On November 5, the EROPA – AAPA – AGPA – IAPA Conference opened in Yogyakarta, Indonesia. Associate Professor Dr. Nguyen Ba Chien, Director of the National Academy of Public Administration (Vietnam), Chairman of the Executive Council of the Eastern World Organization for Public Administration (EROPA) attended and delivered the opening speech.
The EROPA 2024 Conference with the theme “Towards a World-Class Administration”, is jointly organized by EROPA, the Asian Association of Public Administration (AAPA), the Asian Group on Public Administration (AGPA), and the Indonesian Association of Public Administration (IAPA).
The EROPA – AAPA – IAPA – AGPA Conference in Yogyakarta, Indonesia took place from November 5 to 7, 2024, including 4 plenary sessions, 3 thematic workshops, 39 discussion sessions; and included 273 speeches and in-depth studies.

Speaking at the opening of the Conference, Associate Professor, Dr. Nguyen Ba Chien - Chairman of the EROPA Executive Board sent the warmest welcome to the delegates attending.
The conference between EROPA, AAPA, AGPA and IAPA 2024 is a testament to the spirit of close cooperation, the unity of will between organizations that play the role of a bridge to share and create knowledge, a driving force for reform and innovation in public management in the Asia-Pacific region for the development of administrative science , joining hands to build a high-quality administration in each country, for peace, stability, prosperity and sustainable development in the region and around the world.
Associate Professor, Dr. Nguyen Ba Chien affirmed: “Building a world-class administration” is not only an ideal goal but also a practical requirement, a method of action for a professional, modern civil service in each member country, contributing to improving the quality of life of the people and promoting sustainable socio-economic development.
With the intelligence and enthusiasm of members from Asia-Pacific countries, the Conference will exchange, discuss and jointly seek methods and possibilities to bring higher efficiency to the administrative system.
Within the framework of the Conference, delegates will focus on discussing 8 basic issues as follows: Digital transformation and the civil service; Data-based public policy planning; Creativity and innovation in administration and frontline administration; Leadership in the VUCA era; Post-pandemic public administration; Social inclusion and equity; Public values; Risk and crisis management.
Associate Professor Dr. Nguyen Ba Chien hopes that delegates will focus on discussing, proposing creative solutions and new connections during the Conference; and believes that the spirit of cooperation and unity of will are the solid foundation for practical joint actions of EROPA - AAPA - AGPA - IAPA to seek solutions to common problems of the region and of each country. This is especially meaningful in the context of globalization, multipolarization, and peaceful development trends that have been particularly evident in the Asia-Pacific region, with many intertwined opportunities and challenges, where close cooperation and a world-class public administration and governance are the key to ensuring peace, stability, prosperity, and sustainable development in the region.

Also at the opening session of the Conference, Prof. Dr. Agus Pramusinto - President of AAPA and IAPA emphasized the choice of the theme: "Towards a world-class administration" in the context of an increasingly complex world characterized by volatility, uncertainty, complexity and ambiguity (VUCA). This demonstrates the urgency of researching public administration reform. An effective and efficient administrative apparatus is essential for the development of countries, ensuring optimal use of resources, reducing waste and improving the efficiency of government operations in providing public services. Through transparent and accountable systems, we can significantly reduce corruption, build public trust and strengthen the foundation of society. Administrative reform is very important in improving the skills and capacity of the public sector workforce, ensuring competitiveness and innovation in an increasingly changing world.
Prof. Dr. Eko Prasojo – President of AGPA affirmed that public administration is the key to successful economic development and growth. Various digital tools such as artificial intelligence (AI), metaverse, and machine learning will help us to make public policies and services of increasingly higher quality. These opportunities bring benefits and become a lever for public administration. Public administration must carefully choose the right path at the different crossroads we are currently facing.
Wening Udasmoro – Vice Rector of Gadiah Mada University shared that the Conference is a good opportunity to unite leaders, scholars and public administration experts from the Asia-Pacific region. In an increasingly interconnected world, but marked by instability, uncertainty, complexity and ambiguity, building a resilient and effective public administration has never been more urgent. The Conference will explore insights and collaborate to develop innovative solutions that will contribute to shaping an administrative apparatus capable of addressing contemporary challenges and promoting sustainable development./.
