Sin Ho District Party Committee works with Tua Chua District Party Committee

(BLC) - On the afternoon of December 16, Sin Ho District Party Committee worked with Tua Chua District Party Committee ( Dien Bien ) and agreed to propose to competent authorities to add the list of roads and bridges to the list of public investment projects for the period 2026-2030 of Dien Bien province and Lai Chau province.

Comrades: Vu A Tien - Provincial Party Committee member, Secretary of Sin Ho District Party Committee; Vui Van Nguyen - Provincial Party Committee member, Secretary of Tua Chua District Party Committee chaired the meeting.

Attending the meeting were the Standing Committee of the District Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, departments and offices of the two districts.

Working scene.

At the meeting, delegates listened to the explanation of the list of routes from Tua Chua town – Xa Nhe – Huoi So – Pe Rang Ky – Song Da – Nam Lot, Nam Han – Nam Cuoi – Can Co commune center – Noong Heo – Seo Leng – Sin Ho town. The total investment for the route and bridge is expected to be over 1,700 billion VND.

Tua Chua district: Tua Chua town - Xa Nhe - Huoi So - Pe Rang Ky - Song Da road with a total length of 57.9km, grade V road scale (estimated road value of 715 billion VND); Tua Chua town - Noong Hung intersection (4km of grade VI road): Provincial Road 140 (approved by Dien Bien Provincial People's Committee for planning in 2012); Noong Hung intersection - Pang De intersection (10.5km): Provincial Road 144 (Dien Bien Provincial People's Committee has completed the dossier and submitted it to the Government for planning approval); Pang De intersection - De Chu intersection (8.5km of grade A rural road, 9.6km of grade VI road being upgraded): Provincial Road 149 (approved by the Provincial People's Committee for planning in 2012); De Chu - Huoi So Intersection section (11km being upgraded to level VI road): Provincial Road 140 (approved by Dien Bien Provincial People's Committee for planning in 2012); Huoi So - Pe Rang Ky - Song Da section (9km of level B rural road, 5.3km of small residential road): Provincial Road 140 (Dien Bien Provincial People's Committee has completed the dossier to resubmit to the Government for planning approval).

For the connecting bridge: the bridge across the Da River is expected to be made of reinforced concrete and prestressed reinforced concrete with a length of about 900m (of which the bridge section in Tua Chua district is about 400m long, the bridge section in Sin Ho district is about 500m long), 9m wide; the estimated value of the bridge section is about 1,300 billion VND.

Sin Ho district: Sin Ho town - Seo Leng - Nam Tam - Noong Heo - Can Co - Nam Han, length 105.1km. Provincial Road 129 (Sin Ho town - Seo Leng) 18km of newly upgraded grade IV road; Provincial Road 133 (Seo Leng - Noong Heo) 48.1km of grade VI road; Noong Heo - Can Co (Nam Nga) 19.4km of grade A rural road newly upgraded in 2022; Nam Nga - Km 11 of Nam Nga - Nam Han route 11km of grade B rural road being upgraded with asphalt; km 11 of Nam Nga - Nam Han - Nam Lot route 5km of grade C rural road, Nam Lot - Song Da 3.5km of dirt road.

According to the plan for developing road transport infrastructure connections for the period 2021-2030 with a vision to 2050. Upgrading Noong Heo - Can Co - Nam Cuoi - Nam Han - Tua Chua (Dien Bien) road, including 1 large bridge across Son La hydroelectric reservoir, converted into provincial road 138 grade V roads with a total investment of 700 billion VND from the state budget for the investment period 2026-2030.

At the meeting, the delegates clarified the responsibilities of each party, proposed solutions and clarified the necessity of investing in the road and bridge connecting the two communes of Nam Han (Sin Ho) and Huoi So (Tua Chua). The delegates said that the connection is necessary because the border area has a hydroelectric lake with beautiful natural landscapes and economic potential for tourism; however, the two communes are far from the district center. After the road is invested, the distance will be shortened, connecting the two districts and inter-provinces; promoting trade, services, lake tourism, eco-tourism, community tourism, ensuring national defense and security.

Leaders of Sin Ho and Tua Chua District Party Committees signed a record of agreement on the working content.

In their concluding remarks, comrades Vu A Tien - Secretary of Sin Ho District Party Committee; Vui Van Nguyen - Secretary of Tua Chua District Party Committee highly agreed on the content of the working minutes; at the same time, they proposed to supplement the necessity of the project's objectives and soon send the report to the People's Committees of the two provinces for consideration.

At the end of the working session, the two districts signed a memorandum of understanding on the working content.
