Plan to develop a Decree amending and supplementing a number of articles of Decree No. 72/2015/ND-CP of the Government on management of foreign information activities

Pursuant to Decision No. 150/QD-TTg dated January 16, 2025 of the Prime Minister promulgating the 2025 Work Program of the Government and the Prime Minister on the development of a Decree amending and supplementing a number of articles of Decree No. 72/2015/ND-CP dated September 7, 2015 of the Government on the management of foreign information activities, the Ministry of Culture, Sports and Tourism promulgates a Plan to develop a Decree with the following contents:

Purpose: To perfect the legal mechanisms and policies on foreign information, ensuring consistency and unity with the current legal system in order to institutionalize the Party and State's direction on foreign information work in Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation and performing the assigned tasks in Resolution No. 47/NQ-CP dated April 15, 2024 of the Government promulgating the Government's Action Program to 2030 to implement Conclusion No. 57-KL/TW dated June 15, 2023.

Create a clear legal corridor for agencies, organizations and individuals to carry out foreign information activities in a synchronous, unified and effective manner.

Update and innovate the content and methods of foreign information, increase the application of digital technology and social networks to improve communication efficiency and promote the national image.

Ensure resources for implementing foreign information work, harmoniously combining the state budget and socialized resources, between state agencies and domestic and foreign organizations and individuals.

Requirement: Ensure the order and procedures for promulgating legal documents according to the provisions of the Law on Promulgation of Legal Documents and the Decree detailing a number of articles and measures for implementing the Law on Promulgation of Legal Documents.

Specifically define the work content, completion deadline and responsibilities of agencies in implementing the development of the draft Decree.

During the drafting process, ensure close coordination between agencies inside and outside the Ministry, promptly urge and remove difficulties and obstacles in the drafting process to ensure progress in submitting to the Government in December 2025.

The Department of Grassroots Information and External Information - Ministry of Culture, Sports and Tourism is the standing agency responsible for the overall work during the process of drafting the Decree, ensuring the order and procedures according to the provisions of the Law on Promulgation of Legal Documents.

The Department of Grassroots Information and External Information coordinates with Departments, Divisions and relevant units (inside and outside the Ministry) to develop the Draft Decree.

Organize meetings of the Drafting Committee and Editorial Team to seek opinions on the draft Decree; organize consultations with ministries, branches, People's Committees of provinces and centrally-run cities, and agencies, units, organizations and individuals subject to the Decree; synthesize comments, receive and explain comments and complete the draft Decree after consultations. Prepare documents for the draft Decree, related documents such as submissions and reports to serve the drafting work of the Drafting Committee and Editorial Team.

The Legal Department coordinates with the Department of Grassroots Information and Foreign Information in the process of drafting the Decree to ensure compliance with the provisions of the Law on Promulgation of Legal Documents./.
