President Trump's AI Plan: Removing Barriers, Accelerating Technological Innovation

CNN recently reported that on July 23, the Trump administration announced an action plan on artificial intelligence (AI Action Plan), including a series of initiatives and policy recommendations to strengthen America's global leadership role in the face of the rise of China and global rivals in the field of AI.

To achieve these goals, the White House has chosen an approach that focuses on loosening AI regulations. The plan includes three main pillars: promoting technological innovation, developing AI infrastructure in the US, and making US hardware and software the standard for AI applications globally.

The plan will promote simplified licensing processes for data centers, semiconductor chip factories, and energy infrastructure. In addition, the US government will work with domestic technology companies to provide comprehensive AI export packages, including AI models, hardware, and software, to allied countries. This is part of a strategy to make US technology the global standard in artificial intelligence.

The plan also recommends strengthening the federal government's central coordinating role in AI, to avoid policy fragmentation across states, which can slow innovation and create disadvantages for businesses in deploying the technology.

Additionally, the plan emphasizes eliminating “ political bias” in AI systems and recommends that AI models used by the federal government be “objective and free of top-down ideological bias.” The plan also proposes amending public procurement regulations to ensure that the government only partners with AI service providers that meet these standards.

This is the latest move by the Trump administration to expand infrastructure and investment in AI in the United States. More broadly, it is also part of an effort to bring manufacturing back home, create more jobs and reduce dependence on China in the technology supply chain.

The plan was announced after the Trump administration made a series of moves to boost investment in technology. On July 15, Mr. Trump announced an investment of more than $90 billion from businesses in the technology, energy and finance sectors, aiming to turn the state of Pennsylvania into a center for artificial intelligence development.

Trump previously announced a $500 billion AI infrastructure project called Stargate, in partnership with OpenAI CEO Sam Altman, SoftBank CEO Masayoshi Son, and Oracle Chairman Larry Ellison. The president also announced that he would lift Biden-era restrictions on AI chip exports, and Nvidia recently received permission to resume sales of its H20 chip line to the Chinese market.

Speaking at a technology event called Winning the AI Race in Washington, President Trump said the world is entering a high-speed competition to master artificial intelligence technology. He affirmed that the US is the country that initiated this race and declared that as President, he will ensure that the US is the winner.

President Trump’s plan has received support from officials in the administration and the technology industry. According to US officials, this plan represents a coordinated effort between the private sector, academia and civil society organizations to promote a more favorable environment for the development of artificial intelligence. Removing administrative barriers is considered a necessary step to accelerate the pace of technological innovation and enhance the competitiveness of the US in the field of AI.

White House AI advisor David Sacks affirmed that AI is a revolutionary technology with profound impacts on both the economy and national security, so it is extremely important that the US continues to maintain its role as a leading power in this field.

On the other hand, some critics say that the Trump administration’s policy is prioritizing the interests of the technology industry over ensuring safety in AI development. Amid concerns that AI could replace workers or negatively affect children and society, privacy groups, labor unions, and many civil society organizations have called for the creation of a “People’s Action Plan” to counter the administration’s proposals.

Some experts have expressed skepticism about the feasibility of the policies proposed in the plan. In particular, requiring AI developers to ensure their systems are “objective and free of top-down ideological bias” is considered difficult to apply in practice, as the concept of “bias” is not clearly defined.
