and effective application of artificial intelligence (AI) software.

In the coming time, the school will continue to improve its shortcomings; it proposes that Thang Dien commune pay attention to investing in renovating facilities, supplementing teaching equipment at the main campus, and upgrading the playground at the Tra Long village school site, serving the education and care of more than 400 students in 14 classes throughout the school.

Statistics from the Culture and Social Affairs Department of Thang Dien commune show that all 11 public schools in the commune have been recognized as meeting national standards. Of these, 5 schools have achieved national standard level 2 (3 kindergartens and 2 primary schools).

Currently, four schools have exceeded their 5-year accreditation deadline: Le Lai Primary School and Vo Thi Sau Primary School (achieving standards in April 2020), Mac Dinh Chi Primary School (achieving standards in January 2017), and Phan Chau Trinh Secondary School (achieving standards in December 2018). Of these, Mac Dinh Chi Primary School, which achieved national standard level 1, has exceeded its deadline and will be re-inspected and re-accredited after 5 years starting in 2022.

According to a representative from the commune's Culture and Social Affairs Department, Mac Dinh Chi Primary School needs to complete the construction of 10 classrooms in order to be re-inspected and re-certified. However, this project can only be included in the public investment plan for the 2026-2030 period.

Regarding Le Lai Primary School (which had already achieved Level 1 standards), Thang Binh district (formerly) had allocated resources to build 8 classrooms for the school, but the investment was not made in time. After the district level was abolished, the project will be carried over for implementation, so it will not be possible to have it inspected and re-certified after 5 years.

According to Ms. Nguyen Pham Minh Tri, Vice Chairman of the People's Committee of Thang Dien commune, the construction of national standard schools, in particular, is of special concern to the entire political system in the locality. However, the physical facilities of some schools still do not meet the teaching needs; in some places, there is a lack of and inconsistency in functional rooms and subject rooms... Many kindergartens and primary schools have scattered locations, making it difficult to build schools that meet national standards.

Mobilizing resources for building standard schools remains limited. Many schools are small in scale and have cramped spaces, making expansion impossible, while the need for constructing subject-specific classrooms and functional rooms to support teaching and learning is essential. The teaching staff is still insufficient compared to the regulations of the Ministry of Education and Training.

The local authorities will address the shortcomings and recommend that the City People's Committee continue to provide support and mobilize resources to promote and improve the quality of national standard school construction, ensuring the set schedule is met. The Department of Education and Training will organize annual recruitment examinations for civil servants to ensure the correct teacher-to-class ratio as prescribed.
