Connecting to major transportation hubs

The Ministry of Transport announced the conclusions of the meeting chaired by Deputy Minister Nguyen Danh Huy at the initial report on the planning of railway lines and stations in the Ho Chi Minh City railway hub area.

Accordingly, the deputy minister requested the consultants to continue investigating and surveying to gather all relevant information; and to fully incorporate the opinions of relevant agencies and units to finalize the planning project.

It is important to note that lessons learned from detailed planning research must ensure compliance with the national master plan. The planning content aims to detail the approved national sectoral plan for inclusion in local planning, such as land use boundaries, land use requirements, functional zoning arrangements, transportation organization, and connections to external transportation and urban railway lines.

The planning study must also address the shortcomings of current hub planning; conserve land resources, and align with local planning. It should ensure synchronized connectivity between the national railway system, urban railways, and other modes of transport, paying particular attention to connecting railways with high-traffic transport hubs such as industrial zones, inland ports, and logistics centers in Ho Chi Minh City and the Southeast region to serve the socio -economic development of the region and localities.

Consultants must continuously update input information and data such as: current status of natural conditions, socio-economic conditions, land use, transportation, etc.; land use planning, urban planning, transportation, industrial zones, dry ports, and logistics centers in localities related to the Ho Chi Minh City hub. Updates should also be provided on projects such as the Ho Chi Minh City Ring Road 3 and 4; the Long Thanh - Thu Thiem light rail project; Ho Chi Minh City urban railway projects: Line 1 Ben Thanh - Suoi Tien, Line 2 Ben Thanh - Tham Luong...; and the North-South high-speed rail project. All data and information must be complete and accurate to serve as a basis for research and proposing appropriate planning options.

"The investigation and survey work to collect input data should be completed soon, especially the survey of traffic demand regarding departure and arrival points, transport demand at hubs, transport density on railway sections and routes... Based on the traffic demand survey, combined with updated provincial planning, we will develop train operation plans, station layouts, station sizes and functions, and determine investment priorities accordingly," Deputy Minister Huy instructed.

Researching integrated and open-source technological solutions.

Deputy Minister Nguyen Danh Huy requested that the consultants develop an optimal train operation plan for the various stages of forming the railway network in the Ho Chi Minh City railway hub, including operational organization and joint train operations between the urban railway and the national railway. A clear assessment of the functions of the connecting railway sections should be conducted; and research should be carried out to minimize the need for passenger transfers, thereby facilitating convenience for passengers.

The study proposes technological and engineering solutions that are synchronized, modern, and open, ensuring convenient and efficient connectivity of railway lines in the hub area, including connecting the national railway with urban railways, and a roadmap for electrification of existing railways.

For the stations, it is necessary to clarify their functions and responsibilities; propose solutions for connecting transportation, especially public transportation such as urban rail and buses; connect technical infrastructure to ensure the ability to handle passengers and goods during peak hours; and specifically determine the scale and area of ​​each construction item and the entire station area.

The research results must propose an overall network including routes, lines, all regional hub stations, and operational organization plans; paying attention to the shared operation of the national railway infrastructure with urban railways.

"The Vietnam Railway Authority, as a planning consultant, will work specifically with planning consultants in the provinces/cities of Ho Chi Minh City, Binh Duong, Tay Ninh, Dong Nai, Ba Ria - Vung Tau, and Long An to exchange information, reach consensus, and coordinate planning options in a way that is consistent with local planning; and update the contents of the route and station planning for the hub into the provincial planning to facilitate implementation," Deputy Minister Huy requested.
