Amidst the transformation of the 4.0 industrial revolution, Dong Nai is positioning itself as an innovation center of the Southeast region. The breakthrough comes not only from the pioneering spirit of young enterprises but is also fueled by four key resolutions of the Central Committee: Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution 68-NQ/TW on private economic development.

From orientation to implementation, these policies are permeating deeply into business life, creating a strong "launching pad" for startups - innovation in Dong Nai .

Open-door policy - business breakthrough

The AhaMove story is an easy example: from an idea of ​​connecting drivers and customers on a digital platform in 2015, the company has expanded its network to tens of thousands of drivers, with 50,000 customers, maintaining steady growth of 20-30%/year. This is thanks to a gradually improving incentive ecosystem such as: 10% tax rate for high-tech enterprises, 2% interest rate support/year, Decree 38 on investment for creative startups... These policy "drivers" not only help businesses overcome the "infancy" stage but also improve operational efficiency and expand the partner-customer ecosystem.

In Dong Nai, Food 52 - a processed food chain - is another "learning curve": starting young, but daring to put technology as the main axis of management and operation.

Mr. Do Quang Thinh, founder of Food 52, shared: "We take advantage of many support policies from the State to invest heavily in digital technology infrastructure. This will certainly bring great momentum."

From the standardization process to expanding the scale of enterprises, it shows that policies that hit the "bottlenecks" (capital, digital transformation, standardization) will transform into specific competitive capacity.

Dong Nai currently has about 44,000 operating enterprises, ranging from industry, processing to services and high technology; in which small and medium enterprises (SMEs) and innovative startups increasingly account for a significant proportion, becoming a new growth driver. The private sector contributes an estimated 44-47% of the total investment capital, creating jobs, increasing budget revenue, and improving social security. This shift reflects the spirit of "start-up - innovation - integration - breakthrough" spreading in the local business community.

At the institutional level, Dong Nai promotes transparency - equalization - modernization of the business environment; expands the application of e-Government/digital government to reduce direct contact, fight corruption, and shorten the time for administrative procedures. At the same time, new business models are encouraged, creative space is expanded, and business autonomy is enhanced.

If the province has an early attraction policy: encouraging local startups, connecting schools - businesses - authorities, the province will possess an abundant high-quality workforce, creating a sustainable competitive advantage. Dong Nai does not lack potential, but the key to breakthrough is knowing how to transform human resources into development drivers. When the next generation is well prepared, the flow of innovation will not be interrupted. That is the most solid guarantee for the long-term development and autonomy of the locality in the era of fierce globalization and competition.”

In the spirit of "government accompanying enterprises", many specific support programs have come to SMEs and startups: guidance on intellectual property/trademark protection, tax incentives - fee reduction for technology enterprises, management training - digital transformation, and especially a support package for technology enterprises with a level of 30-50% of the contract/project value (50 million - 1 billion VND/enterprise). This is not only a financial "oxygen" but also a signal of long-term companionship, helping enterprises overcome the "slope" of technology investment. On the other hand, in Dong Nai, the development mindset has not stopped at hard infrastructure or financial policies but is shifting strongly to training, attracting and retaining quality human resources, especially the young generation - the successor force of the new era.

Dong Nai province also identified the development of high-tech products, registration of inventions, industrial designs, and useful solutions as important keys to enhancing Vietnamese brands. Many enterprises have been supported with intellectual property registration costs, gradually affirming their sustainable position in the domestic and international markets.

“Government accompaniment”: Expecting a breakthrough

The policy has been liberalized but the level of digital transformation efficiency among enterprises is still uneven. Some places implement it in a formal manner, stopping at single stages, lacking data connection and process changes.

Mr. Nguyen Thanh Quang, CEO of Tien Phong CDS (Ho Chi Minh City) frankly commented: "Enterprises have focused on applying digital transformation but not all enterprises are effective. The problem is to find the cause and effectively solve it."

This is a “systemic problem”. Accordingly, to transform digitally to create value, businesses need to go from data strategy to process standardization and business model innovation, instead of just purchasing discrete software. At the local level, businesses expect regional technical support/technology transfer centers, where they can access experts, software platforms, AI solutions, big data, IoT, Blockchain, and a mechanism to connect institutes - schools - businesses to commercialize inventions.

From the perspective of businessmen, Mr. Mai Van Hung, Deputy Director of Mai Phuong Informatics Company, expects Dong Nai province to have more support policies specifically for technology/digital transformation startups, and at the same time guide SMEs to effectively access support packages from the 4 pillar resolutions to create a complete startup ecosystem.

“We hope that Dong Nai province will have more support policies for technology startups and digital transformation businesses. At the same time, we will guide young businesses to effectively access support policies from the four key resolutions of the Politburo that have just been issued. This will create a strong and complete startup ecosystem,” Mr. Hung added.

Along with credit solutions in the spirit of the 4 resolutions mentioned above, many priority policies are "flowing" to the startup/SME sector in the early stages such as: 2%/year interest rate support, creative startup investment funds/credit guarantee funds... helping businesses reduce cash flow pressure and dare to invest in high-risk cycles.

Recently, the State Bank has taken practical steps to remove difficulties and open credit doors for the start-up and innovation sector.

Mr. Nguyen Duc Lenh, Deputy Director of the State Bank of Vietnam, Branch 2, said: “Currently, start-up and innovative enterprises can access capital with interest rates of no more than 5%/year - the lowest rate on the market, and at the same time enjoy a series of policies such as: interest rate reduction, debt extension, loan restructuring depending on the specific situation. These flexible mechanisms are acting as a “relief valve” for financial pressure, helping enterprises have more time and “oxygen” to recover, restructure and accelerate development.”

“Dong Nai always considers training high-quality human resources as one of the key factors for sustainable economic development. This is also an issue that businesses pay great attention to when investing in Dong Nai, especially industrial parks. It should also be added that currently, Dong Nai is the province with the largest number of industrial parks and industrial clusters in the country. In the coming period, Dong Nai is also identified as a key province in industrial parks and clusters. Therefore, we pay special attention to providing a high-quality human resource for the above goal. Dong Nai has a system of schools from universities, colleges, high schools to train vocationally according to orders to provide quality human resources. In addition, we are also expanding the urban system to attract more human resources from many other places.”

Not only stopping at interest rate support, the banking industry is also gradually building a specialized financial service system for technology enterprises and startups. This includes coordinating with credit guarantee funds and startup investment funds to share risks, creating a multi-layered financial mechanism that is more flexible than traditional credit. Credit is no longer a "barrier", but is becoming a smart and practical "support", adding strength to the wave of Vietnamese startups to grow strongly in the coming period.

Technology human resources: The "boosting machine" needs to start soon

It can be seen that the above four pillar resolutions are not only macro orientations but are being "concretized" by financial, legal, human resources, and technology transfer mechanisms.

In addition to improving the investment environment and promoting digital transformation, Dong Nai province is also clearly demonstrating its determination to support businesses in developing high-tech products and registering intellectual property, considering this one of the important foundations to ensure sustainable business and enhance long-term competitiveness.

From the perspective of the “three-legged stool” of institute - school - enterprise, Dr. Nguyen Van Tan, Chairman of the Dong Nai Province Innovation Advisory Council, said: The consulting/incubation ecosystem in Dong Nai is focusing on business guidance, capacity building, connecting investors; opening courses on innovation, management, digital marketing and especially restructuring consulting for SMEs on a technology platform. This is an important soft infrastructure layer that helps businesses move quickly without stumbling.

At the national level, Mr. Ly Dinh Quan emphasized: AI, big data, blockchain, IoT are opening up creative space for both individuals and businesses; competition between startups will create more technological momentum and new growth drivers for the Vietnamese economy.

But in the 4.0 era - where technology changes every hour, data becomes a strategic asset and innovation is the key to survival - investing in high-quality human resources is not only an option, but a prerequisite for the country and locality to make a breakthrough.
