The country has two casino projects in Phu Quoc and Van Don that were approved by the Politburo to pilot allowing Vietnamese people to play since 2016. However, Phu Quoc Casino has only been operating since January 2019 and Vietnamese people have been allowed to play until the beginning of this year, after an extension by the competent authority in 2022.
In Decree 145 dated November 4, the Government agreed to extend the pilot period for Vietnamese people to play at casinos. Specifically, Phu Quoc Casino will continue this pilot until the end of this year, while Van Don Casino will continue for 3 years from the date of licensing. After the end of the pilot period, businesses must stop allowing Vietnamese people to play until the Government issues a new policy.
The Government assigned ministries, branches and localities to summarize and evaluate the pilot implementation. After that, the competent authority will consider and decide to terminate or continue the implementation.
Casino business is a conditional industry. According to regulations, a casino project must have a minimum investment capital of 2 billion USD, the location must be approved by the Politburo, and the policy must be approved by the Prime Minister . Investors can only do this type of business after disbursing at least 50% of the capital. Vietnamese people are allowed to play if they are 21 years old or older, have a regular income of 10 million VND per month or are subject to personal income tax at level 3 or higher.
There are currently 9 casino projects in operation nationwide (6 small and 3 large). The first casino to allow Vietnamese people to play is known as Corona Phu Quoc, invested by Phu Quoc Tourism Investment and Development Joint Stock Company. This casino is part of a project complex with a total investment of more than 50,000 billion VND, including 1,470 gaming machines and 147 gaming tables.
