DTO - Tan Hong district has been investing in Sa Rai town basically according to the criteria of a type IV urban area, at the same time mobilizing investment resources to effectively develop Dinh Ba International Border Gate (Tan Ho Co commune), Giong Gang area (2 communes An Phuoc and Tan Phuoc), contributing to promoting local socio -economic development.

One of the important contents of the Action Program to implement the Resolution of the 7th Congress of Tan Hong District Party Committee, term 2020 - 2025 is to invest in Sa Rai town basically according to the criteria of a type IV urban area; mobilize resources to invest to effectively develop Dinh Ba International Border Gate, Giong Gang area. Thereby, promoting the socio-economic development of Tan Hong border district. Comrade Dinh Van Dung - District Party Committee member, Secretary of Sa Rai Town Party Committee, said: "The total investment resources for Sa Rai Town urban area in the period of 2020 - 2023 is about 373 billion VND, including: investment in building 15 new roads with a length of 11.5km; building 4 standard schools with 54 classrooms and functional rooms. In addition, the locality also carries out urban beautification projects such as paving more than 17,800m2 of sidewalks; planting new trees on 20 inner-city roads; 2 LED welcome gates;

According to Resolution No. 26/2022/UBTVQH15, to be recognized as an urban area, the criteria must meet the minimum level and the total score of the criteria must be 75 points or more. Currently, Sa Rai town urban area has achieved 65/100 points, of which 2/5 criteria do not meet the minimum level, which are population size and population density. In addition, according to Clause 2, Article 9, Resolution No. 1211/2016/UBTVQH13, the standard natural area of the town must be from 14km2 or more, while the natural area of Sa Rai town is 7.44km2. Tan Hong district has proposed a policy to adjust the master plan as a basis for Sa Rai town urban area to meet the criteria of a type IV urban area in the coming time. The master plan for the construction of the Dong Thap province border gate economic zone until 2023 was approved by the Prime Minister in Decision No. 1580/QD-TTg dated September 9, 2013, identifying Dinh Ba International Border Gate urban area as the international road border gate economic zone between Vietnam and Cambodia.

On the other hand, according to the orientation of the Dong Thap Province Regional Construction Planning to 2023, with a vision to 2050, the Provincial Urban Development Program also identifies Dinh Ba Border Gate urban area as a center of trade - services and economy. Dinh Ba International Border Gate is located in the North of Tan Hong District with the driving force of developing trade - services and border gate economy, developing industrial clusters - small-scale industry, shopping tourism , sightseeing and eco-tourism.

Based on the above foundations, Tan Hong district coordinates with the Provincial Economic Zone Management Board to focus many investment resources in the period of 2020 - 2023 with a total budget of about 30 billion VND, upgrading 7 roads with a length of 3.3km; building a standard school with 4 classrooms; planting new trees on National Highway 30. By the end of 2021, Dinh Ba International Border Gate urban area was recognized by the Provincial People's Committee as a type V urban area and achieved ahead of schedule according to the National Urban Classification Plan for the period of 2021 - 2030.

Regarding urban development, Giong Gang area will be the economic center of An Phuoc and Tan Phuoc communes, with a favorable location for transporting and exchanging within and outside the region with neighboring areas through the road traffic system such as: Provincial Road 842 connecting Hong Ngu City - Giong Gang - Long An province and Provincial Road 843 connecting Giong Gang - Sa Rai, Giong Gang - Tram Chim town (Tam Nong district) - Thanh Binh town (Thanh Binh district) and waterway traffic along Hong Ngu - Vinh Hung canal is a very important waterway for socio-economic development of the area and Tan Hong district. In the period of 2020 - 2023, investment resources for Giong Gang area are about 23.5 billion VND, investing in upgrading 4 roads with a length of 3.98km; building a standard school with 10 classrooms and functional rooms; Planting new trees on route 4 of Giong Gang inner city. According to Resolution No. 26/2022/UBTVQH15, for an urban area to be recognized as an urban area, the criteria must meet the minimum level and the total score of the criteria must be 75 points or more. However, currently, the Giong Gang area has only achieved 67.78/100 points and some criteria standards are below the minimum score.

The goal for the period 2026 - 2031 is that Sa Rai town will be recognized as a type IV urban area. To achieve the above goal, Tan Hong district focuses on reviewing and adjusting the General Planning of Sa Rai town to basically meet the criteria of a type IV urban area in line with the economic development orientation in the new period. In addition, Tan Hong district promotes the construction of new, upgraded and repaired technical infrastructure (roads, lighting systems, water supply, etc.) in the Dinh Ba International Border Gate area according to urban criteria. At the same time, continue to review and adjust the General Planning dossier for the construction of the Giong Gang area to meet the criteria of a type V urban area in line with the socio-economic development orientation of the locality.
