Opening of the 12th Military Party Congress for the 2025-2030 term

The 12th Party Congress of the Army in Hanoi marked an important step forward in building a regular, modern, and comprehensively strong army.

On the morning of September 30, the 12th National Party Congress of the Army, term 2025-2030, solemnly opened in Hanoi .

Also attending were former members of the Politburo, members of the Secretariat, former members of the Secretariat; members of the Party Central Committee, former members of the Party Central Committee; leaders, former leaders of the Party, State, Vietnam Fatherland Front; representatives of leaders of ministries, departments and central branches; and 448 delegates (including ex-officio delegates and delegates elected from 56 party committees under the Central Military Commission), representing the intelligence, political mettle, will, belief and aspirations of more than 270,000 party members in the Army Party Committee.

In his opening speech, General Phan Van Giang emphasized that the 12th Party Congress of the Army took place at a very important time. The Congress has the task of summarizing the 5-year implementation of the Resolution of the 11th Party Congress of the Army (term 2020-2025), determining the directions, goals, tasks, policies and solutions for leading the implementation of military and defense tasks and building the Army Party Committee in the next 5 years (2025-2030); discussing and contributing opinions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress; and electing the delegation of the Army Party Committee to attend the 14th National Party Congress.

The 12th Congress of the Party Committee of the Army has the theme: "Promoting the tradition of the heroic Army, building a clean, strong, exemplary, and representative Party Committee, a revolutionary, disciplined, elite, and modern Army; enhancing national defense strength, firmly protecting the socialist Fatherland of Vietnam, contributing to building a peaceful, prosperous, prosperous, civilized, and happy country."

According to General Phan Van Giang, in the past 5 years, in the context of the country having many opportunities and advantages, but also many difficulties and challenges. Along with that, the Central Military Commission and Party committees and organizations in the entire army always strictly follow the Party's organizational and operational principles, especially the principle of democratic centralism; leadership capacity and fighting strength are increasingly improved; contributing to maintaining the Party's absolute and direct leadership in all aspects over the Army.

General Phan Van Giang affirmed that during the past term, the Party Committee of the Army led the entire army to continuously improve overall quality, level and combat readiness; basically completed the adjustment of force organization in the direction of "lean, compact, strong;" well performing the functions of combat army, working army and production labor army.

Three breakthroughs in the new term

The draft Political Report of the Central Military Commission for the 2020-2025 term presented to the Congress stated that, implementing the Resolution of the Congress for the 2020-2025 term, the Party Committee of the Army has performed well its advisory function to the Party and State on military and national defense; flexibly and effectively handled situations, avoiding passivity and surprise. Promoting the core role of the army in building a strong national defense.

The defense industry is built and developed autonomously, self-reliantly, self-reliantly, dual-purposely, modernly, with breakthroughs, and reaching the finish line early. Promoting heroic traditions and comprehensive strength, building a clean, strong, exemplary, and representative Party organization of the Army; a revolutionary, regular, elite, and modern army; building a strong reserve force and a strong, widespread militia and self-defense force.

The draft Political Report of the Central Military Commission for the 2020-2025 term also identifies specific target groups and breakthroughs in the 2025-2030 term, with three breakthroughs; 10 tasks and solutions for leadership in implementing military and defense tasks and 7 tasks and solutions for building a clean and strong Party organization with comprehensive leadership capacity and high combat strength.

In particular, three breakthroughs include: Perfecting the synchronous military and defense institutions; effectively mobilizing resources to build a revolutionary, disciplined, elite, and modern army.

Focus on developing high-quality human resources; promote attracting and utilizing talents, build a team of cadres to meet the requirements of building a modern army; improve the quality of regular construction and discipline management; promote the cultural values ​​of "Uncle Ho's soldiers" in the new period.
