After the opening session, the Prime Minister and ASEAN leaders will attend the 44th ASEAN Summit (Plenary Session) and the 45th ASEAN Summit (Retreat Session). In the afternoon, the Prime Minister and ASEAN leaders will attend the following events: Dialogue with Representatives of the ASEAN Inter-Parliamentary Assembly (AIPA); Dialogue with Representatives of the ASEAN Business Advisory Council (ASEAN-BAC); Dialogue with Representatives of ASEAN Youth.
From October 8-11, 2024, in Vientiane, the Lao capital, the 44th and 45th Summits and related Summits will take place, with the participation of ASEAN Leaders, partners and many invited guests representing international and regional organizations. On this occasion, there will also be the ASEAN Business and Investment Summit (ABIS); Dialogues between ASEAN Leaders and representatives of the ASEAN Inter-Parliamentary Assembly (AIPA), the ASEAN Business Advisory Council (ABAC) and Youth; and the 2nd Summit of the Asian Community of Net Zero Emissions.
The 44th and 45th Summits and related Summits are taking place in the context of the world and regional situation continuing to fluctuate rapidly and unpredictably; fierce geostrategic competition, increasing geo-economic fragmentation. The world economy maintains a slight recovery trend, but risk factors are still present due to conflicts and instability breaking out and lasting in many places. Non-traditional security challenges are becoming increasingly fierce and complicated, especially climate change, natural disasters, and resource depletion. Major trends continue to bring new growth momentum, but also require effective response to accompanying risks such as cyber security, technology governance, artificial intelligence, etc.
Despite many difficulties and challenges, ASEAN has maintained its solidarity and central role, enhanced its capacity to respond to emerging challenges, and consolidated its principled stance on international and regional issues. With the 2024 cooperation theme “ASEAN: Promoting Connectivity and Resilience”, the Lao Chairman has promoted many initiatives, prioritized practical cooperation, and achieved many positive results in the process of building the Community.
ASEAN continues to be an economic bright spot with growth forecast at 4.6% in 2024 and 4.8% in 2025, far exceeding the world average. Strengthening connectivity and linkages between economies, ASEAN is determined to accelerate negotiations on agreements both within the bloc and between ASEAN and its partners, such as upgrading the ASEAN Trade in Goods Agreement, negotiating the ASEAN Framework Agreement on Competition, promoting the basic completion of negotiations to upgrade the ASEAN-China Free Trade Agreement, and completing the procedures for approving the Second Protocol amending the ASEAN-Australia-New Zealand Free Trade Agreement.
Many cooperation frameworks have been promoted, demonstrating ASEAN's proactiveness in grasping and exploiting new growth drivers such as the negotiation of the ASEAN Digital Economy Agreement, the Framework Agreement on the ASEAN Power Grid, the ASEAN Action Plan on Sustainable Agriculture, the Roadmap on ASEAN Digital Trade Standards, etc. Cooperation between ASEAN and its partners in these fields has also been promoted, contributing to deepening and making economic, trade and investment relations and connections more and more practical.
Cultural and social cooperation has been strengthened, focusing on responding to emerging challenges such as climate change and the environment, focusing on vulnerable groups with many meaningful activities such as the 3rd ASEAN Women Leaders Summit on promoting the care economy, the ASEAN Children's Forum, and prioritizing strategic restructuring to narrow the development gap.
These HNCCs are the only high-level activities during Laos' ASEAN Chairmanship Year 2024. This is an opportunity for ASEAN Leaders and partners to discuss and make decisions on many strategic issues facing ASEAN and the region.
The 44th and 45th ASEAN Summits will focus on discussing the following contents: The process of building the ASEAN Community, including promoting the timely completion of the 2025 Blueprints and building the ASEAN Community Vision 2045 and the implementation strategies in the coming period. Reviewing and orienting relations between ASEAN and its partners, especially in promoting cooperation in potential areas of current interest. Discussing international and regional issues.
With a willingness to contribute and make every effort for the common success, the Vietnamese delegation led by Prime Minister Pham Minh Chinh will convey many important messages about ASEAN and the future of ASEAN./.
