On the afternoon of August 30, Gia Vien District Party Committee held a conference to deploy the work of arranging commune-level administrative units in Gia Vien district for the period 2023-2030.
Based on the directive documents of the Central Government and the province, Gia Vien district has issued resolutions and plans to implement and establish a Steering Committee to reorganize commune-level administrative units in Gia Vien district for the period 2023-2030.
Accordingly, by 2025, Gia Vien district aims to complete the arrangement of commune-level administrative units that simultaneously meet both standards of natural area and population size under 70% of the regulations; commune-level administrative units that simultaneously meet standards of natural area under 20% and population size under 300% of the regulations. By 2030, complete the arrangement of the remaining commune-level administrative units that simultaneously meet both standards of natural area and population size under 100% of the regulations; commune-level administrative units that simultaneously meet standards of natural area under 30% and population size under 300% of the regulations.
The viewpoint of organizing, implementing and rearranging commune-level administrative units of Gia Vien district is to ensure compliance with Party regulations and State laws, in accordance with the practical conditions of each locality; clearly defining tasks, arrangement roadmap, completion time; assigning specific tasks to levels, sectors, localities and units; clearly defining the responsibilities of heads of agencies and units in leading, directing and organizing the rearrangement of commune-level administrative units in each appropriate period. At the same time, it must ensure compliance with the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, the Gia Vien District Construction Planning to 2030, with a vision to 2050, rural planning, urban planning and other relevant planning; ensuring the consensus of the people. Reorganization is not required for administrative units (except for cases where localities have a need for reorganization) that have been stable for a long time and have not changed; have isolated locations and are difficult to organize convenient traffic connections with adjacent administrative units; have important locations in terms of national defense and security or have characteristics of historical traditions, culture, ethnicity, religion, beliefs, and separate customs and practices that, if reorganized with another adjacent administrative unit, will lead to instability in terms of national defense, security, and social order; rural administrative units that have been planned to become urban administrative units.
At the conference, delegates were informed and implemented the guiding documents of the Central, the province and the district on the work of arranging commune-level administrative units in the period of 2023-2030; discussed and shared lessons learned, pointed out difficulties and problems and proposed solutions to effectively organize the arrangement of commune-level administrative units in the district.
Concluding the conference, the representative of Gia Vien district's leadership requested the Party committees, the government, the Fatherland Front and socio- political organizations at all levels to identify the implementation of the arrangement of commune-level administrative units as an important political task in the 2023-2030 period. Therefore, it is necessary to strengthen the propaganda work, thoroughly grasp and seriously and effectively organize the implementation of the resolutions and directives of the Central, the province and the district on the arrangement of commune-level administrative units in the 2023-2030 period. In particular, it is necessary to study and calculate the implementation of the arrangement of commune-level administrative units in association with the district planning, urban and rural system planning. The arrangement must ensure effectiveness and efficiency, opening up new space for development; properly handle the relationship between ensuring short-term, medium-term and long-term goals, between building advanced, exemplary new rural areas and urbanization and building civilized, modern and unique urban areas.
