Qatar, the mediator coordinating the talks, said the terms would include a complete ceasefire in both the north and south of the Gaza Strip.
According to the plan, the ceasefire will last at least four days, aiming to facilitate a prisoner exchange. This is the first ceasefire agreement reached between Israel and Hamas since fighting broke out. Previously, there had been reports that the ceasefire would take place at 10:00 AM on November 23rd. Regarding this, Palestinian officials told AFP that the temporary halt to fighting was "delayed at the last minute" because the parties had not yet agreed on how the hostages would be released. Although Israel and the US did not state the reason for the delay, both countries expressed optimism about the possibility of Hamas and Israel agreeing to a temporary halt to fighting to facilitate the rescue of civilians.
What exactly does the Hamas-Israel agreement on a ceasefire and hostage exchange entail?
Reports from the battlefield indicate that fighting in Gaza remained intense on November 23rd. Palestinian media reported that Israeli aircraft and artillery carried out at least two attacks on the southern Gaza city of Khan Younis, killing 15 people. Bombardments were also reported in other areas of Gaza, including the refugee camps of Jabalia and Nuseirat.

Israel also released information about the airstrikes. The Times of Israel reported that the Israel Defense Forces (IDF) attacked approximately 300 targets in Gaza on November 22. These locations included command centers, tunnels, weapons production and storage facilities, as well as Hamas rocket launch sites. There were no reports of casualties in these bombings.
Munir Al-Brush, head of the Gaza Health Agency, said Israel ordered the evacuation of the Indonesian hospital within four hours. Speaking to Al Jazeera, he said bombings were continuing in all directions around the hospital. Approximately 200 patients remained at the Indonesian hospital, but each ambulance could only carry a maximum of seven people at a time.

Meanwhile, a doctor at Al Shifa Hospital, Gaza's largest hospital, told AFP that the hospital director, Khalid Abu Samra, along with several medical staff, had been arrested by Israeli forces. Israeli media also reported this information. A report on Kan TV said that Abu Salmiya was being questioned by Israel's Shin Bet internal security agency and the IDF, as Israel has repeatedly accused Hamas of using the hospital as a command center for military operations.
