On the morning of September 23, in Hanoi , the 1st Congress of the Party Committee of the Fatherland Front and Central Mass Organizations, term 2025-2030, solemnly opened, with the participation of 346 official delegates representing more than 5,000 party members of the Party Committee of the Fatherland Front and Central Mass Organizations.

Strong innovation in thinking and leadership methods
Speaking at the opening of the Congress, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that the Congress of Delegates of the Party Committee of the Vietnam Fatherland Front, Central mass organizations for the 2025-2030 term is the first Congress to implement a new model, comprehensively leading the activities of the Vietnam Fatherland Front, socio-political organizations, and people's organizations.
With the theme: "Building a clean and strong Party organization; strongly innovating thinking and leadership methods; gathering and mobilizing people of all walks of life to promote democracy and the strength of great national unity, joining hands and joining hands to enter the era of national development to become rich, prosperous, civilized and happy", the Congress has the task of comprehensively and deeply assessing the results of implementing the Resolution of the Congress for the 2020-2025 term, determining the directions, goals and tasks for the 2025-2030 term; reviewing the leadership and direction of the Party Executive Committee for the 2025-2030 term; discussing and giving opinions on the draft documents of the 14th National Congress of the Party; implementing the Politburo's decisions on personnel work.
With the motto "Solidarity-Democracy-Creativity-Innovation-Development," Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien asked delegates attending the Congress to promote democracy, concentrate their intelligence, discuss enthusiastically, and contribute many valid opinions to the draft documents submitted to the Congress and the draft documents of the 14th National Congress of the Party, especially the contents related to innovation in the leadership method of the Party Committee, the action program of the Fatherland Front and socio-political organizations; thoroughly grasp and well implement the guiding ideology of General Secretary To Lam when handing over the decision to establish the Party Committee and establish the Central Committee of the Vietnam Fatherland Front: "The new model must have new thinking, new ways of doing things, and create new results."
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien emphasized that the Congress will set out directions, goals, tasks, key solutions, comprehensive leadership and direction of the activities of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State; play a good political core role, promote the people's mastery, consolidate, strengthen, and promote the tradition and strength of great national unity; unite and join hands to realize the aspiration to build our country to be rich, prosperous, civilized, and happy.
Spread the aspiration to develop a prosperous and happy country
The Congress's political report sets out 5 directions, 10 groups of targets, 8 key tasks, 15 groups of solutions, and 3 breakthroughs to be focused on during the 2025-2030 term. The three breakthroughs are identified as: Innovating leadership methods according to new models, new thinking, new ways of doing, new results; strongly innovating content and methods of operation, focusing on the grassroots, residential areas, close to the people, proactively serving the people; focusing on training, fostering, evaluating, arranging, and effectively using the staff, especially the heads of Party committees, agencies, and units, focusing on training cadres through practical activities, closely linking "theory with practice", "words go hand in hand with actions."
Some key targets include: Every year, each residential area has at least one typical and specific project or task, contributing to building and serving the community (green, clean, beautiful, secure, orderly, safe...) associated with the task of developing the local socio-economic situation, improving the quality of people's lives. Organizing and mobilizing resources to support the "For the Poor" Fund and social security.
During the term, the Vietnam Fatherland Front Committees at all levels strive to mobilize 45,000 billion VND from social resources, of which 10,000 billion VND is mobilized through the "For the Poor" Fund at all levels and over 35,000 billion VND through social security programs.
Every year, the Central Committee of the Vietnam Fatherland Front implements at least 10 programs and contents of national supervision, and provides social criticism on at least 10 draft laws and legal documents.
The provincial-level Vietnam Fatherland Front Committee organizes at least 5 programs, with social supervision and criticism contents for at least 5 draft documents; the commune-level Committee organizes at least 3 programs, with social supervision and criticism contents for at least 3 draft documents; organizes supervision of contents according to the direction of superiors and issues of concern to the masses.
During the 2020-2025 term, Party committees at all levels in the entire Party have focused on leading and closely directing the work of gathering, mobilizing, and promoting the strength of the great national unity bloc. Thanks to that, the spirit of patriotism, the will of self-reliance, self-improvement, and the aspiration to develop a prosperous and happy country have been aroused and spread strongly; the great national unity bloc continues to be firmly consolidated; the close relationship between the Party, the State and the people is increasingly strong. The people increasingly trust deeply in the leadership of the Party, agree, actively participate in patriotic emulation movements, major campaigns, contribute to socio-economic development, ensure national defense and security, and ensure social security.
Party committees at all levels have paid close attention to directing the concretization of the Resolution of the 13th National Party Congress and the Central Committee's directives and conclusions into 6 key action programs of the Vietnam Fatherland Front and its member organizations.
Typically, the Campaign "All people unite to build new rural areas and civilized urban areas" has 78% of communes meeting new rural standards, "Vietnamese people prioritize using Vietnamese goods" with more than 12,000 OCOP products recognized, "For the poor - No one is left behind" mobilizes thousands of billions of VND each year; mobilized to build and repair more than 180,000 Great Solidarity houses for poor households; mobilized all people to support 1,845 billion VND for emergency relief for 26 northern provinces and cities during storm No. 3; for the first time publicly disclosed the "statement" of the Central Relief Fund, promptly allocated funds to support people in damaged areas, demonstrating a sense of responsibility, publicity, transparency, and receiving high consensus from society.
The Vietnam Red Cross Society has launched a campaign to support the Cuban people on the occasion of the "Vietnam-Cuba Friendship Year 2025" and the 65th anniversary of the establishment of diplomatic relations between the two countries (1960-2025) with an amount of more than 400 billion VND (as of September 5, 2025).
Party building work is identified as a key task, implemented synchronously and focused by Party committees at all levels. Political, ideological and ethical education work is enhanced. The Party organization system is consolidated and synchronized, clearly promoting the central political role in each agency and organization, overcoming the situation of dispersion and overlap in leadership and direction.
Party inspection, supervision and discipline work is focused on and implemented in accordance with regulations, focusing on areas prone to violations. The leadership methods of Party committees at all levels continue to be innovated towards democracy, transparency and efficiency; the application of information technology in Party management, activities, inspection and supervision is increasingly promoted, gradually forming appropriate leadership methods in the context of digital transformation./.
