Accordingly, the People's Committee of Ho Chi Minh City assigned the Department of Construction of Ho Chi Minh City to preside over and coordinate with the Department of Justice to advise on the abolition of inappropriate regulations in Decision No. 32/2023 and 45/2023, and submit it to the People's Committee of Ho Chi Minh City in October 2025.

At the same time, the Department of Construction of Ho Chi Minh City will review the fee for temporary use of roads and sidewalks, coordinate with the Department of Finance and the Department of Justice to advise on handling inappropriate content, and submit it to the Ho Chi Minh City People's Council on schedule in November 2025. Propose the Ministry of Construction and the Government to amend Decree 44/2024 and 165/2024 to improve the efficiency of management, exploitation and use of sidewalks and roads.

Review and evaluate the legal basis and the necessity of developing a Project on management, exploitation and use of roads and sidewalks in Ho Chi Minh City, and report to the Ho Chi Minh City People's Committee in October 2025.

Along with that, the Department of Construction urgently advised the Chairman of the Ho Chi Minh City People's Committee to issue a directive document, assigning specific tasks to the People's Committees of wards, communes and related units to strengthen management, to be completed before October 15.

The People's Committee of Ho Chi Minh City requested agencies and units to urgently deploy to ensure order, urban beauty and improve the effectiveness of management and temporary use of roads and sidewalks in the area.
