The National Assembly will discuss and consider passing 42 draft laws and 3 resolutions.
Reporting to voters on the content and program of the 10th Session of the 15th National Assembly; the results of the activities of the Provincial National Assembly Delegation since the 9th Session, Deputy Head of the National Assembly Delegation of Ninh Binh Province Nguyen Thi Hong Thanh said: The 10th Session is expected to open on October 20, 2025 and close on the morning of December 12, 2025, meeting continuously, in the form of gathering at the National Assembly House.

The National Assembly will consider, discuss, comment on and pass 42 draft laws and 3 resolutions. At the same time, it will consider and decide on socio-economic issues, the state budget, supervision and other important issues.

Regarding the results of the activities of the National Assembly Delegation of Ninh Binh province since the 9th Session: The Delegation has organized surveys on law enforcement, implemented the arrangement of commune-level administrative units; organized conferences to contribute opinions on 8 Law projects and draft documents of the 14th National Party Congress. Thereby, synthesizing them into documents for delegates to study, participate in discussions, and contribute opinions on the contents of the 10th Session.

The National Assembly delegates in the Delegation have seriously implemented the regular and periodic reception of citizens according to regulations. Since the 9th Session, they have received 17 citizens with 7 cases; received 19 petitions, complaints, denunciations, recommendations and reflections from citizens...

There needs to be an authorization mechanism to handle administrative procedures.
Voters of Khanh Trung commune expressed their joy at the effective activities of the Provincial National Assembly Delegation, which has conveyed the people's thoughts and aspirations to the National Assembly and State agencies. At the same time, they requested the National Assembly, the Government, and the Provincial People's Committee to allow Khanh Trung commune to plan a new administrative area and support funding for the construction of the commune's headquarters so that people can conveniently carry out administrative procedures; requested the Provincial People's Committee to pay attention to attracting investors to establish an industrial cluster in Khanh Trung commune, thereby helping people have more opportunities to find jobs, travel conveniently, improve their lives, and develop the economy and society.

Some voters suggested organizing in-depth and substantial training for teachers on the new curriculum and textbooks. At the same time, building a unified lecture bank and digital resources to support teachers nationwide to use. Voters also asked the National Assembly to consider issuing mechanisms and policies to encourage the development of organic agriculture and high-tech agriculture, associated with building local agricultural product brands. Prioritizing increasing investment capital for the program of building advanced new rural areas and model new rural areas, focusing on irrigation infrastructure and the environment.

Many voters also requested that competent authorities consider and authorize the Deputy Director of the Public Administration Service Center to sign and return results of a number of simple public administrative procedures; clearly specify the duties and powers of the Deputy Director of the Public Administration Center.

At the meeting, representatives of local authorities and leaders of provincial departments and branches explained and clarified voters' recommendations and concerns according to their authority.

Health and education are top concerns.
On behalf of the National Assembly Delegation of Ninh Binh province, Vice Chairwoman of the National Assembly Nguyen Thi Thanh thanked and acknowledged the voters' valid and responsible opinions; at the same time, informed voters about some outstanding socio-economic results of the country in the first 9 months of the year.

Accordingly, the macro economy is basically stable, inflation is under control, and major balances of the economy are guaranteed. The consumer price index (CPI) in the first 8 months increased by 3.25% over the same period. Credit growth is high, the new lending interest rate continues to decrease; the state budget revenue in the first 8 months is estimated to reach 88.5% of the estimate, up 28.5% over the same period.

Traditional growth drivers continued to be promoted and renewed. Total registered FDI capital in the first 8 months reached over 26.1 billion USD, up 27.3% over the same period. Exports in the first 8 months reached 304.8 billion USD, up 14.4% over the same period, imports reached 292.3 billion USD, up 18.1%, trade surplus was estimated at 13.99 billion USD. Consumption recovered positively, the growth rate of total retail sales of goods and consumer service revenue increased gradually each month, up 9.4% over the same period in the first 8 months; international arrivals reached over 13.9 million, up 21.7%.

In particular, the implementation of the 3 strategic breakthroughs, the pillar resolutions and new growth drivers continued to be promoted, achieving many clear results. The Government and the Prime Minister continued to resolutely direct the review and reduction of administrative procedures and synchronous business conditions in all ministries, branches and localities. By 2025, it is expected to abolish and simplify nearly 3,200 administrative procedures and cut over 2,000 business conditions.
The Vice Chairman of the National Assembly also clarified a number of issues of concern to voters, such as the roadmap for reforming salary and allowance policies; incentives to attract skilled and specialized medical staff to work at health stations and increase investment in grassroots health care.
Regarding the issue of education and health, the Vice Chairman of the National Assembly affirmed: Resolution 71 and Resolution 72 of the Politburo are important turning points in the fields of education, training and health, demonstrating a strategic and comprehensive vision in building the country towards modernity and development. Resolution 71 aims to make education the core driving force for the development of the nation, with breakthrough solutions in innovation of thinking, application of digital technology, institutional improvement and increased investment in education. Resolution 72 aims to build a complete and sustainable health system, protecting the comprehensive health of the people through the transformation of the model from medical examination and treatment to disease prevention, improving the quality of medical human resources and developing science and technology.
Regarding opinions related to local authority, the Vice Chairman of the National Assembly suggested that the People's Committee, departments and branches of Ninh Binh province need to pay attention and thoroughly resolve issues for the people, including studying and proposing plans for rural economic development in localities with agricultural strengths.
+ On this occasion, the Vice Chairman of the National Assembly presented 50 bicycles from the Vietnam Children's Fund to students in especially difficult circumstances in Khanh Trung commune.





Vice Chairwoman of the National Assembly Nguyen Thi Thanh also visited, expressed condolences and encouraged the family of Mrs. Nguyen Thi Ngoan in Hamlet 4, Chat Binh Commune. During the recent storm No. 10, Mrs. Ngoan's family's house collapsed, injuring her and killing her husband.
