Durable bridges in the difficult area of ​​Lac Son

Previously, in disadvantaged communes such as Ngoc Son, Quyet Thang or Mien Doi... of Lac Son district, not everyone was familiar with the concept of "legal education dissemination" (PBGDPL). But there was a force that persistently went to every alley, knocked on every door, spoke both Muong and Kinh languages ​​so that people in the area would understand that: deforestation is wrong, unhealthy marriage is bad, and living well means living in accordance with the law. They are the prestigious people (NCUT) in the community.

Close to people like a source

In 2024, Lac Son district had 252 people recognized as NCUTs in the ethnic minority community. Of these, 243 were Muong people - the majority ethnic group in this land. They were village elders, clan leaders, shamans, retired cadres, village chiefs - people who lived among the people, understood the people and were trusted by the people. Thanks to that trust, they became a lasting bridge bringing the law to people in remote areas.

A typical example is Mr. Bui Van Hon, NCUT of Thay Voi hamlet, Mien Doi commune. Thay Voi hamlet is a particularly difficult area, mainly inhabited by Muong people. Over the years, Mr. Hon has not only been the one to convey the Party's policies and the State's laws to each household, but has also been the leader in mobilizing people to change their thinking and ways of doing things. As a bridge between the government and the people, he has actively encouraged people to support the policy of land clearance, unanimously build traffic infrastructure, maintain environmental sanitation, and use clean water reasonably. He also patiently explains so that people understand and participate in national target programs being implemented in the locality. From promoting vocational training, introducing jobs to encouraging the elimination of bad customs - he has contributed both effort and profit.

Silent contributions

In 2024, Lac Son district organized 2 conferences to disseminate legal policies specifically for NCUT forces with nearly 250 participants. Here, they were equipped with knowledge of Land Law, Civil Law, prevention and control of social evils, grassroots mediation skills, understanding the psychology of the community... These classes are not dry but very practical, helping them to be more confident when returning to their villages and hamlets and becoming "inspirers" for their people.

Since the beginning of 2025, the NCUT team has participated in dozens of mediation sessions, mobilizing people not to violate the protective forest, coordinating to maintain security and order, preventing and combating drug crimes, and keeping peace at social borders. Many people over 70 years old still brave the sun and rain, going to each hamlet to advise people.

Despite their great contributions, their lives still face many difficulties. Apart from Tet gifts and sick visits, there is no monthly allowance for this force. The District People's Committee has proposed that the Central and the Province soon have additional support policies to encourage and motivate this especially important force.

Maintaining the bridge of solidarity, paving the way to bring law into life

Comrade Bui Van Duong, Vice Chairman of Lac Son District People's Committee said: "NCUT is the bridge between the Party, the government and ethnic minorities. They not only mobilize people to do business and preserve culture but also popularize and spread the idea of ​​living and working according to the law. That role needs to be recognized and properly supported."

In the coming time, Lac Son district will continue to coordinate with the Department of Ethnic Minorities and Religions to organize legal training courses, improve propaganda skills, provide official newspapers, and legal documents in easy-to-understand and easy-to-remember languages. At the same time, increase rewards and honors for advanced models, and encourage the spirit of those who "have no position, no salary" but shoulder an important part in the cause of national unity and sustainable development.
