Opening of the Third Session of the 20th Provincial People's Council

Comrades Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Hau Minh Loi, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council; Pham Thi Minh Xuan, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council; and Le Thi Thanh Tra, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, presided over the session.

Attending the session were: Comrade Hau A Lenh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Head of the 16th National Assembly Delegation of Tuyen Quang province; Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province; members of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Council, Provincial People's Committee, and Provincial Fatherland Front Committee; leaders of provincial departments and agencies, and delegates of the Provincial People's Council.

Resolution on many important policies

In his opening remarks, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: The third session (special session) will consider and approve 47 resolutions, including the following main groups of contents. Firstly, the group of mechanisms and policies to concretize the breakthroughs and key tasks as set forth in the Resolution of the First Provincial Party Congress.

The leaders of the Provincial People's Council presided over the session.

Specifically, the agenda included providing input on the investment policy for the Tuyen Quang - Ha Giang expressway project (complete phase), the section passing through Tuyen Quang province; stipulating some policies to support tourism development in the province; stipulating some policies to encourage the development of non-public preschool education in the province; stipulating the content and level of expenditure of state budget for science, technology and innovation activities in the province; and policies to support organic agricultural production in the province.

Comrade Nguyen Van Son, Chairman of the Provincial People's Council, delivered the opening speech at the session.

Secondly, the group of regulations relates to the content, norms, expenditure levels, revenue levels, and payment levels of the state budget in various sectors and fields of social life such as: transportation business, land, minerals, environment, construction, tourism, intellectual property protection; education , sports, population, ensuring security and order; urban management; and drug prevention and control within the province.

Comrade Phan Huy Ngọc, Chairman of the Provincial People's Committee, introduced the list of candidates for the position of Vice Chairman of the Provincial People's Committee at the meeting.

Thirdly, the group of policy mechanisms on ensuring social security includes: providing financial support to complete the procedures for receiving social assistance benefits for disadvantaged children in the province; and regulations on gifts for celebrating the birthdays and longevity of elderly people in the province.

Vice Chairman of the Provincial People's Committee Vuong Ngoc Ha presented a report clarifying the issues discussed at the meeting.

Fourth, consider repealing normative legal resolutions issued by the People's Councils of Tuyen Quang and Ha Giang provinces that need adjustment because they are no longer consistent with legal regulations and the practical conditions of the provinces after reorganization and merger.

Leaders of the Provincial People's Committee and the Provincial Fatherland Front Committee attended the meeting.

The Chairman of the Provincial People's Council requested that the delegates focus on frank discussions, contributing many insightful and high-quality opinions; paying attention to the legality and consistency of the document with the current legal system, and especially the feasibility of the policy when applied to the mountainous and border areas of the province; further improving responsibility and quality in explanations at the session; and that the leaders of the Provincial People's Committee and heads of relevant departments and agencies prepare thoroughly and seriously to provide public and frank explanations, clarifying the issues raised by the delegates, creating high consensus before the Provincial People's Council proceeds to vote on the document.

At the session, the Provincial People's Council carried out personnel work within its authority, electing additional Vice Chairmen of the Provincial People's Committee for the 20th term, 2026-2031. The Provincial People's Council followed the election process and voted to approve the Resolution confirming the election results of the Vice Chairmen of the Tuyen Quang Provincial People's Committee for the 2026-2031 term for the following comrades: Do Anh Tuan, Member of the Provincial Party Committee, Director of the Department of Internal Affairs; and Do Hung Duc, Member of the Provincial Party Committee, Secretary of the Party Committee and Chairman of the People's Council of Minh Xuan Ward.

Putting resolutions into practice.

In his closing remarks at the session, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed that the 47 resolutions passed provide a fundamental and essential legal basis for addressing practical issues, promoting socio-economic development, ensuring national defense, security, and social welfare.

To ensure the resolutions are implemented promptly, the Chairman of the Provincial People's Council requested the Provincial People's Committee and all levels and sectors to focus on decisively implementing the following groups of solutions: Regarding the economy and infrastructure, for the Tuyen Quang - Ha Giang expressway project (completion phase), the Provincial People's Committee is requested to report to the Prime Minister to assign the Provincial People's Committee as the managing agency for the project's investment and allocate medium-term public investment capital from the Central Government budget for the period 2026-2030 to implement the project. After the Prime Minister assigns the Provincial People's Committee as the managing agency for the project and allocates capital, the Provincial People's Committee, based on the regulations of the law on public investment and relevant current laws, will prepare a dossier to submit to the Provincial People's Council for approval of the investment policy for the project's construction in accordance with the law.

The delegates voted to approve the list of candidates for the position of Vice Chairman of the Provincial People's Committee.

Strictly manage land-use projects in a public and transparent manner; seriously implement regulations on fees for road and sidewalk space and minimum housing area for permanent residency registration. Collect fees and charges in accordance with the law immediately upon the resolution's entry into force.

In terms of socio-cultural aspects, education, and healthcare, tourism will be developed as a key economic sector; policies for intellectual property development by 2030 will be implemented, along with scientific and technological activities; and regulations will be applied to sports competitions. Timely support will be provided to disadvantaged children, ensuring social security.

Comrade Hau A Leng, Secretary of the Provincial Party Committee, and other provincial leaders cast their votes to elect the Vice Chairmen of the Provincial People's Committee.

Regarding legislation, national defense, security, and ethnic affairs, the following measures were implemented: paying allowances to grassroots security and order protection teams; supporting drug addicts in rehabilitation; and paying remuneration to retired individuals holding positions in associations and population collaborators. Resources were focused on organic agriculture, shifting the structure of crops and livestock; urgently disbursing funds for dike maintenance before the rainy season; and celebrating the birthdays and longevity of the elderly.

To date, the total number of resolutions reviewed, supplemented, and newly issued to serve the reorganization of the administrative apparatus has reached 173 out of 176 documents. The Provincial People's Council requests the Provincial People's Committee to urgently review and submit for promulgation the remaining resolutions and legal documents implementing Conclusion 34 of the Politburo, Directive 21 of the Prime Minister, and Decree 88 of the Government on the reorganization of villages and residential areas, and the arrangement of regimes for non-professional personnel, ensuring completion within June 2026.

At the session, the Provincial People's Council elected two Vice Chairmen of the Provincial People's Committee for the 20th term: Mr. Do Anh Tuan and Mr. Do Hung Duc. The restructuring of the apparatus plays a crucial role in ensuring the successful implementation of the objectives of the Resolution of the First Provincial Party Congress.
