The Italian Financial Police (Guardia di Finanza) announced that it has carried out more than 100 searches and seizures across the country related to the Cinemagoal app – a platform accused of illegally streaming content from major online services such as Netflix, Disney+, Spotify, and many other paid platforms.

According to Italian authorities, Cinemagoal operates 24 hours a day by exploiting access codes from legitimate registered accounts, then replaying content for unauthorized users through a system of fake accounts.

Notably, this application is designed with a high degree of sophistication to bypass the security mechanisms of major streaming platforms. Guardia di Finanza stated that Cinemagoal does not require a direct connection to the user's real IP address, making tracing significantly more difficult.

Cinemagoal's illegal subscription packages cost between 40 and 130 euros per year (equivalent to 46-151 USD), significantly less than the combined cost of legitimate subscriptions to many international entertainment platforms. Users primarily pay via cryptocurrency or fake offshore bank accounts to evade financial scrutiny.

Italian authorities estimate that Cinemagoal's operations caused approximately 300 million euros (nearly 350 million USD) in losses to the entertainment industry and digital content platforms.

In addition to cracking down on those operating the system, Italian authorities are expanding their investigation to include the first 1,000 users found to be using devices linked to the pirated application. Individuals who violate the law could face fines ranging from 154 to 5,000 euros, depending on the extent of their involvement.

According to Guardia di Finanza, this operation was coordinated with several European law enforcement agencies to seize servers containing decrypted data and source code of the Cinemagoal application. This is seen as a move to eliminate the possibility of the piracy platform reactivating in the future.

It is unclear whether Cinemagoal has been completely shut down, but Italian authorities have confirmed that the app's key technical infrastructure has been compromised.

This incident reflects the sharp increase in anti-piracy activities globally in recent years. The explosive growth of streaming platforms such as Netflix, Disney+, Spotify, and Amazon Prime Video has led to the emergence of increasingly sophisticated content piracy systems.

According to cybersecurity experts, the "piracy as a service" model is becoming a massive underground market. Instead of free sharing as before, many piracy platforms now operate as legitimate commercial services with their own payment systems, customer care, and server infrastructure.

International anti-piracy organizations argue that the damage from illegal streaming not only affects the revenue of film studios, music companies, or technology platforms, but also impacts the entire creative content production chain.

Prior to Cinemagoal, many notorious piracy platforms had been shut down in recent years. In 2022, the illegal movie streaming site Popcorn Time ceased operations after prolonged legal pressure. By 2025, the illegal sports streaming service Streameast was also shut down in a coordinated operation by multiple international law enforcement agencies.

According to experts, European governments are tightening control over digital copyrights as the streaming industry becomes an increasingly important economic sector. Along with technical measures, many countries are now beginning to significantly increase financial penalties for both operators and users of illegal streaming services.

However, the fight against digital piracy is predicted to remain challenging as piracy platforms increasingly leverage encryption technology, cryptocurrencies, and distributed server systems to evade regulatory oversight.
