Overview of the 1st Congress of Tuyen Quang Provincial Party Committee, term 2025-2030.

Also attending were leaders of central departments, ministries and branches; leaders of provinces in the region; leaders of Military Region 2; former provincial leaders of different periods, and 415 delegates representing 136,000 party members in the entire Party Committee.

In his opening speech, comrade Hau A Lenh, member of the Party Central Committee and Secretary of the Tuyen Quang Provincial Party Committee, emphasized that the Congress is a political event of special importance to the Party Committee and people of all ethnic groups in the province.

The Congress is held at a time when the entire Party, people and army are competing to achieve results in welcoming the 14th National Congress of the Party; it is a time when the Party's will and people are determined to successfully implement the country's development goals and orientations until 2030, to be self-reliant, confident and move forward in the era of national growth.

Provincial Party Secretary Hau A Lenh emphasized that the Congress has the theme: "Promoting the tradition of the revolutionary homeland; continuing to improve the leadership capacity and fighting strength of the Party organization and Party members; developing the economy and society rapidly and sustainably, closely linked with maintaining national defense, security and foreign affairs; accompanying the whole country in the era of national development". That is the guiding ideology and consistent orientation, demonstrating the will of unity, promoting high political motivation and determination to build Tuyen Quang to develop more and more.

With the motto "Solidarity-Democracy-Discipline-Breakthrough-Development", the Congress promotes intelligence, responsibility, solidarity and unity to best fulfill the Congress's tasks in order to orient the new development stage.

Secretary of Tuyen Quang Provincial Party Committee Hau A Lenh delivered the opening speech at the Congress.

The Congress approved the political report for the 2020-2025 term. The report stated: With the spirit of solidarity and unity of the entire political system, cadres, party members, and people of Tuyen Quang and Ha Giang provinces (before the merger), Tuyen Quang province (after the merger) has achieved important achievements, many outstanding marks, basically completing the goals set out in the resolution.

The leadership capacity and fighting strength of Party committees and organizations have been enhanced; the effectiveness and efficiency of state management in all fields have been enhanced; the strength of the people and the great solidarity of all ethnic groups have been promoted. The policies and orientations for national development in the new era have been implemented synchronously and effectively.

Notably, the revolution in reorganizing the apparatus in the direction of streamlining, compactness, strength, effectiveness and efficiency has been focused on by the entire political system and achieved good results. The merger of Tuyen Quang and Ha Giang provinces has been completed; 206 commune-level administrative units have been merged and reduced; 18 district-level administrative units and many party delegations and party executive committees have ended operation; 2 new provincial-level party committees have been established; and the 2-level local government has been operating smoothly.

The economy has many improvements, breakthroughs, key tasks, and main solutions set out in the resolutions of the Congresses of the two provinces have been focused on, directed, and implemented synchronously, effectively, and on schedule.

Notably, the breakthrough in traffic infrastructure has achieved important results. The Tuyen Quang-Phu Tho expressway project has been completed; the Tuyen Quang-Ha Giang expressway project (phase 1) has been implemented; many connecting traffic routes have been invested in. Thereby, gradually removing traffic "bottlenecks", creating growth momentum, promoting economic and social development.

Potentials and advantages in agriculture, forestry and tourism are promoted; culture, society and people are cared for; national defense is strengthened; security, social order and safety are maintained; foreign affairs are promoted.

Cultural program to welcome the Congress.

Social security policies have been fully and promptly implemented; poverty reduction and policies for people with meritorious services have been actively deployed. Notably, the role of the entire political system has been promoted in the work of eliminating temporary and dilapidated houses. By August 2025, the province will complete programs and projects to eliminate temporary and dilapidated houses.

The political report also identified three breakthroughs, five key tasks, target groups, and key solutions for the new term 2025-2030.
